JAMMU APRIL 29:–Principal Secretary School Education B.K Singh chaired 6th Executive Committee meeting of Samagra Shiksha (Chirag Society) to review its performance for the preceding year and give nod to the Plan Proposal of Financial Year 2022-23. The meeting was attended by Chairperson Board of School Education Veena Pandita, State Project Director (SPD) Samagra Deep Raj, Director School Education Jammu Dr. Ravi Shanker, Director School Education Kashmir Tassaduq Hussain (Virtual Mode), Director Finance Iftikar Hussain, Addl. Secy from Planning Dev. & Monitoring Department, Director Finance from Finance Department, Joint Director Planning Madan Lal, Head of Department of Education University of Jammu,Dr. Renu Nanda Head of Department of Education Kashmir University, Bilal Rashid Dy. Director Planning SAMAGRA, Ravinder Singh DD Planning SED, Ajeet Singh, SC SS, besides all Coordinators, Asstt. Coordinators of Samagra Shiksha.
During the meeting, Deep Raj Project Director welcomed all the Members of Executive Committee of Chirag Society, under the banner of which Smagara Shiksha is functioning in the UT of J&K and presented a detailed Presentation. While giving description regarding the achievements, Project Director said that, 356 nos of Civil works stands completed in the year 2021-22, including KGBVs and more than Girls Hostels. 12 KGBVs have been shifted in their own buildings from rented accomodation and in toto 59 stands KGBVs and 29 Girls Hostels have been completed so far, in the UT, said Project Director. He further said that 70679 students stand enrolled in ECCE in 10051 schools through a special enrolment drive, which has now reached at 123868. Teaching Learning on FLN developed by Samagra Shiksha under FLN stands distributed among 5,22,226 students of class I-V through District authorities. He also informed that 40,318 teachers have been trained in all 12 Generic Modules of FLN under NISHTHA and 2340 Children of 36 schools on pilot basis being provided Quality Education through Learning links Foundation funded by Ashoka Leyland. Besides this 3,11,727 students of class 3rd to 12th have been covered under remedial teaching programme.
As a unique initiative, 311727 Students, were engaged in community classes by volunteer local teachers with adherence to all COVID-19 SOPs, which was appreciated at all the fronts, he said. He also intimated that 42,278 Nomadic Children were imparted Education through 2003 Seasonal Centers and Rs 8.10 Crore stands disbursed to EVs through DBT. He said that, under the Digital initiatives, 3000 ICT Labs/ CAL Centres are functional and setting of additional 628 Labs along with 508 Smart Class rooms is in process, whereas 21, 000 CWSN stand registered on UDID (Unique Disability ID) Portal.
After threadbare discussion on Plan Proposal 2022-23, the Executive Committee under the chairmanship of Principal Secretary B.k Singh finalized and recommended the proposal put forward by the project Director, amounting to Rs. 2390 Crores, where under in 694 Schools are being taken up in the current plan for various interventions on the basis of enrolment, besides 61 buildings for building less schools and 43 nos of building blocks for dilapidated/unsafe structures at various levels. 1328 ACRs, 792 Girls/Boys Toilets, 58747 Rmt of Boundary Wall, 378 Nos of Labs/Library Rooms, 257 Common/Art Craft Room/Multi-Purpose Rooms, 479 Structures for Remodelling and 316 Sports Facilities (Basket Ball Court/Volley Ball Court/Tennis) find its place in Plan. Under innovation 376 ‘stand-alone’ elementary schools shall be covered under AGHAAZ, One higher secondary school, from each district shall be provided, first of its kind integrated virtual reality Lab. The SAMAGRA Plan also covers, 23111 schools under Sports sector. KGBVs / Girls Hostels shall be strengthened and ICT Facility shall be provided besides, Chowkidar Hut and Smart Class Rooms.
Special measures for Tribal Students, of Seasonal Centres have been kept in the Plan. Two model resource rooms (under inclusive education) shall be established in each division of UT and there shall be Introduction of basic skills among students of govt. Schools on bagless days (6th, 7th and 8th) covering 9463 schools. One Centre for educational research, under the aegis of school education department (samagra shiksha) also finds its place this year.
Suggestions from all stakeholders were noted down and Principal Secretary after a detailed review of Samagra Shiksha, asked for expediting the work on all the projects. He said People should change the perception regarding SAMAGRA Shiksha and this year The Schools which have been included in the Plan shall be saturated with all the basic facilities for smooth functioning. He said that, the motive is to bring the children of Govt. Schools at par with the Private Schools and for this Teaching community should take a pledge to bring revolution in the educational system. On the occasion, he also appreciated the efforts of both Samagra Shiksha and School Education Department for conducting training courses for teachers. He directed the concerned that experts from colleges and universities should also be involved for these training purposes. He also asked SCERT/ BOSE officers to expedite the process of distribution of free textbooks in all the districts, especially in far-flung areas. He further reiterated that, the process of distributing uniforms should be accelerated. He said that Smart classrooms should be set up in more than one Room in the School, to make its best use.
He further asked Project Director Samagra and Chairman SCERT, to get start of Impact analysis of various programmes, so that objectives of NEP 2020, should be implemented in letter and spirit. He emphasized to launch the TALASSH SURVEY at the earliest and to conduct extensive exercise by involving the community to get the actual status of out of School children by involving members of PRIs, VEC and public representatives and ensure their enrolment to the nearest schools.
