Javed Rana Engages with Delegations, Addresses Public Grievances

JAMMU JANUARY 21:-Minister for Jal Shakti, Forest, Ecology & Environment, and Tribal Affairs, Javed Ahmed Rana, today held an extensive public outreach at the Civil Secretariat, where he met a large number of delegations and patiently listened to their grievances and demands.
During the interactions, the delegations raised a range of issues, with primary emphasis on drinking water supply, restoration of infrastructure damaged during recent floods, and other local development concerns. A delegation from the Doongian–Bhatindi area, led by Liaqat Ali, highlighted the acute shortage of potable water in the locality and urged the Minister to ensure early and effective redressal of the issue.
Several legislators also called on the Minister and discussed matters pertaining to their respective constituencies. These included Arjun Raju, Javaid Hussain Beigh, Irshad Rasool Kar, and Abdul Majid Bhat.
The MLAs underscored issues related to the implementation of water supply schemes, expediting post-flood restoration works, and ensuring the timely execution of ongoing and proposed development projects.
A joint delegation of Block Secretaries and Block Presidents of the National Conference, led by Shamshad Begum, met the Minister and brought to his notice various administrative and grassroots-level challenges.
The delegation sought government intervention to address issues impacting public service delivery at the block and village levels.
In a separate meeting, a delegation led by the Forest Employees Association presented long-pending service-related demands.
These included the removal of pay anomalies, release of two-and-a-half days’ extra salary, and the grant of risk allowance, citing the hazardous nature of their duties and working conditions.
The Minister assured all delegations that their genuine grievances would be examined on priority and that necessary directions would be issued to the concerned departments for time-bound resolution.
He reiterated Omar Abdullah government’s firm commitment to strengthening basic services, speeding up development works, and ensuring justice and welfare for employees as well as the public at large.

PDD Distributes Protection Kits to Field Staff to Enhance Workplace Safety in Mendhar

MENDHAR JANUARY 21:-Power Development Department (PDD) organized a programme for the distribution of protection kits among its field staff, aimed at strengthening safety measures during power-related operations and maintenance works.
The distribution programme was conducted under the direct supervision of Assistant Executive Engineer (AEE) Maqbool Hussain, who emphasized the department’s commitment to the welfare and safety of its employees. The event was held in the presence of Executive Engineer JKPDCL, Aftab Ahmed Khawaja, and Nadeem Tahir Khan, whose presence added importance to the initiative and reflected the department’s serious approach toward employee safety.
Speaking on the occasion, officials highlighted that field staff of the Power Development Department often work under challenging and risky conditions, especially while handling live power lines, infrastructure maintenance, and emergency restoration works. The provision of protection kits is therefore a crucial step to minimize occupational hazards and ensure that employees can perform their duties safely and efficiently.
Junior Engineers Shafiq Ahmed and Rahil Anjum were also present on the occasion and actively participated in the programme. They interacted with the staff members and stressed the importance of using protective equipment regularly while performing field duties. They also briefed the staff on safety protocols and best practices to be followed during power-related operations.
The protection kits distributed during the programme include essential safety gear designed to protect workers from electrical and physical hazards. Officials stated that such initiatives not only safeguard the workforce but also contribute to improving overall service delivery by ensuring uninterrupted and efficient power supply to consumers.
Employees of the department welcomed the initiative and expressed their gratitude to the higher authorities for prioritizing their safety. Local residents also appreciated the move, stating that a well-protected and motivated workforce ultimately benefits the public by reducing accidents and ensuring timely maintenance of power infrastructure.

The significant event took place at a bustling donation camp in Sopore, which saw enthusiastic participation from district administration officials, police personnel, and the local hospital staff, including the well-known “Blood Man of JK,” Shabir Hussain Khan, and Vice President of Kashmir Concern NGO, Majid Khan.
The camp was honored by the presence of key figures such as the Additional Deputy Commissioner (ADC) Sopore, the Tehsildar Sopore, senior police officials, and representatives from the District Hospital, Sopore administration. Their attendance highlighted a united front in championing the vital cause of blood donation and promoting public health.

RAJOURI JANUARY 21:-In the socio-cultural landscape of the Pir Panjal region, certain individuals are remembered not only for personal success but for their enduring contribution to society. Zaffer Amin Mir Sahab, founder patron of Comrade Ghulam Qadir Memorial Little Angel’s Higher Secondary School, established in 1988 in the Rajdhani area of Thanna Mandi Tehsil, District Rajouri, represents such a figure whose life has been wholly dedicated to the transformation of rural society through education.
He is the son of Late Comrade Ghulam Qadir Mir, a revered symbol of moral leadership and literary grace in Pir Panjal. Comrade Ghulam Qadir Mir stands tall among the iconic personalities of the region. His life embodied a rare balance of intellect and integrity. He lived not for personal gain but for the dignity and rights of his people. His poetry continues to inspire, and his character provides an enduring model for future generations. Growing up in the shadow of such an exemplary personality deeply influenced the worldview of the son, who internalised the ideals of justice, humility, and service from an early age.
Rather than pursuing a conventional professional career, he made the deliberate and courageous decision to sacrifice his personal ambitions. At a time when stable employment was considered the highest aspiration for rural youth, he chose instead to devote his entire life to raising the standard of education in a region plagued by limited resources, weak infrastructure, and scarce opportunities for academic advancement. This sacrifice was not momentary but permanent, marking the beginning of a lifelong mission.
When the school was founded in 1988, the Rajdhani–Thanna Mandi belt faced deep structural challenges. Poor road connectivity, inadequate educational facilities, and economic hardship had left many families disillusioned about schooling beyond the basic level. In this environment, the idea of building a quality higher secondary institution was seen as unrealistic by many.Yet, driven by faith in education as the greatest instrument of social change, he laid the foundation of Comrade Ghulam Qadir Memorial Little Angel’s Higher Secondary School. With minimal resources but unlimited resolve, the school began as a small initiative and gradually evolved into a well-recognised centre of learning.
His leadership went far beyond administrative responsibility. He was deeply involved in every dimension of the school’s growth academic planning, recruitment and mentoring of teachers, formulation of discipline codes, student counselling, and engagement with parents. He believed that a school must nurture both intellect and character, and this belief shaped every policy and practice within the institution.The curriculum was supplemented with cultural activities, moral education, debates, literary forums, and community service initiatives, ensuring the holistic development of students. The school soon earned a reputation for academic rigor, discipline, and ethical standards.
Over the decades, the institution has educated thousands of students from rural and economically modest backgrounds. Many alumni have gone on to excel as doctors, engineers, administrators, teachers, and professionals in various domains. صدام حسین کا پیغام پھانسی سے قبل عرب حکمرانوں کے نام “مجھے امریکہ پھانسی دے گا، مگر تمہیں تمہاری اپنی قوم پھانسی دے گی۔”
ایک امریکی جس نے صدر صدام حسینؒ کی پھانسی کے عمل میں شرکت کی، کہتا ہے کہ وہ آج تک اس واقعہ پر غور و فکر میں ہے اور اکثر یہ پوچھتا ہے کہ اسلام موت کے بارے میں کیا کہتا ہے۔
اس نے کہا: صدام ایسا شخص ہے جو احترام کے لائق ہے۔
رات دو بجے (گرینچ کے مطابق) صدام حسین کی کوٹھڑی کا دروازہ کھولا گیا۔
پھانسی کی نگرانی کرنے والے گروہ کا سربراہ اندر آیا اور امریکی پہریداروں کو ہٹنے کا حکم دیا، پھر صدام کو بتایا گیا کہ ایک گھنٹے بعد اسے پھانسی دی جائے گی۔یہ شخص ذرا بھی گھبرایا نہیں تھا۔ اس نے مرغی کے گوشت کے ساتھ چاول منگوائے جو اس نے آدھی رات کو طلب کیے تھے، پھر شہد ملا گرم پانی کے کئی پیالے پئے، یہ وہ مشروب تھا جس کا وہ بچپن سے عادی تھا۔
کھانے کے بعد اسے بیت الخلا جانے کی پیشکش کی گئی مگر اس نے انکار کردیا۔
رات ڈھائی بجے صدام حسین نے وضو کیا، ہاتھ، منہ اور پاؤں دھوئے، اور اپنے لوہے کے بستر کے کنارے بیٹھ کر قرآن مجید کی تلاوت کرنے لگے، یہ قرآن انہیں ان کی اہلیہ نے بطور تحفہ دیا تھا۔ اس دوران پھانسی دینے والی ٹیم پھانسی کے پھندے اور تختے کا جائزہ لے رہی تھی۔
پونے تین بجے مردہ خانہ کے دو افراد تابوت لے کر آئے اور اسے پھانسی کے تختے کے پاس رکھ دیا۔
دو بج کر پچاس منٹ پر صدام کو کمرۂ پھانسی میں لایا گیا۔ وہاں موجود گواہان میں جج، علما، حکومتی نمائندے اور ایک ڈاکٹر شامل تھے۔
تین بج کر ایک منٹ پر پھانسی کا عمل شروع ہوا جسے دنیا نے کمرے کے کونے میں نصب ویڈیو کیمرے کے ذریعے دیکھا۔ اس سے قبل ایک سرکاری اہلکار نے پھانسی کا حکم پڑھ کر سنایا۔
صدام حسین تختے پر بلا خوف کھڑے رہے جبکہ جلاد خوفزدہ تھے، کچھ کانپ رہے تھے اور بعض نے اپنے چہرے نقاب سے چھپا رکھے تھے جیسے مافیا یا سرخ بریگیڈ کے افراد ہوں۔ وہ لرزاں اور سہمے ہوئے تھے۔
امریکی فوجی کہتا ہے:
“میرا جی چاہا کہ میں بھاگ جاؤں جب میں نے صدام کو مسکراتے دیکھا، جبکہ وہ آخری الفاظ میں مسلمانوں کا شعار پڑھ رہے تھے: لا إله إلا الله محمد رسول الله۔میں نے سوچا کہ شاید کمرہ بارودی مواد سے بھرا ہوا ہے اور ہم کسی جال میں پھنس گئے ہیں۔ کیونکہ یہ ممکن ہی نہیں لگتا کہ کوئی شخص اپنی پھانسی سے چند لمحے پہلے مسکرا دے۔
اگر عراقی یہ منظر ریکارڈ نہ کرتے تو میرے امریکی ساتھی سمجھتے کہ میں جھوٹ بول رہا ہوں، کیونکہ یہ ناقابلِ یقین تھا۔
لیکن راز یہ ہے کہ اس نے کلمہ پڑھا اور مسکرایا۔
میں یقین دلاتا ہوں کہ وہ واقعی مسکرایا، جیسے اس نے کوئی ایسی چیز دیکھی ہو جو اچانک اس کے سامنے ظاہر ہوگئی ہو۔ پھر اس نے مضبوط لہجے میں کلمہ دوبارہ کہا جیسے کوئی غیبی طاقت اسے کہلا رہی ہو۔”💢 صدام حسین کے بارے میں چند حقائق
1- وہ پہلا حکمران تھا جس نے اسرائیل کے شہر تل ابیب پر میزائل برسائے۔
2- اس نے یہودیوں کو خوف زدہ کر دیا کہ وہ بلیوں کی طرح بنکروں میں چھپ گئے۔
3- وہ جنگوں میں بھی عرب قومیت کے نعرے لگاتا تھا۔
4- اس نے جج سے کہا: “یاد ہے جب میں نے تمہیں معاف کیا تھا حالانکہ تمہیں پھانسی کی سزا سنائی گئی تھی!” جج گھبرا گیا اور استعفیٰ دے دیا، پھر رؤوف کو لایا گیا۔
5- اس نے کہا: “اے علوج! ہم نے موت کو اسکولوں میں پڑھا ہے، کیا اب بڑھاپے میں اس سے ڈریں گے؟”
6- اس نے شام و لبنان کو کہا: “مجھے ایک ہفتہ اپنی سرحدیں دے دو، میں فلسطین آزاد کرا دوں گا۔”
❣️ آخری لمحے
پھانسی سے قبل امریکی افسر نے صدام سے پوچھا:
“تمہاری آخری خواہش کیا ہے؟”صدام نے کہا:
“میری وہ کوٹ لا دو جو میں پہنتا تھا۔”افسر نے کہا: “یہی چاہتے ہو؟ مگر کیوں؟”
صدام نے جواب دیا:
“عراق میں صبح کے وقت سردی ہوتی ہے، میں نہیں چاہتا کہ میرا جسم کانپے اور میری قوم یہ سمجھے کہ ان کا قائد موت سے خوفزدہ ہے۔”پھانسی سے قبل اس کے لبوں پر آخری کلمات کلمہ شہادت تھے۔
اور اس نے عرب حکمرانوں سے کہا تھا:
“مجھے امریکہ پھانسی دے گا، مگر تمہیں تمہاری اپنی قوم پھانسی دے گی۔”
یہ کوئی معمولی جملہ نہ تھا بلکہ آج ایک حقیقت ہے۔

ACB Traps, Arrests Patwari in Rajouri for Accepting ₹10,000 Bribe

RAJOURI JANUARY 20:-The Anti-Corruption Bureau (ACB) Rajouri has arrested a Patwari, identified as Mohd Razaq, posted in the Koteranka sub division of Rajouri district, for demanding and accepting a bribe of ₹10,000.
According to ACB officials, the action was taken following a written complaint lodged by a local resident against the Patwari of Patwar Halqa Sokar/Prori.
The complainant alleged that the Patwari had demanded ₹10,000 as illegal gratification for recording the names of his three daughters in official revenue records.
The complainant, stated to be a poor person, expressed his inability to pay the bribe and instead approached the Police Station ACB Rajouri, seeking legal action against the accused official.
Acting on the complaint, the ACB registered FIR No. 02/2026 under relevant provisions of law and initiated a detailed investigation. A trap team was subsequently constituted to verify the allegations.
During the operation, Mohd Razaq was caught red-handed while demanding and accepting ₹10,000 from the complainant.
“The accused Patwari was arrested on the spot, and further searches were conducted at his residential premises,” an ACB official said.
The official added that further investigation into the case is underway to ascertain whether the accused was involved in similar acts of corruption.
