    JAMMU JAN, 14:-The Jammu and Kashmir Border Area Development Conference(JK_BADC) a registered organization working for the welfare of tribals and border residents has demanded that the J & K government must announce a clear and fixed timeline for Panchayat elections in the UT. The BADC stated that the term of Panches, Sarpanches and Block level developmental councils have expired over a year ago, yet there is no announcement by the government to conduct Panchayat Polls.

    Dr Shazad Ahmed Malik, Chairman JKBADC and former Vice Chancellor said that Panchayats are the first and most important level of democracy and depriving people of their elected representatives is not only a statutory violation but also against the spirit of the Constitution. Due to the long delay in elections people are facing many problems in their daily life.

    The BADC Chairman remarked that development developmental works in villages have slowed down badly in the absence of elected Panchayat representatives. Issues related to village roads, drinking water, electricity and sanitation are not being addressed properly by the bureaucrats. People have no elected representatives to approach for their local issues and grievances.

    He noted that the situation is even worse in border areas as border residents depend a lot on Panchayats to raise their problems.

    The former Vice Chancellor also demanded a fixed timeline for Urban Local Bodies elections. He also demanded that all pending formalities like delimitation and reservation should be completed at an earliest so that both Panchayat and ULB elections can be held without further delay.

This gathering united local leaders, political figures, social activists, and enthusiastic youths, all demanding to halt the installation of smart meters until their pressing needs are addressed.

    Among their primary requests is the expedited completion of the long-overdue 33/11 KV Electricity Receiving Station in Bunjwah, which they believe is crucial for improving their power supply. Additionally, they are calling for the swift completion of maintenance work on essential infrastructure, organised according to the panchayat system under the Revamped Distribution Sector Scheme (RDSS). There is also a strong push for a reshuffling of employees assigned to Bunjwah to ensure efficient service delivery.

    Community members are rallying for immediate action to remedy the aging electrical infrastructure that is vital not only for their daily lives but also for the economic activities that sustain their households. Their collective voice underscores the critical need for a reliable power supply and the urgent need for attention to upgrade their local facilities.

    Leading the demonstration Shafqat Sheikh, who has emphasised the urgent need to replace deteriorating wooden utility poles. Many of these poles are visibly rotting and unstable, endangering the reliability of the electricity supply as well as the safety of families and children living nearby. Additionally, existing power lines are often entangled with hazardous barbed wire, compounding the risks and making access to essential services increasingly difficult. Sheikh insists that authorities prioritise these safety concerns—repairing or replacing damaged poles and removing unsafe barbed wire—before considering the rollout of Smart Meters. He argues that addressing these immediate hazards is crucial for responsibly integrating modern technological solutions.
    Residents of Bunjwah are also advocating for a comprehensive audit of the current electrical infrastructure. This audit would thoroughly assess the safety and functionality of existing wiring, transformers, and other critical components, ensuring compliance with modern standards and the ability to adapt to the community’s evolving needs.

    A recent demonstration highlighted significant discontent with the perceived unprofessional conduct of utility employees and the rushed installation of Smart Meters amid inadequate maintenance of existing electrical lines. Political leaders, including the BJP Mandal President of Bunjwah, Mohd Ashraf Sheikh, along with senior citizens and concerned parents, voiced their frustrations to Tehsildar Bunjwah, demanding accountability and prompt rectification. In response to the community’s concerns, the Tehsildar directed utility authorities to halt Smart Meter installations until the Executive Engineer of JPDCL could visit and assess the current state of the wiring and utility poles in the area.
    This collective action illustrates the residents’ commitment to safeguarding their community’s well-being while striving for a more sustainable energy infrastructure. Their determination highlights the importance of local voices in decisions that affect their lives and environment, fostering a stronger push for responsible technological advancements.
    As a result of extensive media coverage and public outcry by individuals like Ashiq Wani regarding the opposition to Smart Meters—where residents called for urgent infrastructure maintenance—progress has been made. The protest was called off following assurances for the prompt restoration of infrastructure related to damaged wooden poles and the removal of hazardous barbed wire. The smart meters that had been installed were promptly removed, and Tanveer Ahmed, the Assistant Executive Engineer for JPDCL in Thathri, visited Bunjwah to address the community’s concerns directly. He assured residents that infrastructure maintenance would be completed within 15 days.

    Additionally, the Executive Engineer of JPDCL STD Doda, Er Roauf Ahmed, inspected the site of a newly constructed 33/11 kV electricity receiving station at Jawalapur, Bunjwah. During his visit, he evaluated the disputed area and committed to making the new grid station operational within 20 days. He also pledged to prioritise all pending work, indicating a significant reduction in the current 18-hour daily power cuts once the grid station is fully functional.

    In a significant show of unity, residents and prominent citizens rallied alongside all political parties to voice their concerns over the installation of smart meters by the Jammu Power Development Corporation Limited (JPDCL). This demonstration, which drew hundreds of passionate activists, featured notable figures including Mohd Ashraf Sheikh, a respected community leader, Behari Lal Sharma, a local business owner, and Mohd Shafi Sheikh, an influential social worker. Other participants included Khurshid Ahmed Wani, Adil Hussain, Abid Hussain Malik, and Tasheen Hussain, all of whom advocate for consumer rights. Prominent voices such as journalist Ashiq Wani and Farooq Ahmed Sheikh also joined the cause, along with Tahir Hussain Mir and Majid Hussain, adding their perspectives to the growing concerns surrounding the smart meter initiative.     RAJOURI-POONCH JAN,14:-The ongoing debate over the proposed National Law University in Jammu and Kashmir has once again brought to the fore a deep-rooted issue of regional imbalance. While public and political discourse remains limited to whether the institution should be established in Jammu or Kashmir, the continued exclusion of the Pir Panjal region from this crucial discussion has exposed decades of institutional neglect suffered by the people of Rajouri, Poonch, and adjoining areas.

    This persistent silence, activists argue, is neither incidental nor new—it reflects a pattern of marginalisation spanning more than seventy years.

    Social activist Majid Khan has expressed serious concern over what he termed the “passive and ineffective” approach of political leadership from the Pir Panjal region. He stated that elected representatives have failed to assert a clear, united, and principled demand for Pir Panjal, despite being entrusted with the mandate to safeguard the region’s interests.

    “The people of Pir Panjal are repeatedly asked to elect their representatives, but when critical decisions on education and development are taken, the region is conveniently forgotten,” Khan said. He questioned why leaders hesitate to firmly state that Pir Panjal also deserves a National Law University on the same grounds of merit, need, and equity that are cited for Jammu and Kashmir.
    Over the last seven decades, both Jammu and Kashmir regions have benefitted significantly from the establishment of premier national institutions and infrastructure. Jammu hosts institutions such as IIT, IIM, AIIMS, and multiple universities, while Kashmir has similarly received IIT, AIIMS, a Central University, private universities, and substantial industrial and agricultural support.

    In stark contrast, Pir Panjal remains without a single Central or Cluster University. Even the existing university structure in the region is facing administrative uncertainty, raising serious concerns about the academic future of thousands of local students.
    Majid Khan stressed that this imbalance is in direct contradiction to the constitutional principles of equality, social justice, and balanced regional development. “The denial of higher educational institutions to Pir Panjal cannot be justified on legal, moral, or developmental grounds. The Constitution of India envisions inclusive growth and equal opportunities, especially for geographically challenging and historically underdeveloped regions,” he said.

    He further emphasized that establishing a National Law University in Pir Panjal would be a transformative step. Such an institution would provide access to quality legal education for local youth, reduce forced migration to distant regions, generate employment, strengthen the local economy, and promote national integration by attracting students from across the country.

    “This is not just about Pir Panjal. It is about the overall progress of Jammu and Kashmir and the nation,” Khan added.
    Calling for collective political responsibility, Majid Khan urged the Member of Parliament, Cabinet Ministers, Members of the Legislative Assembly from Rajouri and Poonch, and leaders across party lines to rise above partisan interests and jointly present Pir Panjal’s case at the highest levels of governance, including New Delhi. He warned that continued silence and disunity would only deepen public resentment and perpetuate historical injustice.
    He also appealed to civil society organisations, non-governmental groups, intellectuals, social activists, and youth to unite behind a common, non-political demand for the establishment of a National Law University in Pir Panjal. “Only a united, sustained, and principled voice can ensure that our legitimate aspirations are heard,” he said.

    The demand for a National Law University in Pir Panjal, activists assert, is not a plea for special treatment, but a rightful claim rooted in justice, constitutional values, and national interest. The time, they say, has come to correct decades of neglect and ensure that Pir Panjal finally receives its due place in India’s educational and developmental landscape.

    SRINAGAR JAN, 14:-District Congress Committee (DCC) President Srinagar, Dr. Audil Farooq Mir, on Tuesday led a massive public mobilisation under the banners of “MGNREGA Bachao Sangram” and “Hamari Riyasat, Hamara Haq” at Panchayat Lasjan, Block Srinagar, asserting that any dilution of the MGNREGA scheme is a direct attack on the dignity and livelihood of workers.

    Addressing a large gathering of Congress workers and local residents, Dr. Mir accused the BJP-led Central Government of systematically weakening the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) through delayed wage payments, reduced workdays and shrinking budgetary allocations.
    He said these measures were not administrative lapses but a “deliberate attempt” to undermine one of the most empowering welfare legislations introduced by the Congress.

    “When wages are delayed and the right to work is weakened, it is not just a governance failure but an assault on dignity, democracy and social justice,” Dr. Mir said, adding that weakening MGNREGA pushes poor and working-class families back into economic distress and uncertainty.

    Placing the issue in a broader political context, Dr. Mir linked the fight to protect MGNREGA with the larger demand for restoration of Jammu and Kashmir’s statehood and democratic rights. He described “Hamari Riyasat, Hamara Haq” as a non-negotiable constitutional demand of the people of Jammu and Kashmir, rather than a symbolic slogan.

    “Our demand for timely wages, a minimum daily wage of ₹400, full implementation of MGNREGA and restoration of statehood are inseparable. Livelihood security and democracy go hand in hand,” he asserted.

    The programme witnessed active participation from Block Congress President Fayaz Ahmad Mir, Working President Er. Waseem Mir, Younis Mir and several senior Congress leaders and workers from Panchayat Lasjan and adjoining areas. Although the PCC observer could not attend due to security restrictions ahead of Republic Day, party leaders said the movement would continue with greater intensity.
    Congress workers also distributed awareness material among labourers and rural households, informing them about their legal entitlements under MGNREGA. The outreach exercise reflected growing public discontent over unemployment, delayed wages and shrinking democratic space.
    Local civic issues, including shortcomings in the Master Plan, recurring flood threats and disruptions to agricultural activity due to administrative lapses, were also raised during the programme. Dr. Mir demanded immediate corrective measures, warning that continued neglect would further jeopardise livelihoods in Srinagar.

    Concluding the event, Congress leaders announced that under Dr. Audil Farooq Mir’s leadership, the MGNREGA Bachao Sangram and Hamari Riyasat, Hamara Haq campaigns would be expanded to every ward, panchayat and mohalla of Srinagar, turning them into sustained grassroots movements for livelihood security, dignity and constitutional rights in Jammu and Kashmir.

    He stated that electricity supply remains disrupted for long hours, especially during early mornings and evenings, when temperatures dip below zero, causing severe hardships to the residents. He further pointed out that despite prolonged power cuts, people are being issued exaggerated electricity bills, which has added to their distress.

    Chaudhary Zulfikar Ali urged the Jammu and Kashmir Government to ensure uninterrupted and adequate power supply, particularly during peak hours, prayer times, and study hours for children. He emphasized that electricity is a basic necessity and its uninterrupted supply is crucial during the winter months.

    He also stressed the need to harness the vast hydroelectric potential of the region, especially from the tributaries of the Chenab River. He said that if these projects are developed and power potential is properly tapped, the long-term power crisis in the region can be effectively resolved.

    The former minister further highlighted other pressing issues faced by the people of Pir Panjal, including poor road connectivity, damaged roads with potholes, irregular drinking water supply, and shortages of food grains in several remote pockets.

    Expressing concern over government apathy, he said that despite the ruling party having secured a large mandate from the region, the genuine grievances of the people continue to be ignored.
