    RAJOURI, JAN, 06:- As part of Road Safety Month, the Assistant Regional Transport Officer (ARTO) Rajouri, Rajesh Gupta, today emphasized the importance of road safety among newly issued Driving Licence (DL) seekers during an awareness programme held in the district.

    While interacting with the aspirants, the ARTO highlighted crucial road safety tips, with special focus on safe driving practices during prevailing foggy conditions. He advised the new drivers to strictly adhere to speed limits, maintain safe distances, use headlights and fog lamps judiciously and avoid rash or negligent driving to prevent road accidents.

    On the occasion, the ARTO also administered a road safety pledge to the aspirants to follow traffic rules and regulations, avoid drunk driving, wear helmets and seat belts and contribute to making roads safer for all.

    JAMMU JAN, 06:-A special literary function was organised at the Jammu Writers Club, Abhinav Theatre Complex, Jammu, to release Column & Discourse, the second book by noted media and communication professional, author, and heritage enthusiast Dr Satwant Singh Rissam.
    The book was formally released by the Chief Guest, Prof R.D. Sharma, former Vice-Chancellor of the University of Jammu. Guest of Honour on the occasion was B.R. Kundal, IAS (Retd.), former Chief Secretary of Jammu and Kashmir, while Rohit Kapoor, Senior Advocate and former Judicial Member of the National Company Law Tribunal, Kolkata, attended as the Distinguished Guest.

    Special guests included Sanjeev Pargal, President of the Press Club of Jammu, and Mohit Kandhari, Bureau Head of The Pioneer. Both have reviewed Column & Discourse, which is a compilation of Dr Rissam’s news columns published between 2022 and 2025.

    Speaking on the occasion, Prof R.D. Sharma described the book as “a thoughtful contribution to contemporary public discourse that reflects ground realities,” adding that it serves as an important bridge between policymakers and the wider community. Former Chief Secretary B.R. Kundal remarked that Dr Rissam’s writings “capture important events and administrative challenges in a language that ordinary citizens can easily relate to,” terming the publication of another collection as timely and commendable.

    Rohit Kapoor appreciated the nuanced manner in which Dr Rissam raises legal, constitutional, and civic issues, expressing hope that Column & Discourse would inspire readers to reflect on democracy, governance, and citizens’ rights.

    In his address, Dr Satwant Rissam said that Column & Discourse brings together years of reflections on society, governance, and culture, with the objective of encouraging informed and meaningful conversations in Jammu and Kashmir.

    The event witnessed the presence of several prominent members of civil society from Jammu. Advocate Akshey Gupta conducted the proceedings of the function, while Sandeep Singh proposed the vote of thanks, marking the conclusion of the programme.

    SRINAGAR-PULWAMA JAN 06:-The International Human Rights Organization (IHRO), Jammu & Kashmir Chapter,today organised a meaningful awareness programme under the theme Run for Drug-Free Society by Muneer, covering a distance of 3 kilometres at Ratnipora, Pulwama. The programme was organised by Mr. Muneer Ahmed, Head Sports Wing, IHRO.

    The primary objective of the run was to create awareness about the growing menace of drug abuse, which has been increasingly affecting Kashmiri youth. Speakers highlighted that drugs have become a slow poison, posing a serious threat to the future of the younger generation and society at large.

    More than 50 young boys enthusiastically participated in the run, demonstrating their commitment towards building a drug-free society. All participants were felicitated with certificates and awards in recognition of their efforts and participation.

    SRINAGAR, JAN, 06:-Several deputations and individuals today called on the Minister for Jal Shakti, Forest, Ecology & Environment and Tribal Affairs, Javed Ahmed Rana, at Srinagar to apprise him of various public and service-related issues and seek redressal of their long-pending grievances.

    A delegation of the All J&K Non-Gazetted Forest Officers Association submitted a detailed memorandum to the Minister, highlighting key demands such as the re-designation of left-over Class IV forest employees, rectification of pay anomalies affecting forest field staff, and resolution of other service-related concerns that have been pending for a considerable period.

    Another deputation representing employees of the erstwhile IWDP-Hills J&K raised issues pertaining to the settlement of their outstanding grievances and sought early intervention for their resolution.
    Several other deputations and individuals also met the Minister and brought to his notice a range of public issues, including the need for improved basic infrastructure, better road connectivity in remote areas, strengthening of drinking water supply systems, and the early disposal of pending claims under the Forest Rights Act.

    The Minister gave a patient hearing to all the deputations and assured them that their concerns would be addressed in a time-bound manner. He reiterated that redressal of public grievances remains a top priority of the present government and informed that necessary directions have already been issued to the concerned departments to ensure prompt and effective action.

    RAJOURI, JAN, 06:- A training programme on Sevottam for effective grievance redress for the districts of Rajouri and Poonch was today organized by the Jammu & Kashmir Institute of Management, Public Administration and Rural Development (J&K IMPARD) in collaboration with the Department of Administrative Reforms & Public Grievances (DARPG), GoI and Department of Public Grievances (DoPG), J&K at Baba Ghulam Shah Badshah University (BGSBU).

    The programme commenced with an introductory lecture on Good Governance and the Sevottam Framework for public service delivery by Professor Reva Sharma, In-charge Academics and Nodal Officer (Sevottam), J&K IMPARD. She elaborated on citizen-centric administration and systematic grievance redress mechanisms.

    Director General, J&K IMPARD, Rehana Batul, highlighted the importance of capacity building of officers for improving the public service delivery. She also expressed gratitude to BGSBU and the Rajouri administration for their cooperation in organizing the programme.

    Vice Chancellor, BGSBU, Professor Javaid Iqbal, who attended the event as guest of honour, stated that such training sessions would prove instrumental in strengthening the public service delivery and improving grievance redress system.

    Deputy Commissioner Rajouri, Abhishek Sharma, while addressing the gathering, emphasized both the quality and quantity of grievance redress. He stressed the need for timely, effective and empathetic disposal of public grievances. He appreciated J&K IMPARD for organizing outreach training programmes in the tribal districts of Rajouri and Poonch.

    The programme was graced by Dr. Ashok Bhan, Former DGP CID & Prisons as the chief guest who delivered an insightful lecture on public service ethics. He lauded J&K IMPARD for organizing the training programmes outside Jammu and Srinagar. He emphasized that the passion and attitude of officers towards the public play a crucial role in resolving their grievances. He also underscored the need for establishing kiosks for grievance registration to enhance accessibility for the citizens.

    Additional Secretary, Department of Public Grievances, Narinder Kour, delivered a detailed presentation on JK Samadhan, highlighting its role in strengthening the grievance redressal ecosystem.

    Towards the end of the programme, a technical session on the JK Samadhan Portal was conducted by the technical team of DOPG, J&K, Muneef Buch and Ajaz Ahmed, providing hands-on guidance to the officers.

    A question-and-answer session was also held at the end of the programme, during which the participants raised queries related to grievance redress mechanisms and clarifications were provided by the resource persons.

    The district and sectoral officers from Rajouri and Poonch districts actively participated in the first day of the training programme, which aimed at enhancing the institutional capacity for citizen-centric governance.

    SRINAGAR JAN, 06:-In a major outreach initiative reflecting the government’s commitment to participatory and inclusive governance, Javed Ahmed Rana, Minister for Jal Shakti, Forest, Ecology & Environment and Tribal Affairs, chaired a high level interactive session with eminent personalities from the tribal communities of the Kashmir Division at Srinagar.

    The day long interaction brought together a distinguished gathering of tribal artists, writers, poets, social activists, conservationists, public representatives and community leaders, providing a meaningful platform for direct dialogue between the government and grassroot voices. The session was aimed at capturing lived experiences and informed suggestions to refine the government’s policies and programmes for tribal welfare.

    Addressing the gathering, Minister Javed Ahmed Rana described the interaction as a collaborative effort rather than a routine meeting, stressing that genuine tribal upliftment must be shaped by the aspirations and lived realities of the communities themselves.

    “This interaction reflects our shared responsibility towards inclusion, empowerment and dignity of tribals. Development can be sustainable only when it is guided by the voices of those it seeks to serve,” the Minister said.

    He underlined the critical role of domain experts, elected representatives and socially influential voices in shaping effective policies and monitoring their execution, particularly in remote and tribal dominated areas of Jammu and Kashmir.

    “This approach fosters collaborative governance, where policy intent aligns with ground realities. When community wisdom and administrative action move together, public welfare outcomes become meaningful and lasting,” Rana observed.

    The Minister urged writers, artists, poets and civil society leaders to take the lead in initiatives for the welfare of tribal and other vulnerable communities, noting that their cultural and social influence places them in a unique position to guide and mobilize society.

    He said the interactive session would serve as a strategic platform for sustained engagement, enabling the government to respond to the evolving social, cultural and economic needs of tribal populations.

    Emphasising the vision of “Responsive Governance,” he assured participants that the insights shared would directly inform future policy frameworks.

    Education emerged as a key focus area during the deliberations. Rana reiterated that tribal education remains a top priority of the government, with special emphasis on quality residential education through upgraded hostels, timely scholarships for Scheduled Tribe students and organized educational exposure programmes to ensure that no tribal child is left behind.

    He informed that infrastructure in Gujjar and Bakarwal hostels is being strengthened alongside implementation of the Eklavya Model Residential Schools (ERMS) to ensure quality education.

    Highlighting the importance of balancing development with tradition, the Minister stressed the need for systematic documentation and preservation of tribal history, languages, art and oral traditions. He said cultural preservation is central to strengthening tribal identity and self-respect and institutions like the Tribal Research Institute would play a pivotal role in this effort.

    On livelihood generation, the Minister emphasized promotion of eco-tourism through tribal homestays, particularly in border and remote areas and strengthening of Van Dhan Vikas Kendras to add value to forest produce. These initiatives, he said, are designed to enable tribal communities to become self-reliant entrepreneurs while maintaining ecological balance.

    Reaffirming the government’s commitment to tribal rights, Minister Rana emphasized that implementation of the Forest Rights Act (FRA) remains a priority, with focused efforts to ensure legal security over land and forest resources through strengthened institutional mechanisms.

    He stated that the Omar Abdullah led Government is fully committed to the comprehensive development and well being of tribal population across Jammu and Kashmir. He also highlighted the Union Government’s renewed focus on tribal welfare and stressed the need for coordinated, mission mode implementation of welfare initiatives.

    The Minister outlined key schemes being implemented for tribal welfare, including the Capex Budget, Special Central Assistance to Tribal Sub-Scheme (SCA to TSS), Pradhan Mantri Aadi Adarsh Gram Yojana (PMAAGY), Dharti Abha Janjatiya Gram Utkarsh Abhiyan (DA-JGUA), and the Pradhan Mantri Van Dhan Yojana (PMVDY).

    The interactive session was attended by MLA Kokernag, Zaffar Khatana, DDC Chairperson Anantnag Mohammad Yousuf Kohli and DDC Vice Chairperson Anantnag Nazir Choudhary. Senior officers present included Director Tribal Affairs, J&K, Mumtaz Ali, Deputy Director Tribal Affairs Jammu and Nodal Officer, Tribal Research Institute, Dr Abdul Khabir and Deputy Director Tribal Affairs Kashmir, Syed Mushtaq Rizvi.

    Prominent citizens, writers, artists, poets and representatives from various tribal communities of the Kashmir Division actively participated in the deliberations and placed their demands and suggestions before the Minister. Key issues raised included upgradation of facilities in tribal areas, documentation of oral histories, promotion of tribal languages and culture and streamlining of forest-related clearances for community welfare activities.

    The Minister gave a patient hearing to all concerns and directed the concerned officers to ensure prompt and time bound redressal of the issues raised.

    The session concluded on a note of shared resolve and optimism, marking an important step towards strengthening trust, ensuring inclusive governance and advancing the collective goal of empowering tribal communities as equal partners in Jammu and Kashmir’s development journey.

    عمل، تقویٰ اور پرہیزگاری ان کی زندگی کا بنیادی وصف ہے۔ حقوق اللہ اور حقوق العباد دونوں کے معاملے میں ان کی حساسیت اور احتیاط مثالی ہے۔ ان کی ذات میں دین اور دنیا، اختیار اور انکساری، قانون اور رحم دلی کا حسین امتزاج نظر آتا ہے۔ وہ اقتدار کو خدمت اور طاقت کو امانت سمجھتے ہیں۔

    ڈاکٹر حسیب مغل شفقت، محبت، عزت اور احترام کو محض الفاظ نہیں بلکہ عملی ہتھیار سمجھتے ہیں ماتحتوں کے ساتھ حسنِ سلوک، بزرگوں کا احترام اور نوجوانوں کی رہنمائی ان کے کردار کا لازمی حصہ ہے۔ یہی وجہ ہے کہ وہ عوامی حلقوں میں بھی نہایت قابلِ تعظیم شخصیت کے طور پر جانے جاتے ہیں۔
    ریاست میں سب سے پہلے منشیات کی دستک کو سمجھا اور اس کے خلاف قدم اٹھایا جو ان کی زہانت کا عکس تھا شواہد کے مطابق ان کی قیادت میں جدید اور عوام دوست سہولیات کو فروغ ملا، پولیس اور عوام کے درمیان فاصلے کم ہوئے اور ایک ایسا نظام سامنے آیا جس میں قانون کی سختی کے ساتھ انسانی ہمدردی بھی شامل تھی۔ ڈاکٹر حسیب مغل کی شخصیت اس حقیقت کی جیتی جاگتی مثال ہے کہ اگر علم کردار اور نیت درست ہو تو وردی بھی عبادت بن جاتی ہے

    ڈاکٹر حسیب مغل ڈی آئی جی پولیس ہماری ریاست کا وہ قیمتی اثاثہ ہیں جن پر ادارہ بھی ناز کرتا ہے اور عوام بھی۔ وہ علم کا چراغ کردار کی روشنی اور خدمت خلق کا درخشاں ستارہ ادب پر گفتگو کرتے ہیں تو یوں محسوس ہوتا ہے جیسے لفظ ان کے ہونٹوں سے موتیوں کی صورت ٹپک رہے ہوں ان کی زبان میں شائستگی، بیان میں روانی اور فکر میں گہرائی ہوتی ہے۔ وہ ادب کو انسان کی تہذیب، شعور اور اخلاقی تربیت کا آئینہ سمجھتے ہیں۔ ان کی گفتگو سن کر محسوس ہوتا ہے کہ ادب انسان کو نرم دل، باوقار اور مہذب بناتا ہے۔

    جب وہ وطن کی محبت کا درس دیتے ہیں تو ان کا انداز نہ نعرہ بازی اور نہ جذباتی مبالغے پر بلکہ دلیل، تاریخ اور قربانیوں کی روشنی میں دلوں کو گرماتا ہے۔ وہ وطن کو مٹی کا ٹکڑا نہیں بلکہ امانت، شناخت اور نسلوں کے مستقبل کا ضامن قرار دیتے ہی ان کی گفتگو سن کر حب الوطنی ایک وقتی جذبہ نہیں بلکہ عملی ذمہ داری بن جاتی ہےاور جب وہ اس عظیم حقیقت پر روشنی ڈالتے ہیں کہ اللہ تعالیٰ نے انسان کو اشرف المخلوقات بنایا ہے تو ان کا بیان محض مذہبی وعظ نہیں رہتا بلکہ ایک مکمل ضابطۂ حیات بن جاتا ہے۔ وہ انسان کی عزت، اس کے حقوق، اس کی ذمہ داریوں اور اس کے کردار پر اس انداز میں گفتگو کرتے ہیں کہ سننے والا خود احتسابی پر مجبور ہو جاتا ہے۔ انسان کو اشرف المخلوقات بنانے کے ساتھ جو ذمہ داریاں عائد کی گئی ہیں عدل، امانت، رحم، دیانت اور جواب دہی یہ سب وہ اپنے اوپر عائد کرت ہیں پھر تبلیغ کرتے ہیںن ان کو وہ ایسی فکری پختگی کے ساتھ بیان کرتے ہیں کہ بڑے بڑے علماء بھی رشک کرتے ہیں اور ان کے کلام سے سبق حاصل کرتے ہیں

    یہ میری پچھلے ڈیڑھ دشک سے ان کے متعلق جانکاری گفتگو و ان کے بیانات کا عکس ہے کہ ڈاکتر حسیب مغل صاحب محض ایک پولیس افسر نہیں رہتے بلکہ معلم، مفکر اور مصلح کے روپ میں سامنے آتے ہیں۔ ان کی گفتگو دل کو چھوتی ہے، ذہن کو بیدار کرتی ہے اور روح کو جھنجھوڑتی ہے۔ وہ علم کو عمل سے طاقت کو اخلاق سے اور اختیار کو جواب دہی سے جوڑنے کا ہنر جانتے جناب ڈاکٹر حسیب مغل صاحب کی زبان سے نکلنے والا ہر لفظ ذمہ داری کا احساس رکھتا ہے ہر جملہ اصلاح کا پیغام دیتا ہے اور ہر گفتگو انسان کو بہتر انسان بنانے کی طرف ایک قدم آگے بڑھتی ہے یہی وجہ ہے کہ ان کی بات صرف سنی نہیں جاتی محسوس کی جاتی ہے علمائی جاتی ہے اور یہی ایک عظیم شخصیت کی پہچان ہے
