  • Police Arrest Absconding Accuses In Case FIR 110/2022 Returning From Abroad.

    RAJOURI SEPTEMBER 10:-Police Station Thanamandi has arrested one accused namely *Mumtaz Ahmed S/o Jamal Din R/o Village Plangarh Tehsil Thanamandi District Rajouri* who had been evading arrest since 2022 in connection with Case FIR No. 110/2022 U/S 279/304-A IPC, r/w 146/196 MV Act registered at Police Station Thanamandi.
    After completing investigation, the case was charge sheeted against the accused before the Hon’ble Court. However, the accused Mumtaz Ahmed absconded and managed to flee to Saudi Arabia. Consequently, the Hon’ble Court issued warrants U/S 299 IPC against him on 11.11.2022. Further, proclamation proceedings were initiated, and details of his immovable properties were obtained for attachment in accordance with the law.
    Realizing that his property was likely to be attached, the accused reported back from abroad. Acting swiftly, police took him into custody and he has now been produced before the Hon’ble Court for further legal proceedings.

    Rajouri Police reiterates its commitment to ensure that absconding accused in criminal cases are brought to justice, and due process of law is followed to its logical conclusion.

    RAJOURI, SEPTEMBER 10: District Development Commissioner Rajouri, Abhishek Sharma, today visited Kheora to inspect the culvert that had caused obstruction in the flow of water during recent rainfalls, leading to inconvenience for nearby shopkeepers and residents.

    During the inspection, the DDC observed that the existing culvert structure was inadequate to manage the flow of water from the Nallah, particularly during rainy seasons. He reviewed the the design submitted by BRO for a new culvert after visiting the spot so that smooth water flow could be ensured and such problems do not recur.

    The DDC further directed the concerned officers to immediately start the work after design approval and also reviewed the feasibility of providing an alternative route to the public during the construction phase to avoid any disruption in movement.

    Senior Superintendent of Police Rajouri, Gaurav Sikarwar; ADC Rajouri, Chander Prakash; representatives from BRO; and other officers accompanied the DDC during the visit.

    RAJOURI, SEPTEMBER 10:-Deputy Commissioner Rajouri Abhishek Sharma today chaired a review meeting and assessed implementation of the Competitiveness Improvement of Agriculture & Allied Sectors Project (JKCIP) here today.

    During the review meeting, the DC directed the concerned officers to ensure strict adherence to the guidelines of the scheme for its effective implementation. He emphasized the need for proper follow-up and monitoring to achieve the desired results on the ground.

    He also laid special emphasis on timely and efficient execution of initiatives promoting climate-resilient agriculture, innovation and sustainability. He highlighted the importance of aligning ground-level actions with the strategic objectives of JKCIP, asking the officers to resolve any operational bottlenecks on priority.

    The meeting was attended by CPO Maqsood Ahmed; LDM, Ravinder Nagara; CAO, Madan Gopal Singh; CAHO, Dr Khalid Hussain; DSHO, PP Sagotra; AD Fisheries Bodh Raj and other concerned officers.

    RAJOURI SEPTEMBER 10:-A mega medical camp was successfully organized today at the Community Health Centre (CHC) Kalakote under the overall supervision of Dr. Abdul Hamid Zargar, Director of Health Services, Jammu; Sh. Abhishek Sharma (IAS), District Development Commissioner, Rajouri; and Dr. Manhar Rana, Chief Medical Officer, Rajouri. The camp was conducted to provide essential healthcare services to residents impacted by the recent floods in the region.

    *All medical services including Outpatient Department (OPD), Inpatient Department (IPD), X-ray, laboratory investigations, and medicines were provided completely free of cost to the affected population.* The camp aimed to ensure that vulnerable communities receive timely and comprehensive healthcare support during this period of distress.

    Dr. Iqbal Malik, Block Medical Officer (BMO) Kalakote, also extended specialized psychiatric services at the camp, including counseling for patients facing stress and trauma due to the flood situation. This initiative helped address both the physical and mental health needs of the community.

    The camp witnessed a significant turnout of residents, who benefitted from consultations, diagnostic services, treatments, and mental health support. The event reinforced the administration’s commitment to safeguarding the health and well-being of flood-affected populations and ensuring equitable access to healthcare services.

    SRINAGAR SEPTEMBER 10:-The Jammu & Kashmir Waqf Board recently renovated the revered Dargah of Hazrat Zain ul Abedine Wali at Aishmuqam and laid a foundation stone during its inauguration. However, it has been noted that the foundation stone at Hazratbal Dargah prominently carries the National Emblem, unlike other shrines where such practice was never followed.

    For instance, the inauguration plates at Sirhama Dargah, Charar-e-Sharif, and Baba Rishi’s shrine carry no emblem. This naturally raises a serious question: why was the National Emblem specifically placed at a very delicate and sensitive religious site like Dargah Hazratbal?

    Such decisions, if not taken with foresight, can unintentionally stir sensitivities and create avoidable controversy. Therefore, we appeal to the relevant authorities and the central government not to treat this as an ego issue but instead to conduct an impartial investigation into how and why this emblem was used at Hazratbal while being omitted at other shrines.

    Respect for the sanctity of spiritual places must remain above politics and symbolism.

    JAMMU SEPTEMBER 10:-The debate over the use of the Public Safety Act (PSA) against AAP MLA Mehraj Malik has triggered a larger discussion on the difference between a public servant and a public representative, and the constitutional implications of detaining an elected lawmaker.

    A public servant – such as a Deputy Commissioner (DC), police officer, or bureaucrat – is an employee of the government. Their accountability lies within the executive framework, governed by service rules, superiors, and the government of the day. Misconduct is dealt with through suspension, disciplinary proceedings, or trial under ordinary criminal law.

    A public representative, like an MLA or MP, draws legitimacy directly from the people’s vote. Their accountability is threefold: political (to voters), constitutional (to the legislature), and legal (to the courts). Unlike bureaucrats, they are part of the democratic structure itself.

    The Jammu and Kashmir Public Safety Act (PSA) empowers authorities to detain individuals without trial for up to two years in cases of security threats or one year in cases of public order. While intended for grave situations such as terrorism or smuggling, it has often been criticized for vague and arbitrary use.

    Mehraj Malik, an elected MLA from Doda, is the first legislator to be detained under PSA. Legal experts note that the Act does not exempt MLAs, but applying it against a legislator bypasses the normal democratic and judicial processes. “If an MLA has committed an offence, prosecution under the IPC or CrPC is the lawful path, not preventive detention,” a senior lawyer observed.

    Political leaders including Omar Abdullah, Aga Ruhullah, and Asaduddin Owaisi have condemned the detention, calling it an attack on democracy and a dangerous precedent. Critics argue that it undermines the people’s mandate and weakens legislative institutions by allowing the executive to silence elected voices.

    Courts have consistently held that preventive detention should be used sparingly and never as a substitute for trial. Unless the government can prove that Malik posed an imminent and grave threat to national security, the use of PSA against him remains constitutionally and democratically questionable.

    In contrast, a public servant like the DC Doda can be suspended or disciplined under service rules for any misconduct. But a public representative’s accountability lies in the courts and, ultimately, with the people. Applying preventive detention against an MLA, experts warn, risks eroding public trust in democracy itself.

    Meanwhile, Malik’s detention has sparked mass protests by his supporters, voters, and followers across Jammu and Kashmir, with demonstrators demanding the immediate revocation of PSA and his release.
