    SC Refuses Interim Bail to Kashmiri Separatist leader Shabir Ahmed Shah in Terror Funding Case

    NEW DELHI SEPTEMBER 04:-The Supreme Court on Thursday refused to grant interim bail to Kashmiri separatist leader Shabir Ahmed Shah in a terror funding case even as it issued notice to the National Investigation Agency (NIA) on his petition challenging the Delhi High Court’s June 12 order denying him bail in the case.

    “No interim bail,” a Bench of Justice Vikram Nath and Justice Sandeep Mehta told senior counsel Colin Gonsalves, representing Shah, after he sought interim bail for the accused on the ground that he was “very sick”.

    The Bench posted the matter for hearing after two weeks.

    The high court had refused bail to Shah, noting that the possibility of him carrying out similar unlawful activities and influencing witnesses couldn’t be ruled out.

    In 2017, the NIA registered a case against 12 persons on allegations of conspiracy for raising and collecting funds for causing disruption by way of pelting stones, damaging public property and conspiring to wage war against the Government of India

    Shah — chairman of Jammu and Kashmir Democratic Freedom Party (JKDPF) – an unlawful organisation — was arrested by the NIA on June 4, 2019. He allegedly played a “substantial role” in facilitating a separatist or militant movement in Jammu and Kashmir by inciting and instigating the general public to sloganeering in support of the secession of J-K; paying tribute to the family of slain terrorists or militants by eulogising them as “martyrs”; receiving money through hawala transactions and raising funds through LoC trade, which were allegedly used to fuel subversive and militant activities in J-K.

    The Constitution provided for the right to freedom of speech and expression, but it also placed reasonable restrictions such as public order, decency, morality or incitement to an offence, the HC had said.

    “This right cannot be misused under the garb of carrying out rallies wherein, a person uses inflammatory speeches or instigates the public to commit unlawful activities, detrimental to the interest and integrity of the country,” it had said, dismissing Shah’s appeal against the trial court’s July 7, 2023, order refusing him bail.

    Citing the serious nature of charges, the high court had also rejected Shah’s alternate prayer for “house arrest”.

    The high court had examined the 24 pending cases against Shah, indicating his involvement in a number of criminal cases of similar nature and conspiring for the secession of J-K from the Union of India

    The Minister stressed the need for vigorous inter-departmental coordination and regular monitoring to ensure timely implementation of tribal welfare schemes and projects across Jammu & Kashmir.

    Rana further emphasized the importance of aligning the Union Territory’s tribal welfare efforts with NITI Aayog’s policies and directives, particularly with regard to mandated financial allocations for sustainable tribal development.

    JAMMU SEPTEMBER 04 :-In a continued demonstration of his unwavering commitment to ensuring safe and reliable drinking water for the people of Jammu Province—particularly the urban areas of Jammu—the Minister for Jal Shakti, Forest & Ecology, and Tribal Affairs, Javed Ahmed Rana, chaired the fourth consecutive daily progress review meeting here today. ⁷

    The meeting focused on assessing the ongoing restoration of essential water infrastructure severely impacted by recent flash floods, incessant rainfall and widespread landslides.

    During the meeting, the Minister reviewed the status of key water supply installations in Jammu city and appreciated the tireless efforts of the Public Health Engineering (PHE) staff and engineers.

    He especially commended their work in successfully restoring operations at the Tawi Filtration Plant at Dhounthly, which resumed functioning late last night at 11:30 PM.

    Emphasizing the urgency of service delivery, he directed that potable water from the plant be supplied without delay to the areas of the Old City, including Panjthirthi, Mubarak Mandi, Ustad Mohalla, Kachi Chowani, Jain Bazar, and Jhulaka Mohalla.

    The meeting also reviewed the status of the 600 mm diameter rising main from Sitlee to Lohar, which had been significantly damaged due to a major landslide in a remote forested area where access by machinery is not possible and manual transportation is the only viable option.

    The Minister instructed the concerned engineers to expedite restoration work and ensure full resumption of water supply along this line by tonight.

    Assurances were also extended to residents in localities such as Janipur, Roopnagar, Bantalab, Keran Swarn Vihar, Muthi, and Indra Colony, who have faced intermittent water supply in the wake of the natural calamity.

    The Minister confirmed that a consistent and reliable water supply to these areas will be restored starting tomorrow.

    Taking note of the situation concerning the Sitlee-Manda rising main, the Minister issued firm instructions to engineering teams to work around the clock to restore this vital supply line.

    He directed that uninterrupted water supply be reinstated for the affected localities, including Old City, New Plot Rehari, Bakshi Nagar, and adjoining areas, by September 6, 2025.

    The Minister was also briefed on the status of tube wells across Jammu, where 240 out of 255 installations are currently functional.

    He was informed that restoration of the remaining 15 tube wells is being prioritized and will be completed within the next two days.

    To address the immediate water needs of residents in severely affected zones, the Minister directed the deployment of a fleet of 90 water tankers.

    He also instructed the department to establish a dedicated 24/7 control room to respond to public grievances and complaints in a timely and efficient manner.

    Rana reiterated his commitment to ensuring that all efforts are directed toward mitigating the hardships faced by the people of Jammu and restoring normalcy at the earliest.

    BUDHAL SEPTEMBER 04:-In a commendable humanitarian effort, the 237 Battalion of the Central Reserve Police Force (CRPF), stationed in Budhal, has stepped forward to aid victims of the recent landslides in Kangoota village by distributing solar emergency lights to displaced families.

    The devastating landslides left several homes completely destroyed, forcing residents to seek refuge in temporary shelters set up by the CRPF. Recognizing the challenges faced by these families—especially during night hours—officials from the battalion provided solar-powered emergency lighting systems to help restore a sense of safety and dignity.

    “Lighting is a basic necessity, especially in times of displacement. We hope this small gesture brings some relief and comfort to the affected families,” a CRPF spokesperson stated.

    The distribution of solar lights is seen as a vital step toward enhancing nighttime visibility in makeshift shelters, which often lack electricity and pose added risks to vulnerable populations.

    Local residents expressed their gratitude for the timely assistance. Many shared that the lights not only help them carry out basic tasks after sunset but also offer reassurance and a sense of normalcy during these difficult times.

    BUDHAL SEPTEMBER 04:-A tragic landslide struck the Tarn area of Budhal late last night, completely destroying the mud-built residential house-cum-cattle shed of Mohd Jamil, son of Sain Khan. Triggered by continuous rainfall, the landslide caused the structure to collapse suddenly, resulting in the death of two horses, while another was seriously injured. The impoverished family was left devastated, having lost both shelter and livestock that were central to their livelihood. Troops from CRPF 237 Battalion (BN), led by the Assistant Commandant, reached the site promptly in the early morning hours and carried out a swift rescue operation, safely evacuating all trapped family members.

    Shortly after the rescue, Dr. Mohd Fareed, MTS Department of Animal Husbandry, arrived at the scene and provided on-the-spot treatment to the injured horse, ensuring timely veterinary care despite the challenging conditions. Later in the day, Senior PDP leader Farooq Inqlabi visited the affected family in Budhal Tarn and expressed his heartfelt condolences. He urged the district administration to provide immediate relief, compensation, and proper rehabilitation to the victims. Inqlabi also commended the courageous efforts of the CRPF 237 BN jawans, and stressed the urgent need for disaster preparedness, improved housing infrastructure, and a compassionate administrative approach to support vulnerable communities in hilly regions like Budhal.
