    CHENAB VALLEY AUGUST 13:-The newly elected Working Journalist Association Kishtwar, led by President Tousif Kriapak along with Vice President Asif Butt, General Secretary Baber Farooq, Senior Journalist Mushtaq Ahmed Dev and Muntasir Giri today called on Deputy Commissioner Kishtwar, Pankaj Kumar Sharma.

    The delegation briefed the DC Kishtwar about the recently held Association elections and expressed their gratitude for his support in ensuring the smooth conduct of the process. They also raised several issues concerning journalists working in Kishtwar.

    DC Kishtwar assured the delegation of all possible assistance in addressing their concerns, acknowledging that the media is the fourth pillar of democracy. He emphasized the importance of a healthy working environment for journalists.

    MENDHAR AUGUST 13:-Social and political activist Tanveer Iqbal Qureshi has called upon the district administration to expedite the restoration of the vital footbridge in Mohallah Dhera, Chhatral village, which was severely damaged a month ago during a flood-like situation triggered by heavy rainfall.

    The damaged bridge, according to Qureshi, is a crucial lifeline connecting several villages, including Chhatral, Narol, Chack Banola, and Cross, enabling residents to commute for education, employment, agriculture, and essential daily activities. The collapse has left hundreds of residents, including students, employees, and farmers, struggling to cross the area safely, forcing them to take longer, unsafe routes.
    Highlighting the public inconvenience and safety hazards, Qureshi expressed deep concern over the delay in restoration. “This bridge is not merely a physical structure; it is the sole link for thousands of people to access schools, offices, markets, and farmlands. Its absence has disrupted lives, increased travel hardships, and exposed residents to potential dangers while crossing the river,” he stated.
    Qureshi urged the authorities to prioritize the reconstruction work, stressing that the prolonged inaction reflects poorly on administrative efficiency. “The people of this region have already suffered enough due to geographical challenges and limited infrastructure. The administration must act with urgency and ensure that the bridge is restored at the earliest to bring relief to the affected communities,” he added.
    Local residents have echoed Qureshi’s sentiments, appealing for immediate government intervention. Many fear that with the monsoon season approaching, further delays could worsen the situation, making the area inaccessible during emergencies.
    Qureshi reaffirmed his commitment to continue raising the issue until the bridge is rebuilt, ensuring that the voice of the people of Chhatral and its adjoining villages is heard loud and clear.

    7,000 join grand Tiranga rallies led by DC Rajouri SSP Rajouri 

    RAJOURI, AUGUST 13:-District Administration Rajouri today organised multiple Tiranga rallies under the Har Ghar Tiranga campaign, witnessing massive participation of people from all walks of life and sections of the society.

    Deputy Commissioner Rajouri, Abhishek Sharma, along with Senior Superintendent of Police, Gaurav Sikarwar, flagged off a spectacular Horse Rally from Nanga Thub, Kotranka, where every rider proudly carried the Tricolour, creating an awe-inspiring visual of unity and national pride. The event was followed by a patriotic cultural programme that resonated with the spirit of independence.

    Later, the DC flagged off another grand Tiranga Rally from the Tourist Reception Centre (TRC) to the historic Dhanidhar Fort. Over 7,000 citizens participated in the rally, carrying a 2-kilometre-long National Flag, symbolising the collective commitment of the people towards upholding the ideals and syncretic values of the nation.

    Speaking on the occasion, the DC lauded the overwhelming participation of the public and educational institutions, noting that such events instill a deep sense of pride and responsibility towards the nation. He emphasised that the Har Ghar Tiranga campaign is not just about displaying the National Flag but about reaffirming our commitment to the ideals of freedom, unity, and integrity.

    The rally culminated at Dhanidhar Fort, where a vibrant cultural programme was organised, showcasing performances imbued with the themes of patriotism and unity. Staff and students of Baba Ghulam Shah Badshah University (BGSBU), along with all educational institutions of Rajouri district, actively participated in the celebrations, making the occasion truly memorable.

    RAJOURI AUGUST 12:-Packs of growling stray dogs, hapless children, women, and the elderly-all helpless victims of canine terror on the streets and outskirts of Rajouri town- are now an alarming reality.
    Recently, about 30 cases of dog bites were reported at the Associated Hospital, Government Medical College (AH GMC), Rajouri.
    Disturbed by the rising incidents, Dilawar Khan, Advocate at the High Court of Jammu & Kashmir and Ladakh, has written to the Deputy Commissioner Rajouri, urging urgent action against the stray dog menace in the district.
    Citing the Supreme Court’s August 11 directions to civil authorities in Delhi-NCR to adopt a humane but strict plan to round up stray dogs, sterilize them, and relocate them permanently to shelters, Adv. Khan said that dog bites pose “a serious and immediate threat to public safety.”
    “In this context, I wish to draw your attention to the Supreme Court of India’s order dated 11 August 2025 in Suo Motu Writ (Civil) No. 5/2025, which addresses the menace of stray dogs and rabies. While the order was passed regarding Delhi and adjoining areas, the Court’s observations and directions are based on constitutional principles of public health and safety, and therefore have persuasive applicability across the country, including Rajouri,” he wrote.
    He further noted that the Hon’ble Court had emphasized that “infants and young children, not at any cost, should fall prey to rabies — no sentiments should be involved” and strongly rejected the practice of releasing sterilized dogs back into the same locality, terming it “absolutely absurd.”
    In light of the Supreme Court’s directions, Adv. Khan suggested several measures, including:
    Constitution of a dedicated stray dog capture force.
    Setting up temporary or permanent dog shelters with necessary facilities.
    Launching a district-level helpline for reporting dog bite incidents, with offending dogs to be captured within 4 hours.
    Ensuring a sufficient stock of anti-rabies vaccines at every hospital and health centre.
    Publishing periodic public reports on the number of stray dogs captured, sheltered, sterilized, and immunized.
    “This issue has reached a public emergency level in Rajouri. Immediate implementation of measures aligned with the Supreme Court’s directions will not only protect public safety but also avoid potential legal consequences for administrative inaction in the face of a known hazard,” the letter concluded.
