Jal Jeevan Mission (JJM): A Failed Initiative Plagued By Corruption In Jammu

    GNS ONLINE NEWS PORTAL

    SHAFQAT SHEIKH

CHENAB VALLEY APR 11:-The Prime Minister’s flagship program under the Jal Jeevan Mission (JJM) was aimed to provide safe and adequate drinking water through individual household tap connections to all rural households in India by 2024. The program emphasizes source sustainability and includes mandatory elements such as greywater management, water conservation, and rainwater harvesting. JJM adopts a community-centric approach to water management and integrates extensive information, education, and communication as key components. The mission seeks to create a public movement (Jan Andolan) for water, making it a priority for everyone.

    •Vision
Every rural household will have access to a reliable supply of drinking water of prescribed quality and in adequate quantity on a regular and long-term basis, with affordable service delivery charges, ultimately leading to an improvement in the living standards of rural communities.

    Mission

The Jal Jeevan Mission aims to assist, empower, and facilitate:– States and Union Territories (UTs) in planning participatory rural water supply strategies to ensure long-term potable drinking water security for every rural household and public institution, such
such as Gram Panchayat (GP) buildings, schools, Anganwadi centres, health centres, wellness centres, and other government and private establishments.

    – The establishment of water supply infrastructure ensures that every rural household has a functional tap connection (FHTC) by 2024, with a regular water supply in adequate quantity and prescribed quality.

Since the launch of flagship programs,- States and UTs have developed plans for their drinking water security.

    – GPs and rural communities to plan, implement, manage, operate, and maintain their in-village water supply systems.

    – States and UTs to create strong institutions focusing on service delivery and financial sustainability by promoting a utility approach.

    – Capacity building of stakeholders and raising community awareness about the importance of water for improving the quality of life.

    – Mobilization of financial assistance to states and UTs for the mission’s implementation.

    Objectives

The broad objectives of the Jal Jeevan Mission are:

    – To provide FHTCs to every rural household.

    – To prioritize the provision of FHTCs in quality-affected areas, villages prone to drought and desert conditions, and Sansad Adarsh Gram Yojana (SAGY) villages, among others.

    – To ensure functional tap connections are available in schools, Anganwadi centres, GP buildings, health centres, wellness centres, and community buildings.

    – To monitor the functionality of tap connections.

    – To promote voluntary ownership among local communities through contributions in cash, kind, or labour (shramdaan).

    – To support the sustainability of water supply systems, including water sources, infrastructure, and funds for regular operation and maintenance.

    – To empower and develop human resources in the sector to meet demands for construction, plumbing, electrical work, water quality management, water treatment, catchment protection, and operation and maintenance.

    – To raise awareness about the significance of safe drinking water and engage stakeholders in making water everyone’s business.

    •Components under JJM

The Jal Jeevan Mission supports the following components:

    – Fund sourcing with a focus on convergence.

    – Develop an in-village piped water supply for all rural households.

    – Establish and augment reliable drinking water sources.

    – Implementation of bulk water transfer, treatment plants, and distribution networks.

    – Technological interventions for water quality improvement.

    – Retrofitting of schemes to provide FHTCs at a minimum of 55 litres per capita per day (lpcd).

    •Greywater Management Initiatives
    Key support activities include:

    – Information, Education, and Communication (IEC)

    – Human Resource Development (HRD)

    – Training programs

    – Establishment of utilities

    – Creation of water quality laboratories

    – Water quality testing and surveillance

    – Research and Development (R&D)

    – Development of knowledge centres

    – Capacity building for communities

Additionally, we will address unforeseen challenges or issues arising from natural disasters or calamities, which could impact our mission to achieve Functional Household Tap Connections (FHTCs) for every household by 2024. This effort aligns with the Ministry of Finance’s guidelines regarding Flexi Funds.

    •Failed Initiative to Combat Corruption.
Once the mission was approved, every district in Jammu and Kashmir was prioritised, especially the rural areas, to address the scarcity of drinking water. Various contractors were assigned the work, and thousands of pipes—both plastic and iron—were issued for laying the gravity pipeline from the source to the reservoir. Unfortunately, many pipes are now lying unused by the roadside, raising questions about how the contractors executed the work.

Several reservoirs were also sanctioned for construction, but the work was allotted to contractors who used substandard materials. This resulted in damages before the reservoirs could even be made usable.

There is a significant outcry among civil society members. During the ongoing session of the Legislative Assembly of Jammu and Kashmir, many legislators referred to this situation as a major scam and a failed initiative severely plagued by corruption. The legislature is demanding an inquiry through a committee formed by the house and calling for action against all those involved in this scandal.

The collective voice against this failed initiative is forcing the Administration to take action, but what will happen if rural communities continue to suffer from a lack of safe drinking water? The district administration needs to concentrate on rural areas to assess the quality and quantity of work being done for the community’s welfare, as inspections often occur primarily in cities and towns as a mere photo opportunity.

There is an urgent need to file a Public Interest Litigation and initiate a judicial inquiry into the Jal Jeevan Mission, which has been tarnished by corruption and has resulted in significant losses to the state treasury.

  • NIA gets 18-day remand of 26/11 accused Tahawwur Rana after extradition to India

NIA gets 18-day remand of 26/11 accused Tahawwur Rana after extradition to India

    GNS ONLINE NEWS PORTAL

NEW DELHI APRIL 11:- Tahawwur Hussain Rana, who played a key role in plotting the 2008 terror attack on Mumbai that claimed 166 lives, was arrested by NIA here on Thursday after his arrival from US on a special flight.

The Pakistani-Canadian terrorist was produced before special NIA judge Chander Jit Singh, who held an in-camera hearing on NIA counsel and special public prosecutor Narender Mann’s plea for a 20-day remand. Rana was represented by Piyush Sachdeva, provided to him by Delhi Legal Services Authority. After the hearing, the court sent Rana to 18-day NIA custody.

Rana’s extradition process was nothing short of a nail-biter with fears of sabotage looming till the flight touched down at Palam airport’s technical area. The home ministry and the office of NSA, along with Intelligence Bureau, constantly monitored the flight ferrying Rana, taking precautions to thwart any attempt to stop him from landing in the grasp of Indian agencies.

Exercising utmost caution in extraditing Tahawwur Hussain Rana, a dummy code was generated for the chartered aircraft, a Gulfstream G550, ferrying him to India to avoid detection on public flight trackers and alleviate threats of an attack. The aircraft took off from Los Angeles in the early hours of Wednesday and landed in New Delhi around 6 pm, after a pit stop in Romania.

Rana, along with his close school friend and fellow jihadi Daood Gilani aka David Coleman Headley, had left Mumbai on Nov 19, 2008, just a week before a gang of jihadi terrorists belonging to and motivated by LeT and trained by serving officers of Pakistan army landed on the Worli shore to carry out an attack in which 166 people were killed and which left the nation traumatised. The massacre marked the execution of a plan that Rana and Headley helped draw by selecting the targets to be struck.

As Rana stepped on the tarmac in prison browns with NIA personnel clinging to him, he looked far from the unassuming businessman he had posed as when he checked into a Powai hotel in Mumbai in 2008. He had also visited Agra, Hapur, Kochi and other cities during this trip, supposedly to promote his immigration business, though NIA suspects the trips may have been a cover to scout for potential terror recruits for LeT.

Rana, for long a strategic asset for Lashkar-e-Taiba and Pakistan’s military intelligence complex, was placed under arrest at the airport, made to undergo a medical examination and whisked to court through a green corridor amid heavy security comprising a 20-vehicle cavalcade and SWAT commandos.

On the plane back to India, Rana was seated in the middle with NSG commandos on all seats surrounding him, followed by senior NIA officials. Just after touchdown, the NIA acknowledged the assistance of US Sky Marshals who are assigned with secure transportation of federal prisoners, including inmate transfers via air.

In a statement, the NIA termed Rana a key conspirator and confirmed his extradition. “Rana was being held in judicial custody in the US pursuant to proceedings initiated under the India-US extradition treaty. The extradition finally came through after Rana exhausted all legal avenues to stay the move. The district court for the Central District of California had ordered his extradition on May 16, 2023. Rana then filed multiple litigations in the Ninth Circuit Court of Appeals, all of which were rejected,” it said.

Extradition proceedings were initiated between the two countries after India eventually secured a surrender warrant for the wanted terrorist from the US govt.

The extradition finally came through after Rana’s various litigations and appeals, including an emergency application before the US Supreme Court, were rejected with the active assistance of the US department of justice’s Office of International Affairs, US Attorney’s Office for the Central District of California, US Marshals Service, FBI’s Legal Attache Office in New Delhi, and US department of state’s Office of the Legal Adviser for Law Enforcement, the NIA said.

For NIA investigators, the challenge will be to get Rana to reveal more than what he has already told US authorities. His interrogation will be aimed at getting to the bottom of the Mumbai attack conspiracy and exposing the role of Pakistan-based LeT masterminds like Hafiz Saeed, Zakiur Rehman Lakhvi and others in planning and remote-controlling one of the deadliest terror strikes against India.

MLA Rajouri Strongly Condemns BJP MLA Chander Prakash Ganga’s Derogatory Remarks Against Gujjar and Bakarwal Communities

    GNS ONLINE NEWS PORTAL

RAJOURI APRIL 11:– In a deeply disturbing and unacceptable development, BJP MLA Chander Prakash Ganga has made derogatory and inflammatory remarks targeting the Gujjar and Bakarwal communities. These remarks have caused widespread outrage and hurt among these historically significant and patriotic communities, particularly in districts like Samba, Rajouri, and Poonch.

MLA Rajouri Iftkhar Ahmed has issued a strong condemnation of Ganga’s remarks, calling them “an affront to the dignity of communities who have made countless sacrifices for the nation.”

“The Gujjar and Bakarwal communities are not just a part of Jammu & Kashmir’s cultural mosaic—they are protectors of its legacy. Their youth serve in the armed forces, their elders guard the borders, and their history is filled with examples of sacrifice, bravery, and unwavering patriotism. To insult them is to insult the soul of this region,” said Iftkhar Ahmed.

He emphasized that such divisive and hateful language has no place in democratic discourse, especially from elected representatives who are duty-bound to uphold unity and communal harmony. Mr. Ahmed expressed concern over the BJP leadership’s silence, calling it a “troubling abdication of moral responsibility.”

“The BJP must take immediate disciplinary action against Chander Prakash Ganga. Political silence in the face of hate is complicity. The people of Jammu & Kashmir, especially our tribal communities, deserve respect, not ridicule,” he added.

Iftkhar Ahmed reiterated his full solidarity with the Gujjar and Bakarwal communities and assured them that their pain has not gone unheard.

“As the MLA from Rajouri, I stand with you. Your contributions to the region and the nation will never be diminished by the hatred of a few. We will continue to raise our voices against any attempt to vilify or marginalize you.”

He also called upon civil society, political leaders across party lines, and the media to stand up for truth, dignity, and justice, and not let such statements pass without condemnation
