    JAMMU MAR 17:-Chief Justice, High Court of Jammu & Kashmir and Ladakh, Tashi Rabstan, today administered the Oath of office to Justice Wasim Sadiq Nargal, Justice Rajesh Sekhri and Justice Mohammad Yousuf Wani, Additional Judges, as Judges of the High Court of Jammu & Kashmir and Ladakh, in the Chief Justice’s Court Room, Jammu.

    The oath taking ceremony was attended at Jammu by Justice Sanjeev Kumar, Justice Sindhu Sharma, Justice Vinod Chatterji Koul, Justice Sanjay Dhar, Justice Puneet Gupta and Justice Mohammad Akram Chowdhary while Justice Atul Sreedharan, Justice Rajnesh Oswal, Justice Javed Iqbal Wani, Justice Rahul Bharti, and Justice Moksha Khajuria Kazmi participated online from Srinagar.

    The proceedings of the oath taking ceremony were conducted by Shahzad Azeem, Registrar General, who read the contents of the Notification received from Government of India, Ministry of Law & Justice, Department of Justice (Appointments Division), the Warrants of Appointment issued by the President of India and the Letter of Authorization issued by the Lieutenant Governor, Union Territory of Jammu & Kashmir, authorising the Chief Justice of the High Court of Jammu & Kashmir and Ladakh, to administer the Oath of office to Justice Wasim Sadiq Nargal, Justice Rajesh Sekhri and Justice Mohammad Yousuf Wani.

    The ceremony was also attended by Former Judges of High Court, Chief Secretary, UT of J&K, Deputy Solicitor General of India, Jammu, Secretary to Government, Department of Law, Justice and Parliamentary Affairs, Member, Central Administrative Tribunal, Principal District Judge Jammu, Inspector General of Police, President, J&K High Court Bar Association, Jammu, Members of the Bar, Senior Advocates, Officers of Civil and Police Administration and Officers and Staff of the Registry.

  • Well-coordinated plan under implementation to ensure 24×7 power supply in J&K: Omar Abdullah

    JAMMU MAR 17:- Jammu and Kashmir Chief Minister Omar Abdullah on Monday said a well-coordinated plan which includes modernisation works in transmission and distribution system is under implementation to ensure 24×7 power supply to the consumers in the Union Territory.

    Abdullah also said that no major progress has been achieved in the development of a coal block in Odisha. The coal block was allocated to J&K State Power Development Corporation (JKSPDC) jointly with NTPC in July, 2013 by the Union Ministry of Coal. Of the total estimated geological reserves of 396 MT, 266 MT was allocated to NTPC and 130 MT to JKSPDC.

    The chief minister, who is also in-charge of the power ministry, shared the information in a written reply to a question by BJP’s Rajiv Jasrotia in the legislative assembly.

    “The department is committed to providing 24/7 reliable, affordable, and high-quality power supply to every household. A well-coordinated plan, taking a holistic view of all key elements of the power supply chain, is under implementation.

    “The plan includes development of several generation projects and system upgradation/modernization works in transmission and distribution systems under Tariff Based Competitive Bidding (TBCB) and schemes like Revamped Distribution Sector Scheme (RDSS), with a target completion by 2027-28,” Abdullah said.

    He said major hydro projects, namely Pakal Dul, Kiru, Kwar, and Ratle are progressing fast and are expected to collectively add over 3,000 MW in installed capacity after their commissioning by 2027.

    In addition, new projects such as 390 MW Kirthai-I, 258 MW Dulhasti-II, 800 MW Bursar, 1,856 MW Sawalkote, 240 MW Uri-I Stage-II, 89 MW Ujh, and 930 MW Kirthal-II are also planned for completion within the next 10 years, he said.

    To meet growing demand, he said, efforts are being made to create a balanced energy mix, including hydro, thermal, and renewable sources of energy, through creation of own generating stations and entering into Power Purchase Agreements with outside generators.

    He said a resource adequacy plan has been formulated with the help of central government, taking into consideration future load projections and peak demand for the next 10 years.

    To create adequate transmission infrastructure for the evacuation of power from upcoming projects, enhance peak load handling capacity, and support growing demand, the transmission system is being improved, Abdullah said.

    Under the plan, he said, the department aims to add around 2,406 MVA (at 220 & 132 kV levels) through setting up of new grid substations and the augmentation of existing grid substations in Jammu region.

    Similarly, in the Kashmir region, around 2,500 MVA capacity is targeted to be added at both voltage levels. Additionally, several existing grid stations will be renovated and modernised in a phased manner, he said.

    The chief minister said J&K has significant potential for solar energy, and the installation of solar rooftops is being encouraged through the PM Surya Ghar Muft Bijli Yojana.

    He said as metering progresses and reaches a larger number of consumers, the government expects significant improvements in power supply, with no power cuts in low-loss areas.

    “Such improvements are already evident on feeders where 100 per cent smart metering has been completed — 45 in Kashmir and 50 in Jammu,” he said.

    On the coal block in Odisha, he said JKSPDC and NTPC signed the joint venture agreement on June 15, 2015 for exploration, development and operation of the jointly allocated coal mining block.

    However, NTPC Limited on November 22, 2018 surrendered its share in the coal block citing reasons like envisaged delay in environmental clearance, non-accessibility to the site along with hostile local environment in nearby areas and the same was accepted by the concerned ministry.

    In June, 2019, the J&K government requested the coal ministry for allotment of alternative coal block, in place of Kudanali-Laburi in favour of the NTPC-JKSPDC joint venture company in light of the challenges anticipated in its development, Abdullah said.

    However, he said, the request was declined by the ministry of coal citing the reason that there was no provision under MMDR Act, 1957 to allocate an alternate coal block in lieu of a cancelled coal block.

    In another written reply to a starred question by NC legislator Mushtaq Ahmad Guroo, the chief minister said a MoU (memorandum of understanding) was signed between JKSPDC and NHPC on January 3, 2021 for the execution of 1,856 MW Sawalkote HEP, 258 MW Dulhasti Stage-II and 240 MW Uri-I stage-II by NHPC in built, own, operate and transfer (BOOT) mode for a period of 40 years.

    As per the MoU, the J&K government is entitled to receive 12 per cent free power, one per cent Local Area Development Fund (LADF), first right of refusal for purchase of 50 per cent of power generated at price determined by the regulator.(PTI)

    KOTRANKA MAR 17:- Senior Peoples Democratic Party (PDP) leader Mohammad Farooq Inqlabi today met with the Additional Deputy Commissioner (ADC) of Kotranka, Mr. Dalmir Choudhary, and submitted a memorandum of demands regarding the Pradhan Mantri Awas Yojana (PMAY-G) survey.

    During the meeting, Inqlabi raised concerns regarding the approaching deadline for the PMAY-G survey, which is set to conclude on March 31, 2025. He highlighted that the tough topography of hilly and snow-bound areas in the region poses significant challenges in reaching all deserving beneficiaries within the given timeframe.

    Inqlabi requested the ADC to take up the issue with the Secretary of the Rural Development Department, urging an extension of the survey deadline. He emphasized that extending the last date for the survey until April 20, 2025, would allow sufficient time to ensure that all eligible individuals are included in the survey, especially in remote and difficult-to-reach areas.

    The PDP leader stressed that this extension is crucial for ensuring that no deserving family is left out of the benefits of the PMAY-G scheme due to geographical challenges.

    Inqlabi thanked Mr. Choudhary for his attention to this important matter and expressed hope for a positive response from the authorities.

    JAMMU MAR 17:-Wearing a shroud as a symbol of protest, Aam Aadmi Party leader Safeer Choudhary held a press conference today, launching a scathing attack on the Jammu & Kashmir government and the central administration. He stated that ordinary citizens, especially the Gujjar-Bakarwal community, are being systematically targeted, while the government remains a silent spectator.

    In Budhal, Rajouri, 18 innocent people were killed, yet the administration has failed to provide any clear answers. No perpetrators have been arrested, nor have the families of the victims received any compensation. Wearing a shroud, Safeer Choudhary strongly criticized J&K Chief Minister Omar Abdullah and the Lieutenant Governor, questioning whether the government would remain silent if such killings had occurred in another community.

    In Billawar, Kathua, the death of Makhan Din has also been ignored by the government, with no official statement or compensation announcement. He too belonged to the Gujjar-Bakarwal community. Similarly, three youths from the Devsar area of Kulgam, all from the Gujjar-Bakarwal community, had been missing for 35 days. While two of their bodies have been recovered, the third youth remains missing.

    Wearing a shroud as a sign of mourning and protest, Safeer Choudhary highlighted that when the families of the victims and community members protested on the Jammu-Srinagar National Highway, instead of addressing their grievances, the government used police brutality to suppress their voices. He strongly condemned this oppression, stating that the government cannot silence the Gujjar-Bakarwal community through force.

    During a recent protest by the Gujjar-Bakarwal community for their rights, a Deputy Superintendent of Police (DSP) publicly kicked a woman. Wearing a shroud, Safeer Choudhary condemned this inhumane act, questioning whether such treatment of the Gujjar-Bakarwal community is acceptable. He demanded strict and immediate action against the police officer and asked whether the role of the police is to protect the public or to oppress them.

    Safeer Choudhary accused the Jammu & Kashmir Police of being directly under the control of the Lieutenant Governor, yet he has remained silent on these atrocities. Wearing a shroud as a mark of protest, he emphasized that this is not just a concern for the Gujjar-Bakarwal community but for the entire population of Jammu & Kashmir. He warned that if the government continues to ignore its responsibilities and oppress the people, the Aam Aadmi Party will be forced to launch state-wide protests.

    Inqlabi, in his statement, stated, “I was deeply saddened and concerned when I first heard about the news of Mirza Abdul Rashid’s passing. However, after learning that this news was incorrect, I feel immense relief. Mirza Sahib is a committed and selfless leader who has devoted his life to the service of the people of Jammu and Kashmir. His contributions to the region are immeasurable, and his leadership remains an inspiration to many.”

    Farooq Inqlabi further emphasized, “The circulation of such false news can cause unnecessary distress, and I regret the confusion it may have caused.
