    RAJOURI, MAR 06:- Registrar Baba Ghulam Shah Badshah University (BGSBU), Abhishek Sharma, conducted an inspection of various administrative offices to assess their functioning and improve efficiency.

    During the visit, he issued key directives, including periodic checks of employees’ service records, prioritising digitisation of files, and securing important documents in a CCTV-monitored room.* The Registrar also instructed officials to expedite salary disbursement for contractual employees.

    In line with the university’s move towards *paperless administration, he directed the immediate adoption of the e-office system,* with an implementation meeting to follow.

    The *Examination Section was tasked with ensuring that Degrees, Diplomas, and Certificates are issued before convocation to facilitate smooth academic transitions.

    The Registrar emphasised that these measures are crucial for enhancing transparency, administrative efficiency, and service delivery within the university.

    POONCH, MAR 06: Deputy Commissioner Vikas Kundal chaired a crucial District Level Committee (DLC) meeting in Poonch, focusing on enhancing the implementation of the Forest Rights Act (FRA).

    The meeting reviewed the status of claims, discussed strategies for outstanding applications and thoroughly scrutinized 206 FRA claims submitted by the Sub Division Level Committee (SDLC).

    In a significant decision, the Deputy Commissioner unanimously approved all 206 claims, marking a major milestone in recognizing and safeguarding the rights of forest-dwelling communities.

    This development is expected to empower local communities and promote sustainable forest management practices in the region.

    JAMMU/SRINAGAR MAR 06:-The Government of Jammu and Kashmir, through its Department of Law, Justice and Parliamentary Affairs, has issued a notification designating several judicial officers as Special Judges, Anti-Corruption, to expedite the trial of corruption cases within the Union Territory.

    The notification, S.O. 58, issued on March 6, 2025, under Section 3 of the Prevention of Corruption Act, 1988, appoints the following judicial officers to these specialized roles:

    Kamlesh Pandit, Additional District and Sessions Judge, Udhampur, designated as Special Court under the Prevention of Corruption Act.

    Pawan Kumar Sharma, Special Judge Anti-Corruption (CBI Cases), Jammu.

    Sudesh Sharma, Additional District and Sessions Judge, Rajouri, designated as Special Court under the Prevention of Corruption Act.

    Naseer Ahmed Dar, 1st Additional District and Sessions Judge, Baramulla, designated as Special Court under the Prevention of Corruption Act.

    These appointments, made by the Lieutenant Governor, aim to strengthen the judicial framework for combating corruption in Jammu and Kashmir. The designated Special Judges will have the jurisdiction to try offences specified in Section 4 of the Prevention of Corruption Act, 1988, within their respective territorial areas.

    This notification supersedes previous notifications S.O. 533 of 2024, dated November 5, 2024, and makes partial modifications to notifications S.O. 583 of 2022, dated November 5, 2022, and S.O. 459 of 2024, dated September 6, 2024.

    The move underscores the government’s commitment to ensuring transparency and accountability in public administration.

    JAMMU MAR 06 (PTI) Asserting that nobody can snatch a right from citizens to discuss Article 370, Chief Minister Omar Abdullah on Thursday said some people are trying to “intimidate, threaten and silence us” but his party will continue its fight for the rights of people of Jammu and Kashmir.

    Winding up the discussion on motion of thanks to Lt Governor Manoj Sinha’s address, Abdullah said the dignity of J&K has gone with the downgrading of the erstwhile state into the Union Territory.

    “…I am not fighting for statehood for my own self, this fight is in the interest of J&K. The things which we want to do can be given the practical shape only when we get back statehood. The things which we want back and the things which need to be changed,” the chief minister said.

    Referring to Peoples Conference legislator Sajad Gani Lone’s demand that a resolution should have been passed in the House for restoration of statehood instead of passing the resolution in the cabinet meeting, he said such a resolution was not deliberately moved in the House considering that every member is supportive of the demand.

    “Our dignity has gone with the downgrading of the state (to Union Territory). If you wish to move a resolution on it, please go ahead and we will support you,” he said.

    He said the fight for statehood is based on “truth, justice and law” and its restoration will provide relief to the people of J&K.

    “We will not backtrack from this fight. At times, some people are trying to intimidate, threaten and silence us but we are not those who will go silent. We will continue our fight for the rights of the people, their dignity, development and brotherhood,” the chief minister said.

    However, he did not identify those people who are allegedly threatening National Conference legislators.

    Coming down heavily on the speech of Leader of Opposition Sunil Sharma, Abdullah said he (Sharma) is saying that speaking on Article 370 was like wasting the time of the House but the reality is that it was BJP members who talked most about the constitutional provision that granted special status to J&K.

    The Centre abrogated Article 370 in August 2019.

    “Do not tell me that the Supreme Court has put its stamp on abrogation of Article 370. Decisions can be reviewed and the government does change but don’t tell me that it (Article 370) will not return.

    “We say that it will come back and you live with your hope and we will also live with our hope. Who knows what will happen next,” Abdullah said, adding “you cannot snatch a right to talk on this issue from us”.(PTI)

    SRINAGAR MAR 06:-Ms Sabiha Bhat has indeed made a significant appeal to the Prime Minister of India, Chief Mininster J&K-Umar Abdullah and LG Manoj Sinha urging ‘them to implement strong’ and bold actions to address the ‘issue of’ overcharging by private schools on books, uniforms and ‘educational’ fee.

    She emphasized the need for uniformity in private schools, aligning them with the norms set by the Ministry of Education, Government of India. This appeal highlights the ongoing concerns about the ‘unnecessary’ financial burden on parents and the need for ‘implementation of‘ regulatory measures to ensure fairness and accessibility of education to ‘every child’.

    She highlighted the financial strain/ ‘constraints’ on the parents due to the high costs of books, uniforms, and fee. This is a common concern among the general public who feel ‘over’burdened by these expenses.

    Sabiha Bhat calls for private schools to adhere to the norms set by the Government of India. This would ensure a standardized approach to education, making it more equitable and accessible for all students.

    By urging the Prime Minister to intervene in this matter , she also advocating for stronger regulatory measures to oversee private schools and ensure they operate fairly and transparently.

    These intime steps reflect a broader concern about the accessibility and affordability of quality education in the country. It is better for private schools to ensure the complete implementation of the norms that could help reduce disparities and provide a more level playing field for students from different economic backgrounds.

    Bhat’s advocacy for reducing the financial burden on students and their families is a vital issue in Jammu and Kashmir UT.

    Private schools should be required to maintain transparent fee structures. This would prevent arbitrary fee hikes and ensure that parents are fully aware of what they are paying for. Govt should Implement standardized pricing for books and uniforms across all private schools.

    She further said that establishing a regulatory body to monitor private schools and ensure compliance with government norms could help maintain fairness.

    This body could address complaints and take action against schools that overcharge or exploit parents.*
    *By addressing these issues, the education system can become more inclusive and equitable, ensuring that every child has the opportunity to succeed without financial barriers.

    Ms.Sabiha also suggesting and strongly advocating for a quota in every reputed private /public school , to be filled by students from low income groups.

    RAJOURI MAR 06:-A Thana Divas program organized today at Police Station Sunderbani. The event was attended by SSP Rajouri, ASP Nowshera, ADC Sunderbani, SDPO Nowshera along with approximately 35-40 civilians and police personnel including members of Market Association Sunderbani.

    During the program, participants were briefed on the newly introduced three criminal laws and the current security scenario. They were advised to remain extra vigilant and maintain a close watch on anti-national and drug-related activities.

    Additionally, members of the Beopar Mandal were encouraged to enhance security measures by installing CCTV cameras across the marketplace to ensure better surveillance and public safety.

    The event emphasized community participation in maintaining law and order and attendees were urged to cooperate with security agencies to maintain Peace and order in Sunderbani Nowshera area.

    RAJOURI MAR 06:-Rajouri Police in it’s efforts to combat drug trafficking, Team of Police Station Kandi have apprehended two individuals and seized a substantial quantity of banned narcotic substances during a naka at Kotranka.

    A police team from Police Station Kandi while conducting routine vehicle checking near Indoor Stadium Kandi intercepted a vehicle Santro Registration No. JK02-AN 5841 coming from Rajouri towards Kotranka.

    During their Personal Search,the police recovered:Tapentadol, total 540 tablets
    – Tramadol ,total 69 tablets

    The accused have been identified as Ajaz Ahmed S/O Mohd Yaqoob resident of Kanthol Rajouri and Afraz Khan S/O Mohd Alyas resident of Khanyalkot Thanamandi.

    A case under FIR No. 24/2025 has been registered at Police Station Kandi under relevant sections of the NDPS Act and further investigation is underway.

    Rajouri Police remain committed to curbing the menace of drug trafficking and ensuring a drug-free society.

    JAMMU MAR 06:-In a significant order, today Sub-Judge/Special Mobile Magistrate, Kathua Amandeep Kour directed SHO, Police Station, Billawar to register an FIR and initiate a thorough investigation into the complaint filed by the father and widow of Makhan Din regarding the infliction of custodial torture upon Makhan Din while he was in custody of Billawar Police.

    In a four pages order, the Special Mobile Magistrate, Kathua Amandeep Kour after hearing Advocate Appu Singh Salathia appearing for the complainants and Senior PO Munish Kumar appearing for SSP, Kathua and SHO, Billawar disposed of the two complaints one filed by two Advocates Mohd Anwar Chowdhary and Sheikh Shakeel Ahmed and another by Mohd Mureed (Father of Makhan Din) and Juna Begum (Widow) and observed that the Supreme Court in Lalita Kumari V/s Govt of UP mandates the registration of an FIR in case of commission of a cognizable offence. The Court further held that law has been reiterated in a catena of judgments as relied and cited by Advocate Appu Singh Salathia appearing for the applicants/complainants particularly case titled Ramesh Kumari Vs State (N.C.T of Delhi), State of Haryana and Ors Vs Ch. Bhajan Lal & Ors, Sirajuddin Vs State of Madras, Priyanka Srivastava & Anr Vs State of UP. In the open court Advocate Appu Singh Salathia furnished to the Court a compilation containing thirteen Judgements of Apex Court regarding custodial torture/inquest proceedings/registration of FIR/dying declaration while advancing her case for registration of FIR in the matter.

    When the two complaints of wide public importance came up for hearing, Senior Prosecuting Officer (Sr. PO) Munish Kumar filed an Action Taken Report (ATR) as per the previous orders dated 28-02-2025 and 04-03-2025 and further submitted in the open court that inquest proceedings under section 194 BNSS, 2023 were initiated on 05-02-2025 and the Magisterial Enquiry was ordered by the District Magistrate on 06-02-2025 which is pending and SDPO, Billawar vide order dated 27-02-2025 granted permission to conduct a preliminary inquiry in order to ascertain the facts and take further action in the matter and the preliminary inquiry was entrusted to PSI Rahul Sharma of P/S Billawar and in his inquiry, he has not found any evidence to satisfy that the deceased and his father were subjected to torture by the police. It was further stated that all three inquiries are pending and a thorough and impartial inquiry is ongoing.

    On the other hand, Advocate Appu Singh Salathia appearing for the complainants vociferously argued that the Police Officials have violated the principles established in D.K Basu Vs. State of West Bengal and asserted that FIR must be registered in the matter on the basis of the dying declaration of Makhan Din who in a Mosque after putting Holy Quran on his head sworn that he was subjected to third degree torture to confess his links with anti-national elements when he is innocent and has no association with militants operating in the hills of Billawar.

    Advocate Appu Singh Salathia also read out in the open court the last words used by Makhan Din before ending his life on camera and further stated that the video deposition of Makhan Din itself sufficient for constituting a cognizable offence for registration of an FIR in the matter. She further submitted that both the complaints disclose commission of cognizable offences but the Billawar Police in order to shield the erring cops failed to register the FIR and this compelled the complainants to approach this court of law.

    After considering the submissions from both the sides, the Sub-Judge (Special Mobile Magistrate), Kathua Amandeep Kour directed the SHO, Police Station, Billawar to register an FIR and initiate a thorough investigation into the matter in accordance with law. The Court accordingly allowed the application filed by the father and wife of the deceased and directed the registration of an FIR based on their application. The court with regard to the application moved by two Advocates observed that prayer for separate FIR on their complaint is rejected as their complaint does not introduce any new facts or circumstances warranting a separate FIR.

    With these observations and directions, the Sub-Judge/Special Mobile Magistrate, Kathua Amandeep Kour disposed of the matter by directing SHO, P/s Billawar to register an FIR and initiate a thorough investigation into the matter in accordance with law. Complainant Advocates Mohd Anwar Chowdhary, S.S. Ahmed were also present in person whereas Mohd Mureed (Father of Makhan Din) and Advocate M. Zulkarnain Chowdhary were also present in the court.
