    DB expresses displeasure over non-filling of Response by both UTs of J&K and Ladakh.

    JAMMU MAR 05:-In the much publicized Public Interest Litigation (PIL No. 16/2018) titled Balwinder Singh V/s UT of J&K & Ors. highlighting inadequate health infrastructure and shortage of Doctors/Paramedics in both the UTs of J&K and Ladakh, when the PIL came up for hearing, Advocate Sheikh Shakeel Ahmed appearing for the PIL at the very outset highlighted before the Division Bench that two days back, a tribal woman delivered a baby on the road in broad day light in Inderwal Constituency falling under District Kishtwar which clearly shows the poor state of affairs with regard to health facilities in far flung areas of both the Union Territories.

    A Division Bench of Jammu & Kashmir and Ladakh High Court (Jammu Wing) comprising the Chief Justice Tashi Rabstan and Hon’ble Mr. Justice MA Chowdhary expressed its deep anguish and displeasure over the non-filling of response by both the UTs pursuant to order dated February 4th, 2025 whereby the Division Bench had granted time to both the UTs to file their response to the suggestions filed by petitioner Balwinder Singh through his Counsel Advocate Sheikh Shakeel Ahmed for improving health care services and infrastructure in both the UTs of J&K and Ladakh.

    The Division Bench headed by the Chief Justice Tashi Rabstan was surprised over the non-serious attitude of both the UTs and reluctantly allowed two weeks’ time as last and final opportunity to Senior AAG SS Nanda and DSGI Vishal Sharma to do the needful in terms of order dated February 4, 2025 failing which Administrative Secretaries of Health & Medical Education Department, Union Territory of Jammu and Kashmir as well as Union Territory of Ladakh, shall appear in person before the Court on the next date of hearing to submit their explanations.

    Advocate SS Ahmed with Advocates Rahul Raina, Supriya Chouhan and M. Zulkarnain Choudhary appearing for the PIL further submitted that since 2012 the posts of Dental Surgeons have not been advertised and on the last date of hearing, the Division Bench had categorically directed both the UTs to disclose as to why the posts of Dental Surgeons are not being advertised and it is unfortunate that there is complete non-serious approach towards the health care and the directions of the Division Bench by both the UTs.

    At this stage, the Division Bench comprising of the Chief Justice Tashi Rabstan and Hon’ble Mr. Justice MA Chowdhary in the open court remarked that they may call Chief Secretaries in case the directions passed on February 4, 2025 are not carried out by the Administrative Secretaries.

    The Chief Justice Tashi Rabstan in the open Court remarked that recently he visited the Govt. Medical College Jammu and was surprised that a patient from CD Hospital was being shifted through the main road by stature to the GMC and the Chief Justice sought the suggestions from Advocate SS Ahmed for connecting all the hospitals through over-head bridges in order to avoid inconvenience for their shifting from one hospital to another.

    Advocate SS Ahmed agreed to file suggestions in this regard and also stated that he would also place on record the video footage of the tribal woman who delivered a baby on the road in a remote village of Kishtwar District falling under Inderwal Legislative Constituency.

    Looking into the urgency involved in the matter, the Division Bench directed the Registry to re-notify the instant PIL on March 24th, 2025.

    RAJOURI, MAR 05: An introductory meeting regarding the constitution of Small Business Development Units (SBDUs), Business Help Desks (BHDs), and the selection of YUVA Doots under Mission YUVA was held today at the Conference Hall, DC Office Rajouri.

    The meeting was convened under the supervision of Dr. Raj Kumar Thapa, Additional District Development Commissioner Rajouri (District Nodal Officer – Mission YUVA) and witnessed participation from members of SBDUs and BHDs in both online and offline modes.

    During the meeting, Dr. Raj Kumar Thapa emphasized the need for a well-coordinated approach to effectively implement the objectives of Mission YUVA. He outlined specific roles and responsibilities for each member and directed that YUVA Doots be identified after completing the selection process as per the YUVA Doot framework.

    Sandeep Sharma, District Statistical & Evaluation Officer Rajouri, delivered a comprehensive presentation detailing the formation, roles, and responsibilities of SBDUs and BHDs. He highlighted their crucial role in supporting entrepreneurship, financial facilitation, and business development across the district. Meanwhile, Pradyot Gupta, Assistant Director Employment, Rajouri, presented the official orders regarding the constitution of SBDUs and BHDs and explained the conceptual framework for YUVA Doots.

    A key agenda of the meeting was the selection of YUVA Doots, who will serve as grassroots-level facilitators, ensuring the effective outreach of Mission YUVA initiatives. Discussions were also held regarding the structural mechanism for allocating panchayats to YUVA Doots, ensuring streamlined execution of tasks.

    The meeting concluded with directives for the timely selection of YUVA Doots and effective coordination between SBDUs, BHDs, and relevant stakeholders to facilitate employment and entrepreneurial opportunities under Mission YUVA.

    The meeting was attended by Sanjeev Bhasin (LDM), Rafaqit Aziz Functional Manager DIC, Ashwani Kumar, District Agriculture Officer, Kashmire Singh, SDAO, Naveen Anand, Manager JK Bank, Chander, DDM NABARD, Arshad Malik, DNO-EDI, Kamran Hanief, District Manager NRLM, and Asim, Block Manager NRLM Rajouri.

    Additionally, ADC Nowshera, Sunderbani, Kalakote, Koteranka, and SDM Thanamandi (Nodal Officers – BHDs), along with other members, participated in the meeting through virtual mode.

    *The project, which gained momentum following the personal intervention of DC Rajouri, has been made possible through strong civil-military liaison, with the Indian Army permitting development work in the designated area.     To commence the project, ₹50 lakh has been earmarked, with additional funds to be allocated as the work progresses.

    راجوری،۰مارچ ۵  – سینئر پیپلز ڈیموکریٹک پارٹی (پی ڈی پی) کے رہنما محمد فاروق انقلابی نے آج بی بی جی ایس بی یو راجوری میں پروفیسر پرویز عبداللہ کی معطلی کے حکم کو فوری طور پر واپس لینے کا مطالبہ کیا۔ ایک بیان میں انقلابی نے یونیورسٹی کے وائس چانسلر کی کارروائیوں پر تنقید کرتے ہوئے کہا کہ یہ معطلی دراصل یونیورسٹی انتظامیہ کے “مفاد پرست نظام” کا نتیجہ ہے۔

    انقلابی نے کہا کہ اس طرح کے فیصلوں سے طلباء کو شدید مشکلات کا سامنا ہو رہا ہے، جو اب تعلیمی غیر یقینی صورتحال کا شکار ہیں۔ انہوں نے کہا کہ انتظامیہ کا آمرانہ رویہ طلباء کی تعلیمی اور ذاتی ترقی کو روک رہا ہے، جنہیں ایک منصفانہ اور معاون ماحول کی ضرورت ہے۔

    “پروفیسر عبداللہ کی غیر منصفانہ معطلی نہ صرف ان پر اثر انداز ہو رہی ہے بلکہ اس کا براہ راست اثر طلباء پر بھی پڑ رہا ہے،” انقلابی نے کہا۔ “یونیورسٹی انتظامیہ کے اس مفاد پرست نظام کا خاتمہ کیا جانا چاہیے کیونکہ اس کا سب سے زیادہ نقصان طلباء کو ہو رہا ہے۔”

    پروفیسر عبداللہ کے حق میں بی جی ایس بی یو کے تدریسی عملے نے بھوک ہڑتال شروع کر دی ہے، جس کی وجہ سے طلباء کی تعلیم مزید متاثر ہو رہی ہے۔ انقلابی نے کہا کہ بھوک ہڑتال سے تعلیمی شیڈول اور طلباء کی پڑھائی پر منفی اثرات مرتب ہو رہے ہیں، جو یونیورسٹی کی کمیونٹی کے لیے ایک اور بحران ہے۔

    “تدریسی عملے کی بھوک ہڑتال پروفیسر عبداللہ کے ساتھ ہونے والے غیر منصفانہ سلوک کی طرف توجہ دلانے کی ایک آخری کوشش ہے۔ تاہم اس کا سب سے زیادہ نقصان طلباء کو ہو رہا ہے کیونکہ ان کی تعلیم بری طرح متاثر ہو رہی ہے،” انقلابی نے کہا۔

    پی ڈی پی کے رہنما نے متعلقہ حکام سے مطالبہ کیا کہ اس معاملے کا منصفانہ اور شفاف جائزہ لیا جائے اور مستقبل میں ایسے واقعات کی روک تھام کی جائے۔

    انقلابی کے بیان میں انتظامیہ اور فیکلٹی کے درمیان بات چیت کی ضرورت پر زور دیا گیا تاکہ ہمیشہ طلباء کے بہترین مفادات کو ترجیح دی جا سکے۔ انہوں نے حکام سے مطالبہ کیا کہ پروفیسر پرویز عبداللہ کو فوری طور پر ان کے تدریسی عہدے پر بحال کیا جائے تاکہ یونیورسٹی میں امن اور استحکام بحال ہو سکے۔

    RAJOURI MAR 05:-Senior People’s Democratic Party (PDP) leader, Mohammad Farooq Inqlabi, has called for the immediate revocation of the suspension order imposed on Professor Pervaiz Abdullah at Baba Ghulam Shah Badshah University (BGSBU) Rajouri. In a statement issued today, Inqlabi criticized the actions of the university’s Vice Chancellor (VC), stating that the suspension was a direct result of the “ego system” within the university administration.

    Inqlabi emphasized that such decisions are causing immense suffering for the students, who are left in a state of academic uncertainty. He pointed out that the administration’s autocratic approach is hindering the academic and personal growth of students, who deserve a fair and supportive environment.

    “The unjust suspension of Professor Abdullah not only affects him but is also having a significant negative impact on the students,” Inqlabi said. “The ego-driven system within the university administration must be put to an end, as it is the students who are bearing the brunt of these arbitrary decisions.”

    In support of Professor Abdullah, the teaching staff of BGSBU has gone on a hunger strike, further compounding the disruption to students’ education. Inqlabi highlighted that this hunger strike is deeply affecting the academic schedule and students’ studies, adding to the crisis faced by the university community.

    “The hunger strike by the teaching staff is a desperate attempt to bring attention to the unfair treatment of Professor Abdullah. However, it is ultimately the students who are suffering the most, as their studies are being severely disrupted,” he stated.

    The PDP leader also called on the relevant authorities to conduct a fair and transparent review of the situation and ensure that such incidents are not repeated in the future.

    Inqlabi’s statement underscores the need for dialogue between the administration and faculty to ensure the best interests of students are always prioritized. He urged the authorities to take immediate action and restore Professor Pervaiz Abdullah to his teaching position, stressing that this move would bring much-needed peace and stability to the university.

    CHENAB VALLEY MAR 05:-In a shocking and heartbreaking incident in the Bunjwah region of Kishtwar district, a pregnant woman gave birth on the roadside while trying to reach the nearest Primary Health Centre in Nali. Because of the poor condition of the Patnazi-Kither road, she had to be carried on a makeshift stretcher (palki), as no vehicles could navigate the crumbling infrastructure. Local representatives, including the District Development Council (DDC) Member for Bunjwah and MLA Inderwal, have neglected this urgent issue for far too long.

    Local sources report that the woman’s family hurried her to a nearby health facility, but the poor condition of the Patnazi-Bunjwah road prevented any vehicles from reaching her in time. With no other options available, she had to deliver her baby on the roadside, putting both her and the baby’s lives at great risk.

    In a viral video, family members shared their experience of having to leave their homes early in the morning to reach the hospital. Unfortunately, they were unable to make it in time, resulting in the woman giving birth on the historic Bunjwah road. “Both the mother and child are doing well, but we have seen many cases where either the mother or the child has lost their life on the way to the hospital. We even tried to call for an ambulance, but nothing worked for us. Thank God the mother and child are safe and back home,” stated the woman’s father-in-law.
    The 102 Ambulance that was approved for PHC Nali in 2014 is not stationed in Bunjwah, and no one knows its current whereabouts. This situation has caused outrage among residents, who have long been requesting repairs and maintenance for the essential road that connects Patnazi to Kither, as well as complete restoration of the road from Donadi.

    Residents blame DDC Member Choudhary Aemna Banoo for her neglect as she had done nothing except make reels on social networking sites besides putting society at the mercy of Almighty God. Local express anguish over MLA Pyaray Lal for failing to address basic issues such as road infrastructure and healthcare services. “Our representatives have ignored us for years. The roads are in pathetic condition, healthcare facilities are nearly nonexistent, and no one listens to our concerns. How many more tragedies like this will it take for the authorities to take action?” expressed an angry resident Ashiq Wani.

    There is an urgent need for widespread and meaningful action regarding the situation of pregnant women giving birth on the roadside in Bunjwah. It is essential to address the misconceptions that arise when people only recognize progress through visible development work. Unfortunately, this tragic incident occurred In the area, some leaders stood by as silent observers. How long will they remain indifferent? This could happen to anyone tomorrow. Is it not our right to demand accountability and action?

    This silence poses a serious risk for future generations. I urge elected representatives and political party members to consider why they have not questioned local and district administrations about improving conditions in remote areas. Where were these officials during this crisis, and what actions have been taken to relieve the suffering of the community?
    Will the voices of marginalized individuals continue to be silenced? If there is a major hospital near Bunjwah, why did this woman have to give birth on the road? Why do vehicles struggle to travel on these roads? Have we lost our dignity, relegated to living like our ancestors while witnessing such incidents today?

    Mohd Idrees, a relative of the woman, shared the heartbreaking experience: “This morning, when my sister was due to Deliver, we called for an ambulance, but no one arrived due to the terrible road conditions. We lack proper medical facilities—there are no doctors or hospitals available. We urge the Deputy Commissioner, MLA, and the government to address the suffering faced by tribal communities in these remote areas. We are forced to carry pregnant women on our shoulders because of the inadequate roads and lack of healthcare. Today, a woman gave birth on the roadside and was then taken back home. We do not even have a single gynecologist in the region.”

    Advocate Zulkarnain Choudhary, while sharing a clip on social networking sites, stated, “What great development is taking place in the Inderwal Constituency of Kishtwar District, Jammu and Kashmir. However, it is concerning to note that the tribal Gujjar and Bakerwal areas in many parts of the former state of Jammu and Kashmir have been neglected. Women have been forced to give birth on the roadside due to a lack of Access to roads and transport, despite the fact that development in Jammu and Kashmir is at its peak. Everyone should remember this.”

    There are numerous complaints regarding absenteeism in the health sector of Bunjwah, which includes PHC Nali, NTPHC Patnazi, and the Health Sub Centers in Buddhar. Staff members are not fulfilling their duties according to the scheduled roster. Both doctors and paramedical staff have been making their weekly shifts but appear to treat their time in Bunjwah as a vacation, using it as an excuse to stay away from work.

    It is quite surprising that the salaries of these absentee employees are still being disbursed, considering that attendance is mandatory to be marked on the online portal from their specific posting locations. The authorities must take note of this negligence and verify attendance through mobile phone location services.

    It is important to note that as the country moves toward digitalization and aims to establish itself as a global superpower, a pregnant woman in Bunjwah faces serious challenges due to a lack of access to proper roads and medical assistance. Despite her known pleas for help, the administration and local representatives have failed to take concrete action, leaving villagers to suffer, especially during medical emergencies.

    Although authorities have not yet released an official statement, this incident underscores the urgent need for improved road connectivity and enhanced healthcare access in the remote areas of Kishtwar. Residents are urging the district administration and the Jammu and Kashmir government to take immediate action to repair the roads before another tragedy occurs. The village is primarily inhabited by the Gujjar community, who claim that the government has neglected their needs.
