    RAJOURI JAN 15:– In a heartbreaking incident, a five-year-old girl lost her life after being attacked by a pack of stray dogs in Shahdra village, located in the Thanamandi sub-division of Rajouri district, on Wednesday.

    The victim, identified as Samreen Kouser, daughter of Mohammad Shafayet, was returning home from school when the tragic attack occurred. According to officials, a group of stray dogs pounced on the young girl, leaving her critically injured.

    Hearing her desperate cries, locals rushed to the scene and managed to rescue Kouser, quickly transporting her to a nearby hospital. Tragically, the doctors declared her dead on arrival.

    The incident has left the local community in shock and mourning, with many calling for immediate measures to address the stray dog menace in the area. Authorities have yet to issue a formal statement regarding the tragedy.

    POONCH JAN 15:-Two girls from Rahul Dravid Cricket Club Asma Choudhary and Mehnaaz Akhter have excelled beyond cricket by representing Jammu and Kashmir in soft tennis at the national level.

    Today they returned to Poonch and were awarded national certificates by Zamood Ahmed JKAS and Prof. Khaleel Ahmed.

    It is a proud moment for District Poonch their parents and the Department of Youth Services and Sports J&K and Sports Council (Poonch Unit) and their coaches.

    **Implementation of Land Pooling, TDR & ToD policies discussed; Solid Waste Management reviewed**

    JAMMU, JAN 15:-Chief Minister Omar Abdullah today chaired a series of meetings to review and discuss implementation of proposed urban planning schemes and policies aimed at transforming the urban landscape of Jammu and Kashmir to bring about planned development in urban areas.

    During the meeting, the Chief Minister was briefed on the Land Pooling Policy, including its background, guiding principles, and objectives. Under the land pooling policy, developers or private land owners shall come together to pool their land and obtain authorization for development.

    While authorizing development, the concerned urban governance agencies shall keep sufficient land for development of infrastructure, wide roads, parks, open spaces and other amenities and the remaining land would be returned to the landowners which they would share proportionately among themselves.

    The benefits of land pooling for various stakeholders would be that the value of land increases for the landowners and better infrastructure gets created as compared to the irregular land plots pooled by the landowners developing that land parcel.

    This would help in creation of infrastructure as a sustainable alternative to conventional land acquisition methods. The scheme is aimed tobe a win-win situation for both the government and various stakeholders, including individual landowners and real estate developers.

    The meeting also delved into the Transferable Development Rights (TDR) Policy, focusing on its broad contours, objectives and mechanisms. The potential use of TDR for heritage properties, ensuring their preservation while enabling urban growth was also discussed. Under TDR scheme, for the land surrendered by a land owner or a developer free-of-cost for public purposes such as road widening, public passage, for conservation, heritage and other infrastructure development, shall be granted a non-financial compensation in the form of a TDR certificate specifying the Built-Up Area (BUA) or Floor Area Ratio (FAR) given to a land owner or developer which he can utilize in remaining part of his property or build elsewhere and even monetize by selling TDR to any other developer or user in receiving areas.. This would allow developers to build over and above the permissible Floor Area Ratio (FAR) for the land surrendered in congested areas.

    The concept of Transit-Oriented Development (TOD) was also discussed, with emphasis on its objectives to promote sustainable urban mobility and to ensure planned development around public transport stations. The stipulations of TOD would facilitate compact, walkable urban spaces around transit hubs.

    Separate discussions were held on proposed services under Integrated Solid Waste Management (ISWM) for municipalities and urban local bodies across Jammu and Kashmir. Presentations by Housing & Urban Development department outlined strategies for collection, transportation and processing of solid waste.

    Chief Minister exhorted the Housing & Urban Development Department to initiate implementation by taking up projects under Land pooling, TDR & TOD to create few success stories which would infuse confidence among stakeholders to adopt these urban planning strategies for overall development of our cities.

    Besides, the meeting discussed management of waste disposal facilities, cleaning of roads, drains and waterbodies on Public-Private Partnership (PPP) model.

    A presentation on the challenges of solid waste management in Udhampur district depicted dumping of daily waste at landfills resulting in choking of drains and water channels.

    Proposed solutions discussed included waste segregation, recycling mechanisms, and pollution control machinery to tackle these pressing issues effectively.

    Representatives of the National Bank for Financing Infrastructure and Development (NaBFID) also delivered a separate presentation. The discussion focused on infrastructure development projects across Jammu and Kashmir.

    The meetings were attended by Advisor to the Chief Minister Nasir Aslam Wani, Chief Secretary Atal Dulloo, Additional Chief Secretary to the CM Dheeraj Gupta, Principal Secretary Finance Santosh D Vaidya, Commissioner Secretary Housing & Urban Development Department Mandeep Kaur, and other senior officials. Officers based in Srinagar participated through video conferencing.

    RAJOURI JAN 15:– In a noteworthy move to enhance road safety awareness, the Regional Transport Office (RTO) Rajouri, in collaboration with the Traffic Police, conducted a joint awareness drive today at Muradpur Jammu-Poonch National Highway. This initiative was part of the ongoing National Road Safety Month, held under the directives of Transport Commissioner Vishesh Pal Mahajan.

    The campaign, aimed at two-wheeler riders, emphasized the critical importance of wearing helmets to reduce fatalities in road accidents. Officials educated riders about the dangers of riding without helmets and shared valuable insights on safe driving practices.

    As a part of the initiative, 40 helmets were distributed free of cost to two-wheeler riders, reinforcing the safety message. Additionally, chocolates were distributed as a goodwill gesture, symbolizing the administration’s care and commitment to public well-being.

    Assistant Regional Transport Officer (ARTO) Rajouri, Pawan Kumar Sharma, who led the campaign, expressed optimism about the impact of such initiatives. “Our aim is to make our roads safer through awareness and action. Wearing a helmet is a simple step that can save lives,” he stated.

    The drive was well-received by the public, with many riders appreciating the efforts of the authorities. DSP Traffic Shiv Kumar, along with other officials, was present at the event, lending support to the cause.

    As National Road Safety Month continues, such initiatives are expected to leave a lasting impact on driving behavior, contributing to safer roads for all.

    RAJOURI JAN 14:-In the wake of increasing number of mysterious deaths in Badhaal village of Rajouri district (14 deaths till January 14) Chief Secretary (CS), Atal Dulloo, on Tuesday chaired a meeting of officers/officials of divisional/ district administration level and health experts from several prominent national health institutions to take stock of the measures taken so far to identify the real causes behind these mysterious deaths.
    The meeting, besides Secretary Health & Medical Education Department was attended by ADGP, Jammu; Divisional Commissioner, Jammu; DIG, Rajouri-Poonch Range; DC, Rajouri; SP, Rajouri; Principal, GMC, Jammu; Principal, GMC, Rajouri; Director, Health Services, Jammu and Experts from PGIMER, CSIR, National Institute of Virology (NIV), National Centre for Disease Control (NCDC), DRDO and others.
    Atal Dulloo impressed upon the health and police departments to assess the reports received from different institutes of repute to identify the real cause of these deaths & asked them to work in close coordination to take this investigation to its logical conclusion.
    “Utilize the best resources to study these reports along with using other scientific measures to reach the conclusion” CS asked the police department.
    He urged the health department to study these reports to find the reasonable leads causing these deaths.
    “Reports furnished by different institutions are now available with us and more are going to be received soon. These reports should be enough to conclude the investigations and reach possible reasons for these deaths reported from this village,” said CS.
    Dulloo listened to experts from PGIMER (Chandigarh), NIV, CSIR and NCDC about their findings after studying numerous samples taken from the affected persons or area.
    He also sought suggestions from them about the future course of action to be taken from here.
    Experts explained that after carrying out extensive microbiological studies no viral, bacterial or microbial infection was found to cause these deaths.
    These were found to be localised and possibly having some epidemiological linkage.
    It was also given out that certain neurotoxins were found in the samples of the deceased persons which is further investigated to know more about it.
    It is pertinent to mention here that from 7th of December, 2024 about 13 deaths were reported in three different incidents from Badhaal village & the causes of which were unknown.
    The government has taken several measures including rushing of Rapid Response Teams, carrying out investigations of samples from humans and animals, testing of water etc besides taking assistance of reputed health institutions of the country to know about the actual causes behind these deaths.
