    Police in Rajouris’ Nowshera sub division has foiled a bovine smuggling bid.

    In the wee hours the team of Police Station Nowshera has foiled bovine smuggling bids in which 04 bovine animals were rescued, driver namely Sunil Kumar S/O Rakesh Kumar R/O Kanahete, Bhawani arrested, and 01 vehicle Tata Mobile bearing registration number JK11A-6696 seized.

    In this regard, a case FIR No.167/2024 u/s 223 BNS, 11 PCA Act & 184 MV Act have been registered in Police Station Nowshera.

    RAJOURI,DEC 02: To review the developmental scenario, implementation of public welfare schemes and address bottlenecks in project implementation, Deputy Commissioner Rajouri, Abhishek Sharma, chaired a comprehensive inter-departmental review meeting here today in Dak Bungalow. The meeting emphasized equitable distribution of resources across all subdivisions and the expedited implementation of projects.

    Additional District Development Commissioner Dr. Raj Kumar Thapa briefed the chair regarding the progress of the ongoing schemes, highlighting achievements and identifying challenges requiring immediate attention.
    The DC took stock of the progress on aspirational toilets, Material Recovery Facilities (MRF), compost pits, bio-remediation projects, Swachh Bharat Mission (SBM) convergence, asset utilization, sewage treatment plants for used water, water body rejuvenation, street vendor welfare, and the Pradhan Mantri Awas Yojana-Urban (PMAY-U).
    The financial and physical progress of JJM schemes was reviewed, and officers were directed to expedite their completion to ensure the timely delivery of water supply schemes.

    The functioning of Kisan Khidmat Ghars was assessed, with directives to establish pending units. District Statistical and Evaluation Officer (DSEO) was tasked with verifying progress.
    Progress was reviewed for Animal and Sheep Husbandry, Sericulture, Floriculture, Fisheries, Horticulture, National Health Mission (NHM), Integrated Watershed Management Programme (IWMP), JAKEDA, RDSS, and FPMA. DC also directed to identify locations for high-density apple plantations in Thanamandi, Kotranka, and Rajouri.

    Discussions focused on the blacktopping of Bella Bus Stand, completion of the hospital at Thanamandi, and the shifting of the SDM office to the old hospital building.
    Progress on the Ayush building in Ujjan, the 180-bedded district hospital, incomplete bridges, the Gujjar and Bakerwal hostel in Sunderbani and Budhal, and NABARD-funded filtration plants was reviewed. Forest clearance issues, particularly for the National Highway, were resolved.

    Reviewing MGNREGA works, the DC directed the low-performing blocks to enhance their progress and improve indicators. It was informed that 100% tendering has been achieved for 4,772 RDD works.

    The CEO was directed to improve the quality of adult education, monitor Mid-Day Meal (MDM) schemes, and expedite works under Samagra Shiksha.

    The review covered achievements of ICDS, Beti Bachao Beti Padhao, TSP, Article 273, women empowerment hubs, and One-Stop Centers. The food safety initiatives, menu implementation, and Poshan Tracker status were highlighted.

    The DMO reported that even as 22 mining sites are currently operational, most of these will close due to environmental clearance expiry. The DC directed timely applications for short-term and disposal permits to ensure uninterrupted construction activities.
    Emphasis was laid on improving beneficiary e-KYC under NFSA.
    Departments like Irrigation, Flood Control, R&B, and PMGSY presented updates on ongoing projects.

    The DDC stressed the need to focus on the tribal population, especially Bakerwals, ensuring their inclusion in government schemes and enhancing their access to adult education facilities.
    The meeting concluded with the DC reiterating the importance of equitable scheme distribution, timely project execution, and improved monitoring mechanisms to achieve developmental goals.

    The meeting was attended by ADDC Rajouri Dr. Raj Kumar Thapa, ADC Kalakote Mohammad Tanveer, ADC Nowshera Babu Ram Tandan, ADC Sunderbani Mohammad Jahangir Khan, ACR Rajouri, DMO Mohammad Sayeed, SDM Thanamandi Sheraz Ahmed, ACD Rajeev Magotra, DFO Rajouri Rajeev Sharma, DFO Nowshera Shweeta Deona, EXENs from PWD and other departments, and senior district and sectoral officers.

    RAJOURI DEC 02:-The educational prospects of students at Government High School Sankari No. 2 have been significantly impacted by the ongoing absence of a Mathematics teacher. Concerned locals raised the issue during the Block Diwas meeting, expressing their frustrations to the District Development Commissioner (DDC) Rajouri. The DDC immediately directed the Chief Education Officer (CEO) to address the issue and ensure a teacher is appointed without delay.

    Member of the Legislative Assembly (MLA) of Rajouri, Iftikhar Ahmed, also reassured the community that a permanent teacher would soon be appointed to end the disruption. However, the hopes of the locals were dashed when the teacher appointed by the Chief Education Officer visited the school briefly, only to disappear shortly thereafter. Reports suggest the teacher was reassigned from another school in the region, which has only deepened concerns among the parents and students.

    This ongoing issue has led to growing dissatisfaction, with residents accusing the Education Department of failing to resolve the problem effectively. The community has now warned of a potential protest if the government does not take swift action to appoint a permanent Mathematics teacher.

    In an exclusive interview with *GNS,* social activist Mukther Bhat expressed deep concern over the situation. “It is unfortunate that students are being deprived of their right to quality education,” Bhat remarked. “The education system should not be treated as a temporary arrangement. If we cannot ensure a permanent teaching staff, we are doing a disservice to our future generation.”

    Bhat further criticized the Education Department’s failure to deliver on its promises, urging authorities to act swiftly to end the disruption of students’ learning. He emphasized that education must be a priority and that the government must ensure teachers are consistently available to meet students’ needs.

    The issue highlights a broader concern over teacher transfers and postings in government schools. While teachers are frequently reassigned to different schools, the lack of stability and commitment often leads to gaps in education, particularly in critical subjects like Mathematics. The absence of a permanent Maths teacher at Government High School Sankari No. 2 is just one example of the teacher shortages affecting the quality of education in the region.

    Parents and students are calling for a more stable and effective posting system that ensures teachers remain in schools for extended periods to provide students with the continuity they need to succeed. The local community continues to wait for the authorities to deliver on their promises, as the future of their children’s education hangs in the balance.

    Social Activist Tahira Noor, a local resident, added, “Sankari No. 2 school is already understaffed, and a new teacher should be sent there. No teacher should be taken from there. The students there are already suffering.”

    She further noted, “As for Sankari No. 1 school, there is already adequate staff for every subject, so no teacher should be reassigned there.”

    POONCH,DEC 02:-District Development Commissioner Poonch Vikas Kundal on Monday chaired a review meeting in Conference Hall of DC Office to access the working of the Food Civil Supplies and Consumers Affairs Department. Assistant Director FCS&CA Adil Shabir and all Tehsil Supply Officers (TSO)s of the district attended the meeting.

    At the outset, the Assistant Director FCS&CA gave a detailed presentation regarding the functioning of the department. He said that the district boasts ample reserves of essential commodities including wheat, rice, LPG, petrol and diesel. “To ensure widespread accessibility, the department utilizes seven stores and 167 fair price shops and 20 Government sale depots for ration distribution,” he added.

    A thorough discussion ensued and the DDC reviewed the status of e-KYC/e-Shram/NFSA/Non-NFSA & PMFSS schemes focusing on three categories of Non- Priority Households (NPHH), Priority Households (PHH) and Antyodaya Anna Yojana (AAY). He reviewed the current status and issues faced by the TSOs from various zones in the district.

    The DDC reviewed E-KYC reports from each zone and asked the TSOs to complete the E-KYC registration in their jurisdictions. He also discussed issues related to online transactions, instructing officers to only provide ration through online mode. Manual or offline ration provision is not permitted only in areas having network issues. The Assistant Director was asked to review the network location of offline PoS Machine again.

    The DDC reviewed the status of AADHAAR seeding, construction of Govt food Store Balakote and employee strength, rationalization of manpower and addressed various issues of employees.

    SRINAGAR DEC 02:-PDP’S Additional Spokesperson Shokia Qureshi has said that participation of lakhs of candidates in recently held constable post examination is indicative of alarming un employment issue in J&K and exposes all false claims of Khushhaal Kashmir, which is being projected out side J&K.The ratio of jobs advertised v/s applicants stands at staggering 1:140.

    Keeping in view this alarming situation , it is important that govt initiates fast track course to fill up all vacancies in the departments of J&K so that our youth get the jobs in time and do not turn over age by the passage of time.

    Further as train service is expected to connect Kashmir with Kanyakumari very soon , Central Govt must consider a special package of employment for youth of J&K in railways as youth from Kashmir have remained disconnected from railway recruitment jobs during last several decades due to non availability of train services in Kashmir. Such a package will not only give our educated youth an opportunity to serve railways but can also solve the issue of un employment to a certain extent.

    JAMMU, DEC  02: Two-day North Zone-1 regional conference organized by National Judicial Academy, Bhopal and hosted by the High Court of J&K and Ladakh and Jammu and Kashmir Judicial Academy concluded at SKICC Srinagar today.     The conference on “Court Dockets: Explosion & Exclusion” was organized by National Judicial Academy, Bhopal and hosted by the High Court of J&K and Ladakh and Jammu & Kashmir Judicial Academy. It concluded today at SKICC, Srinagar.

    The second day of the two days conference witnessed two technical sessions. In the first session of the day, Justice Rajesh Bindal, Judge, Supreme Court of India along with Justice A. Muhamed Mustaque, Judge, High Court of Kerala, resource persons of the session, discussed on the e-Courts Project, emphasizing strategies to bridge the digital divide.

    Justice Bindal highlighted that inadequate equipment and infrastructure are persistent issues affecting all judicial stakeholders including Judges, lawyers and litigants. He emphasized that it is imperative to consider robust internal regulations for three primary stakeholders: Judges, lawyers and litigants. It should address unequal access to devices and technological infrastructure, issues related to bandwidth and connectivity, and varying levels of proficiency and familiarity with technology so that the delivery of justice is equitable in the true sense of the term.Jammu tourism packages

    Justice Mustaque through a power point presentation discussed bridging the digital divide and role of e-services. He underscored the importance of inclusivity and accessibility in leveraging technology for a robust justice delivery system. He further stressed that the amalgamation of technology with the judicial processes promises to enhance efficiency, capability, accessibility, and transparency in the journey of justice.

    Digital Courts can fasten up the backlog of cases, thereby, reinforcing public trust in the legal system. Justice Mustaque also highlighted the four principles of digital accessibility i.e. Perceivable, Operable, Understandable & Robust.

    The second technical session of the day was chaired by Justice N. Kotiswar Singh, Judge, Supreme Court of India. Justice A. Muhamed Mustaque, Judge, High Court of Kerala and Justice M. Sundar, Judge, High Court of Madras were the resource persons for the session.

    Justice Kotiswar reiterated that case management provides the immediate need for preventing futile backlogs, providing swift justice, dealing with backlogs with a more determined effort and creating an atmosphere of joint venture between judges, lawyers, litigants and administrative officers. He emphasized that the Judges must keep track of the case by adhering to the schedules and see that no unreasonable time should be allowed to be wasted for service of the process and filing of the written statements.

    Justice Sundar in the concluding session discussed the role of Artificial Intelligence (AI) in judicial decision making. He explained that the emerging technologies, such as artificial intelligence and blockchain, are revolutionizing judicial processes. He further stated that by adopting these advancements, the judiciary can strengthen governance, security, and efficiency, laying the foundation for future innovations.

    Justice Mustaque through the power point presentation explained ON-courts portal service successfully launched at High Court of Kerala for ensuring transparency and efficient justice delivery system. He also introduced the concept of digital courts which creates a system in which judicial and administrative processes are simplified.
    Director J&K Judicial Academy, Sonia Gupta compared all the technical sessions of second day of the conference.

    All the sessions remained very interactive during which all the participants actively participated and shared their experiences, difficulties and also discussed various aspects of the subject topics. They also raised a number of queries which were answered satisfactorily by the resource persons.

    SRINAGAR DEC 02:-One Week Training Programme on Optimising Ecological Resources and Process to Minimize Usage of Chemicals at Watergam Sub-Division Rohama Organised by FoA, Wadura, SKUAST-Kashmir and sponsored by MSME. Faculty of Agriculture, (FoA) Wadura, Sher-e-Kashmir University of Agricultural Sciences and Technology of Kashmir inaugurates “One Week” training program on “Optimising Ecological Resources and Process to Minimize Usage of Chemicals” and “One day” awareness programme on “Entrepreneurship Development of Women Through Organic Farming” in collaboration with Department of Agriculture Sub- Division Rohama, Zone Watergam, Baramulla, funded by MSME (Ministry of Micro, Small and Medium Enterprises).

    The primary objective of the programme was to equip and inspire participants to develop innovative ideas and understand the significance of Organic Farming, Optimising ecological Resources besides negative impact of chemicals.

    The event was graced by the presence of Chief Guest, Prof. Raihana Habib Kanth, Dean Faculty of Agriculture, who highlighted the hazards of indiscriminate use of inorganic fertilizers and other pesticides possessing severe hazards to the environment, human health and ecosystem. She underscored that this programme serves as a significant step towards promoting sustainable agricultural practices and empowering the community, especially women, through organic farming and ecological resource optimization.

    On the occasion Dr Yadvinder Singh Sason Chief Agricultural Officer Baramulla played an important role during the inaugural Session of the training programme and also highlighted the potential of these organic farming practices and deliberated upon various Govt sponsored schemes and incentivization for promoting organic farming in Jammu and Kashmir.
    Dr. Bilal Ah. Bhat Head Division of Agri-extension and communication, FoA, Wadura shed light on the importance of these training programmes in fostering new enterprises and assured participants of continued support in their entrepreneurial journeys.
    Dr. Zahoor Ahmad Shah (Assistant Professor cum Junior Scientist) Division of Agri. Extension talked about the importance of Organic Farming practices in crops w.r.t. Kashmir Scenario, ill effects of using herbicides, insecticides and pesticides and their residual effects on preceding crops.
    Dr. Shayista emphasized the importance of promoting organic farming practices as a viable alternative to mitigate the adverse effects of chemical usage. This holistic approach aims to foster a healthier environment, promote sustainable agriculture, and ensure the well-being of local communities.

    Mr. Farooq Ahmad Dar, Tehsildar Watergam also highlighted the importance of women empowerment.
    Key contributors to the programme included Sub District Agriculture Officer, other Extension Officers of the line department and Research Scholars from SKUAST Kashmir attended the event and played an important role during the inaugural session of the training programme.

    About 75 Participants of MSME sponsored training /awareness programme participated including young entrepreneurs, women farmers, practicing farmers and unemployed youth. Significant Number of participants were Women farmers including (OBC) category in the event.
    Prof. Parmeet Singh expressed heartfelt appreciation and submitted gratitude to Sub District Agricultural officer Mrs. Shahnaz Nabi Sofi (AEO),Mr. Yasir Ahmad Mir technical officer and his dedicated team for their exceptional efforts and collaboration to make this event happen in their respected zone.
