Decades of neglect, compounded by the challenges of recent years, have pushed these entrepreneurs to the brink. Now, a new wave of taxes threatens to sink the industry altogether.

    Houseboat owners have endured a harrowing journey. The unrest, the abrogation of Article 370, and the COVID-19 pandemic inflicted immense damage on the industry. With their vessels deteriorating and livelihoods shattered, these entrepreneurs sought government assistance, only to be met with indifference. The imposition of hefty taxes on an industry already reeling from successive blows has sparked outrage among houseboat owners.

    The houseboat industry is not just about tourism; it sustains thousands of families directly and indirectly. Its demise will have far-reaching consequences for the local economy. It is imperative that the government recognizes the critical role of this sector and extends a helping hand rather than imposing additional burdens.

    Mohammad Yaqoob Dunoo, Former General Secretary of the Kashmir Houseboat Owners Association (KHBOA), vehemently criticized the government’s decision. He argued that the industry is yet to recover from previous losses and cannot bear the burden of additional financial strain. Dunoo urged the government to reconsider the decision and roll back the taxes, emphasizing the dire situation of the houseboat owners.

    The houseboat industry, once the crown jewel of Kashmir’s tourism, is now facing an existential crisis. For decades, these resilient entrepreneurs have borne the brunt of government apathy and discriminatory policies. Their struggles have been exacerbated by the tumultuous events of the past two decades, including the unrest, the abrogation of Article 370, and the COVID-19 pandemic.

    During these trying times, houseboat owners were left to fend for themselves. Their pleas for support, including essential materials like timber for repairs, fell on deaf ears. Many houseboats were lost to the waters, while the government remained indifferent. Now, as tourism begins to revive, the administration’s demand for taxes has added insult to injury.

    With a limited operational season of just 90 days, houseboat owners face a daunting task of balancing meager income with exorbitant expenses. From maintaining their vessels to supporting their families, every rupee is stretched thin. The imposition of hefty taxes is nothing short of a death knell for this already struggling community.

    A vocal advocate for the houseboat owners, often referred to as the “Warrior,” has passionately brought their plight to the forefront. His words, echoing the spirit of Dr. Sir Muhammad Iqbal, underscore the indomitable spirit of these entrepreneurs who continue to navigate adversity with unwavering pride.

    It is imperative that the government recognizes the critical role played by houseboat owners in Kashmir’s economy and takes immediate steps to address their grievances. Providing them with the necessary support, including access to timber, waiving electricity bills during crises, and implementing fair taxation policies, is essential for the survival of this iconic industry.

    The future of Kashmir’s houseboat industry hangs in the balance. Without urgent intervention, a cherished part of Kashmir’s cultural and economic fabric may be lost forever.

    JAMMU SRINAGAR AUG 01:–In a significant move towards educational reform, the School Education Department of Jammu and Kashmir has issued a landmark order withdrawing the powers of attachments and deployments of teachers from Chief Education Officers (CEOs) and Zonal Education Officers (ZEOs). This action follows a compelling letter from Ayaz Mughal, a Social Activist, addressed to the Principal Secretary of the School Education Department, Sh. Alok Kumar.

    Ayaz Mughal, in his letter (Ref: AI/Gen/2024/004 dated July 29, 2024), highlighted the persistent misuse of the powers of rationalization, which had been delegated to Principals and Cluster Heads. Mughal’s concerns centered on the arbitrary and often detrimental attachments and deployments of teaching and non-teaching staff, which he argued were compromising the quality and stability of education in the region. He urged the Principal Secretary to revoke these powers to ensure a more accountable and transparent system.

    In his letter, Mughal emphasized, “Despite the assurances of increased accountability and transparency post-Article 370 abrogation, a closer examination reveals a stark contrast between the promises made and the reality on the ground.” He pointed out that many teachers were exploiting loopholes to secure positions in offices rather than fulfilling their teaching duties, thereby adversely affecting students’ education.

    Government Order No. 304-JK(Edu) of 2024, dated August 1, 2024, marks a decisive response to these concerns. The order states:

    “In partial modification to Government Order No. 2173-JK(Edu) of 2022 dated 01.12.2022, it is ordered that the powers of rationalization delegated to Principal(s)/Cluster Head(s) is hereby withdrawn with immediate effect and henceforth shall be exercised by the Joint Directors, with the prior approval of respective Director(s).”

    This change centralizes the authority for staff rationalization to the Joint Directors, requiring them to seek approval from the respective Directors, thereby ensuring a higher level of oversight and reducing the potential for misuse.

    “No rationalization/internal arrangement/deployment/attachment of teaching/non-teaching staff shall be made by the Chief Education Officers/Zonal Education Officers, henceforth. Any deviation of this order reported, the erring officer(s) shall be dealt strictly under law.”

    This strict directive aims to eliminate unauthorized staff movements and enforces strict legal consequences for any officers found violating the order.

    The issuance of this order has been hailed as a historic moment in the education sector of Jammu and Kashmir. Ayaz Mughal expressed his gratitude to Principal Secretary Alok Kumar for acknowledging his concerns and taking decisive action. In his statement, Mughal said:

    “My continuous efforts and endeavors are finally bearing fruit. However, we still have a long way to go. The struggle continues, and we must work to reform the education system.”

    RAJOURI,AUGUST 01: Deputy Commissioner Rajouri, Om Prakash Bhagat today convened a meeting to review the progress made by block khawas under the Aspirational Block Development Programme. ABDP is an initiative aimed at improving the performance of areas that are lagging on various parameters of development.

    The Deputy Commissioner thoroughly reviewed the progress made in the identified areas that required improvement in the given 40 indicators. The review included six key performance indicators that cover Health & Nutrition, Social Development, Agriculture and allied services. The DDC emphasized for achieving 100% saturation in respect of the six KPIs by the target date of 30 September,2024. He directed the concerned departments to take necessary steps to improve the indicators and achieve the targets. He also directed the concerned officers to achieve 100 percent saturation of individual beneficiary schemes besides covering the other welfare schemes of different departments in the Aspirational Block which are required to be saturated by ending March,25 without failure.

    RAJOURI, AUGUST 01: –Deputy Commissioner Rajouri, Om Prakash Bhagat today launched the Swachhata Pakhwada, a program which aims to spread awareness about the importance of cleanliness and encourage citizens to take active participation in maintaining a clean environment.

    The main inaugural program was held in the PWD Dak Bungalow Rajouri which was presided over by the Deputy Commissioner Rajouri Om Prakash Bhagat. During the program, a Swachhata pledge was taken by all attendees, reaffirming their commitment to maintaining cleanliness in their surroundings. The DC emphasized the importance of collective efforts in achieving a clean and healthy environment. He said that Swatchta Pakhwada is an important initiative towards creating a clean and healthy environment and urged all residents to participate actively in this program for creating maximum awareness on importance of cleanliness in the society.

    The Swatchta Pakhwada program will run from 1st Augustto 15 August 2024 , culminating in a massive cleanliness drive and plantation drive across the district. With the launch of Swachta Pakhwada, the district administration has reaffirmed its commitment to promoting cleanliness and hygiene in Rajouri. The initiative is expected to have a positive impact on public health and the environment, and will pave the way for a cleaner and healthier future.On the occasion, the DC Rajouri also flagged off a van that will travel across the district for making public announcements about the significance of cleanliness and waste management in the society.

    RAJOURI JULY 31:–Sub Divisional Magistrate (SDM) Thanamandi, Abid Hussain, JKAS, on Tuesday through a circular has restricted the visit/roaming in the forests and bursting of high intensity firecrackers between 9 pm and 4 am without permission within the jurisdiction of his office.

    It is pertinent to mention here that in the recent past the terrorists have attacked the Army convoys and civil passenger vehicles in Rajouri, Poonch & Reasi districts and in most of the attacks it has been found that Over Ground Workers (OGWs) have facilitated the terrorists.

    The Indian Army & Central Armed Police Forces (CAPFs) have launched several search & destroy operations to flush out the terrorists hiding in dense forests and natural caves and the movement of civilians during night hours in the forests posing a significant security risk.

    The Army /Security Forces also brought into the notice of the civil administration about the visit/roaming of some civilians wearing blankets/shawls during night hours in the forest areas besides using firecrackers of high intensity without permission.
    “Those requiring usage of firecrackers/authorized access to the forest area during restricted hours must obtain written permission from the SHO, Thanamandi Police Station. Permission requests will be considered on a case-to-case basis” read SDM Thanamandi circular.
    He also urges people to cooperate with this directive to ensure the safety of the civilians and security personnel.

    Meanwhile, Additional District Magistrate Rajouri, Rajiv Khajuria on July 29 has also issued a circular restricting the visit/roaming in the forest areas of the district during late/night hours (from 9 pm to 4 am) wearing shawls/blankets etc without seeking prior permission from concerned Army/Police authorities to avoid any misshaping /untoward incident.
