    Deputy Commissioner Rajouri reviews functioning of Revenue Department

    RAJOURI, JULY 25: –In order to enhance public service delivery from Revenue Department, the Deputy Commissioner Rajouri, Om Prakash Bhagat chaired a comprehensive meeting today. The key points discussed in the meeting were progress made in Svamitva Scheme, pendency in JK-IGRAMS of LG Portal, online Vigilance Cases (DVO Complaints)/Other Complaints, disposal of Complaints/ grievances on J&K Monitoring Redressal Portal, Digitization/Quality Check/Freezing of Jamabandies and updation of Girdawaris, data entry of backlog Mutations, rectification of Maps/Mussavi, online Services, Change of Land Use (CLU) etc.

    Other points discussed in the meeting were; status of attestation of mutations, acquisition of land for any other defence purposes, eviction/ encroachment on state /common/kahcharai land, entry of government buildings in revenue record, status of utilization of funds in FCR CAPEX, fencing of State Land, usage of land retrieved, status of Revenue Court cases Monitoring System (RCCMS), pendency on PSGA/Auto Appeal, progress in establishmen and reports of court cases.

    The Deputy Commissioner also reviewed the Tehsil-wise status of the digitization of land records and directed the submission of the digitized records for freezing to ensure integrity and accuracy of digitized record. Additionally, he emphasized the need to address the backlog of mutations, instructing officers to clear all pending applications promptly to streamline land record management and improve overall efficiency.

    Regarding the online services of the revenue department, the Deputy Commissioner directed the officers to ensure their provision in a hassle-free and timely manner, enhancing accessibility and efficiency for the public. Similarly, in-depth discussion was also held for all other agenda points in the meeting and the Deputy Commissioner emphasized the importance of ensuring accessibility, accountability and elevated public service standards in the Revenue Department. He directed the officers to work towards the expeditious resolution of public grievances and the implementation of innovative e-governance initiatives to enhance the overall efficiency and transparency.

    SRINAGAR JULY 25:–(KNO): A trekker slipped to death and two others were injured while taking pictures along Mughal road in Dubjan area of south Kashmir’s Shopian district on Thursday, officials said.

    An official told news agency—Kashmir News Observer (KNO) that three trekkers were injured after they slipped while taking pictures along the Mughal road.

    He said that one among succumbed to his injuries, while the injured have been shifted to district hospital Shopian for treatment.

    The deceased has been identified as Murtaza Ahmad of Shopian—(KNO)

As the riders cruised through the scenic routes, they were joined by fellow citizens and youngsters, making it a united effort to celebrate the spirit of courage and patriotism.

    Security forces launch anti-tunnelling ops along International Border in Samba

    JAMMU  JULY 25:— Amid concerns about infiltration attempts by terrorists into Jammu and Kashmir, security forces have launched an operation along the International Border (IB) in the Samba sector to detect underground and cross-border tunnels, police said on Thursday.

    Scores of police and security personnel equipped with specialised gear are meticulously scanning border areas, focusing on dense bushes and forested regions as part of this operation, the police said.

    “A comprehensive anti-tunnel exercise has commenced to ascertain the presence of any cross-border tunnels,” said a police officer involved in the operation.

    The search operations also involve deployment of drones and is being conducted daily in response to the ongoing security threats posed by potential terrorist infiltrations, he said.

    “Security forces are clearing dense bushy areas to eliminate the possibility of existence of tunnels,” the officer added.

    Subject: Urgent Appeal for Immediate Action on the Misuse of Teacher Attachments/ Deputations.

    Worthy Sir,

    In an era where education is hailed as the cornerstone of progress and empowerment, it is disheartening to witness a glaring disparity in our school system. Imagine classrooms devoid of teachers, students left in limbo, and the very foundation of our educational framework being compromised. This is not a hypothetical scenario but the stark reality in Poonch Rajouri and other districts. Despite your commendable directive to cancel all deputations and attachments of teachers (as referred above), it has become alarmingly clear that hundreds of teachers remain improperly attached to offices, neglecting their essential role as educators.

    These influential teachers, leveraging their connections with higher authorities, remain attached to offices, neglecting their primary responsibility to teach. This situation has resulted in a dire state for students and schools, particularly affecting poor students who are deprived of their right to quality education. These teachers mark their attendance in CEO and ZEO offices without any official orders, a malpractice that has persisted for several years, allowing them to draw salaries illegally.

    Many schools are already facing severe understaffing issues, with some schools having only two teachers, one of whom is often attached to an office or a more convenient location. Furthermore, RET teachers, appointed to ensure the smooth functioning of schools, are being deployed to cities, including placements in the SAMGRA office in Jammu, due to their connections with higher authorities.

    Immediate action is necessary to address these issues and ensure that teachers fulfill their responsibilities to students and schools. The Director of Education’s order to cancel deployments and attachments is being blatantly ignored at lower-level offices. This raises several critical questions:

    – Are these offices more powerful than the Director?
    – Are they following some other set of rules?
    – Is the Directorate too weak to implement its own orders?

    If their biometric attendance and face app attendance is verified, it will become clear how they are manipulating the system and deceiving higher authorities, ultimately jeopardizing the future of students who are left unattended.

    – Why is the department unable to take stern action against these erring officials and teachers engaging in malpractice?

    The Director should constitute an independent committee to investigate and verify this attendance malpractice. It is not possible for such widespread issues to occur without the knowledge of their immediate officers. If this situation continues, it will be assumed that such detachment orders are merely an eyewash to safeguard the Directorate’s own interests, and in reality, these orders stand nowhere when it comes to implementation.

    It is baffling how CEOs and ZEOs can defy the Director’s orders with such arrogance. This misuse of the education system must be urgently addressed. I urge you to initiate thorough investigations and take appropriate actions against those involved to ensure that teachers return to their rightful duties and students receive the education they deserve.

    RAJOURI/DELHI JULY 24:-On Wednesday (July 24) Defence Research & Development Organisation (DRDO) successfully flight-tested the second phase of its Ballistic Missile Defence System.
    The successful flight-test of the Ballistic Missile Defence System demonstrated home-grown capabilities to defend against hostile Ballistic missiles of 5000 km class.
    The Ministry of Defence said that the Target Missile was launched from LC-IV Dhamra at 4.20 pm mimicking an adversary Ballistic Missile, which was detected by weapon system radar thnx lm deplxoyed on land and sea and activated the AD Interceptor system.
    The Phase-II AD Endo-atmospheric missile was launched from LC-III at ITR, Chandipurat 4.24 pm,” said MoD.
    The flight test fully met all the trial objectives validating a complete network centric warfare weapon system consisting of Long-Range Sensors,6 low latency communication system and MCC and Advance Interceptor missiles.
    The test has demonstrated Nation’s indigenous capability to defend against the Ballistic Missiles of 5000 km class.
    “The performance of the missile was monitored from the flight data captured by Range tracking instruments like Electro-Optical Systems, Radar and Telemetry Stations deployed by ITR,Chandipur at various locations including on-board ship”.
    Secretary Department of Defence R&D and Chairman DRDO, Dr Samir V Kamat congratulated the entire DRDO team for their untiring effort until UC g tc and contribution culminating into today’s successful flight test.
