    BMO initiated inquiry, sought explanation from 2 doctors & their March month salary withheld.

    RAJOURI, MARCH 05:–Following damage to the main gate of the Sub District Hospital Darhal Malkan in Rajouri district by the attendants of a baby patient as no doctor was present on night duty, BMO Darhal has stopped the salary of two doctors and sought their explanations.
    The Block Medical Officer (BMO has also constituted a four-member committee on Monday (March 4) to inquire into the incident and asked to submit within 2 days for onward submission to higher authorities for necessary action.
    At about 8.10 pm on Monday a baby was brought to sub district hospital at Darhal for treatment, but the attendants didn’t find any doctor on night duty & the baby couldn’t be given proper medication.
    Enraged over the lackadaisical attitude of the doctors on duty and on night duty towards their legitimate duties and to express their resentment against the health department, the attendants of the patient damaged the main gate and glasses of the main gate of the hospital.
    According to explanation notices issued by the BMO, Dr Samina Malik (Medical Officer, MO), who was on wait duty as per roaster, left the hospital before the doctor Najmus Saqib (MO) could take charge of night duty at 8.10 pm.
    Notice further read that Dr Samina Malik left hospital for her residence without attending the patient (baby).
    Moreover, the notice also mentioned that Dr Samina has been provided accommodation inside the hospital complex as per NHM rules and she was supposed to be present in the hospital 24X7.
    “Your casual approach towards your legitimate duty has created great problem for administration as well as patient health care was badly suffered and one baby brought to hospital at 8.10 pm was not attended properly by you due to which attendants of the patient had made great loss to government property by breaking the main gate and glass of the gate” read BMP explanation order No. BMO/D/Est/2022-23/1260-63 dt 5/3/2024.
    In the backdrop of the above you are hereby directed to explain your position to the undersigned that why disciplinary action as warranted under rules be not initiated against you. Moreover, your salary for the month of March shall be kept withheld till pending inquiry” order reads.
    Another explanation order (BMO/D/Est/2022-23/1256-59) issued in favour of Dr Najmus Saqib Lone read, “On 4/3/2024 as per roaster you are supposed to be on night duty at SDH Darhal Malkan but you are found unauthorised absent from your duty without and sanctioned leave or prior permission from the undersigned (BMO),”.
    BMO has also sought explanation from Dr Najmus and withheld salary for the month of March till pending inquiry.
    In another order, BMO Darhal Malkan has constituted a 4-member committee to inquire about the incident and directed to submit a report within 2 days.

    RAJOURI, MARCH 05:– Deputy Commissioner Rajouri Om Prakash Bhagat, today presided over an important meeting of Nodal Officers to meticulously review the preparedness ahead of the forthcoming Lok Sabha elections.

    The meeting served as an important platform to sensitize all Nodal Officers regarding the roles and responsibilities of each officer during the electoral process. During the meeting, a threadbare discussion was held on various points including MCC, complaints monitoring, communication plan, sms monitoring, MCMC, material management, Manpower Management, EVM and VVPATs , training and SVEEP, printing of ballot papers, transport plan, randomisation of polling parties etc

    During the meeting, the Deputy Commissioner Om Prakash Bhagat directed the officers to perform their duties with unwavering dedication and a utmost sense of responsibility.

    Addressing the officers, Deputy Commissioner emphasized the paramount importance of meticulous planning and flawless execution in ensuring the smooth conduct of the electoral process. He stressed the need for heightened vigilance, transparency, and adherence to electoral guidelines to uphold the sanctity of the democratic process.

    During the comprehensive review, Deputy Commissioner Om Prakash Bhagat meticulously outlined the various tasks and duties assigned to the nodal officers, encompassing a wide array of responsibilities ranging from voters registration and polling station management to security arrangements and logistical coordination. He directed the officers to show exemplary commitment and diligence in discharging their duties, recognizing their pivotal role in facilitating free, fair, and peaceful elections.

    In conclusion, Deputy Commissioner expressed confidence in the collective resolve and capability of the nodal officers to fulfill their roles effectively, thereby contributing to the successful conduct of the Lok Sabha elections in Rajouri district. He reiterated the unwavering commitment of the district administration to uphold the sanctity of the electoral process and foster an enabling environment for democratic participation.

    میڈیا کے نمائندوں کو بیان دیتے ہوئے فاروق انقلابی نے کہا کہ یہ واقعہ ضلع ریاسی کے پی۔ایم۔جی۔ایس۔وائی افسران اور کنٹردھان سے ممن کوٹ تک سڑک کی تعمیر کرنے والے ٹھیکیدار کی لاپرواہی کی وجہ سے پیش آیا۔ انہوں نے ٹھیکیدار اور پی ایم جی ایس وائی افسران کے خلاف فوری قانونی کارروائی کا مطالبہ کیا۔ فاروق انقلابی نے ایس ڈی ایم مہور مظاہر حسین شاہ کا موقع پر تشریف لانے اور 2 لاکھ روپے کی امداد فراہم کرنے پر شکریہ بھی ادا کیا۔ فاروق انقلابی نے لواحقین کے لیے مزید 20 لاکھ امداد کا مطالبہ کیا اور یہ بھی مطالبہ کیا کہ متاثرہ خاندان کو تباہ شدہ مکان کی تعمیر کے لیے خصوصی معاوضہ فراہم کیا جائے۔

    BUDHAL MARCH 05:–Senior PDP leader Muhammad Farooq Inqlabi, on Sunday visited the residence of Fareed Choudhary and Kalu Choudhary at Majrakund in chasana tehsil of Reasi District to extend condolences over the loss of lives due to heavy rain and landslides, recently.

    According to a press release, Farooq Inqlabi along with his accompanying party leaders, met the bereaved family and extended his condolences over their loss.
    On this occasion, he said, “I was deeply saddened to hear about this painful incident. My thoughts and prayers are with Fareed Choudhary and the entire bereaved family during this difficult time. I extend my heartfelt condolences, and I pray that Allah grants them the strength and courage to cope with the pain and sorrow of this loss.”He also prayed for the departed and said, “I pray to Almighty Allah to rest the departed souls in the highest place in Jannah. May Allah shower His choicest blessings on their graves.”
    While giving statement to the media persons Farooq Inqlabi said that this incident happened only due to the negligence of MPGSY officers of Reasi District and contractor concerned who is constructing the road from Kunderdhan to Mamankote. He demanded immediate legal action against contractor and PMGSY officers. Farooq Inqlabi also thanked SDM Mahore Muzahir Hussain Shah for visiting on the spot and providing relief of rupees 2 lakh. Farooq Inqlabi demanded 20 lakh relief for the family and also demanded that special compensation for construction of damaged house be provided to the bereaved family.

    RAJOURI MARCH 04:-Health and Medical Education (H&ME) Department J&K has introduced Fibroscan Services at Government Medical College (GMC) Rajouri which will provide succour to a population of more than 14 lakhs of Pir Panjal range (Rajouri-Poonch & Reasi districts).
    FibroScan testing is a non-invasive technique carried out by gastrointestinal (GI) doctors to assess the health of the liver and identify issues that might impact the quality of liver function.
    Conducted with ultrasound-based imaging, this cutting-edge diagnostic test, also referred to as transient elastography, gauges the amount of fat in the liver (hepatic steatosis).
    “The Fibroscan Service has been introduced in GMC Rajouri on the directions of Secretary to Government H&ME Dr Sayed Abid Rasheed Shah, IAS, to provide high end advanced Medical Services to the people living in rural areas” said Principal GMC Rajouri, Prof. (Dr) A S Bhatia.
    Fibroscan Service is the first of its kind service in this region, he added.
    With the introduction of this diagnostic service, patients suffering from Hepatitis B&C, Chronic Alcoholism, non-Alcoholic Cirrhosis, besides many others suffering from liver disorder will be greatly benefitted.
    Fatty liver disease is on the rise because of improper dietary habits and shifting to western styles of junk food, which is a major health problem in India.
    Liver diseases account for over 2 million deaths annually while liver cancer accounts for 6-9 lakh deaths annually.
    With the introduction of Fibroscan Services our doctors will be able to diagnose the early changes occurring in the liver and corrective eating habit changes can be advised to prevent the occurrence of Liver Cirrhosis,” said MS AH GMC Dr Mehmood Hussain Bajar.
    “In this region the incidence of liver cancer is many times high in patients suffering from liver cirrhosis, which now will also be prevented with this diagnostic apparatus,” he added.
    Civil society has appreciated this initiative of the H&ME department.
