Out of which Budhal town of Rajouri district of Jammu and Kashmir melts the heart of persons coming from outside with its beauty.
    Whenever a person faces any difficulty or problem, he has to take some measures to entertain his heart and keep his mind fresh. When a person is confused with life, he wants to take himself to a place where the heart and mind can be refreshed and the body can be relaxed.

    It is clear that whenever tourists come from outside to enjoy their hearts in the charming valleys of Budhal. After reaching the top of Budhal, they cry over the poor condition of Budhal. And even no connecting road has been constructed to the health-giving beauty spots of Budhal, which clearly shows that the beauty of Budhal is not in the eyes of the world.

    It should be in the list of some of the healthiest places in Jammu and Kashmir, but the administration is not aware of this beauty.     It seems that the entire budget and time of the tourism department is spent only on budgeting, which is why they are not able to effectively implement their plans on the ground. Even today, backwardness has become the fate of the people here. It can be inferred from all these things that all the budgets released by the government are not reaching the ground level.

    On the other hand, the people of Budhal lack basic facilities.The administration is requested not to hide the beautiful views of Budhal from the eyes of the world like this. And to celebrate the beautiful view of Budhal in the cool atmosphere and to provide tourist facilities in these beautiful valleys of Budhal. To be done in which the link road is necessary for these scenic views.

    The people of Budhal have appealed to the central government and the Jammu and Kashmir LG administration to enhance the beauty of this area by giving special attention to the Budhal region and to bring the most beautiful areas here under the tourism department so that this backward region can be developed. Development can also be possible through which the unemployed youth here can get employment and the development of the area can be possible.

    RAJOURI, NOVEMBER 03:–After frequent reports about the government employees participating in demonstrations and strikes in favour of their demands, the Government of UT of J&K on Friday invoked Rule 20(ii) of the Jammu and Kashmir Government Employees (Conduct) Rules, 1971 and restricted employees from taking part in strikes/demonstrations.
    The Government also warned of strict action, if any employee(s) is found involved in such demonstrations/strikes.
    Rule 20 (ii) of the J&K Govt Employees (Conduct) Rules-1971 reads: “No Government employee shall resort to or in any way abet any form of strike in connection with any matter pertaining to his service or the service of any other Government employee”.
    According to Government order (O.M. No.GAD-ADMOIII/158/2023-09-GAD dt 3/11/2023) issued on Friday, it has come to the fore that some employees are resorting to demonstrations and strikes in favour of certain demands.
    The order further read: The aforesaid provision of law-Rule 20 (ii)-is not merely declaratory in nature and shall definitely entail consequences in the event of any such employee found immersive in such acts”.
    “Therefore, all Administrative Secretaries are requested to circulate these instructions to employees in their respective Department(s) to desist from all such uncalled for demonstrations/strikes: an act of serious indiscipline and misconduct.” the order further reads.
    The Government further directed the departments to take strict disciplinary action against any such employee(s) found involved in organising demonstration(s) and strike(s), in terms of the rule mentioned supra (mentioned above).

    There are reports of a logo change feature being developed on various platforms. Awards are being distributed among the designers but question marks are being raised on how to end the corruption which is still ongoing.

    The Department of Information and Public Relations has been decorated with the shadow of darkness. Scandals are happening all around. The people of the non-professional class have been made first class journalists. In the world of journalism, such achievements are going down in history, what can be a greater happiness for the people of the state.

    The questions are still rising in the minds of the people that whether the change of logo can brighten the minds of the officers who setbacks the state exchequer worth crores of rupees in the name of journalism. Although what is the darkness, the Joint Director information Jammu Srinagar knows very well because they are very talented they also prepare writing and notes very well, which are no less than pen terrorism.

    While they mislead the officers holding high positions by calling expert journalists as litigants for seeking the justice from the part of state machinery during answering. There is an old saying that “Andheri nagari. Chopat Raja “If there is snag or black hole within highest administration, then what kind of system would have taken shape at the ground level. The claims of ending the corruption scandal are proving to be hollow slogans. How many bureaucrats’ lands and properties were confiscated by the current government during the last 8 years? Otherwise, many films and dramas have already been staged.

    I am very keen to write a film on the J&K DIPR department so that the dance and songs of the wise men can be well presented before everyone. Let’s see if changing the logo in the department will change the minds of the officers. Can change be brought about and will we be able to control the prevention of corruption and corruption?     RAJOURI NOVEMBER 03:–Associated Hospital, GMC Rajouri is top performer among all Health Care Facilities in token generation under Scan and Share Scheme of Ayushmaan Bharat Digital Mission (ABDM) in JKUT generated a total of 100072 tokens so far.

    NHA has introduced QR-Code based solution in ABDM empaneled facilities to enable patients to scan QR code of the facility and share their demographic details and health records. This minimises the problem of long queues at health facilities and entry of incomplete and inaccurate data.

    The QRs codes are displayed at multiple places in the waiting and registration area, patients could easily identify them and scan them using their smartphones for faster OPD registration. There are various ABDM-enabled smartphone Personal Health Record (PHR) players in the market that allow individuals to create their Ayushman Bharat Health Account (ABHA) number, link and store their health records against their ABHA number and share them with health facilities for various care purposes. These applications also enable the scanning of QR codes in the OPD registration area, allowing individuals to transfer their demographic information (name, age, gender, and ABHA number) to the Health Management Information system (HMIS) of the hospital concerned.

    The hospital’s HMIS solution consumes this information and generates a token number or queue number for the patients. This token number is then sent to the mobile phone of the patients who can wait at designated areas until their token number is displayed on the overhead screens. Once a patient whoAbout Scan and Shareber is displayed on the screen arrives at the counter, the operator retrieves the demographic details from the system based on the token number and print the OPD card. This process drastically reduces the wait time for patients, ensure accurate data entry into HMIS, doing away with the need for patient to stand in incessantly long queues. Patients only visit the counter for any applicable payments and availing their OPD card.

    RAJOURI, NOVEMBER 3:–Secretary, Tribal Affairs and CEO Mission Youth, Dr Shahid Iqbal Choudhary along with Dy Commissioner, Rajouri, Vikas Kundal reviews the progress on various developmental projects for tribal welfare and emphasised on roadmap for implementation of new schemes and projects on tribal villages.

    Director, Tribal Affairs, Mushir Ahmed Mirza, Director TRI, Mukhtar Ahmed, Joint Director Planning, Shama un Ahmed, Dy Director Dr Abdul Khabir, Addl DC , Superintending Engineer PWD, ExEns of PWD, JPDCL, Ground Water Div, DFO, DSHO, CEO and other district and sectoral officers briefed about progress under various schemes.

    Secretary highlighted that UT government led by Lieutenant Governor, Manoj Sinha has initiated special measures for empowerment, welfare and development of tribal population which is reflected in statutory and fiscal policies introduced over last three years especially in infrastructure, migration, forest rights and education sectors.

    Dr Shahid emphasised on outcome based planning for community development through vital infrastructure creation in education, connectivity and essential services sectors. He asked the departments for concerted efforts to develop 85 villages with substantial tribal population for which funding has been made by both Central and UT Governments and 32 villages have released funds as well. He asked the officers for effective measures to revamp education infrastructure for which department has already provided funds.

    Dy Commissioner, Vikas Kundal briefed about initiatives in various sectors including construction of hostels, transit accommodation at Kandi and Thanamandi, EMRS at Gurdan Bala and Kandi, model village development and animal/ sheep husbandry sectors. He shared the roadmap adopted by the district administration this year for substantial improvements in developmental facilities and infrastructure in education sector.

    Pertinently the tribal affairs department has sanctioned 4 new hostels with cumulative project cost of Rs 18 Cr being constructed at Sunderbani, Nowshera, Budhal (New) and Khwas, besides restart of hostel at Koteranka foreclosed earlier. Two transit accommodations are coming up at Kesri Hill and Thanamandi for migratory population at a cost of Rs 7 Cr.

    Departments in the district administration were asked for ensuring planning convergence in development of amenities in each of the 85 approved villages for community assets and empowerment through education. An outlay of Rs 32 Cr has been approved for development of these 85 villages on modern lines.

    The meeting was briefed that under CapEx plan of tribal affairs departments more than 30 villages are being provided potable drinking water facilities during current year, road and infrastructure in 37 villages, establishment of dairy and sheep units, smart classrooms, community halls and other infrastructure projects for community benefit.

    Secretary also emphasised on formulation of Tribal Sub Plan by all the departments out of their budget as per Government of India guidelines and underscored the importance role of Panchayati Raj Institutions for earmarking funds proportionate to tribal population on plan formulation which is a pre-requisite for release of additional grants.

    RAJOURI, NOVEMBER 03:–Deputy Commissioner Rajouri Vikas Kundal today chaired a meeting to review the change of land use cases from agriculture to non agriculture purposes here at a meeting of District Level Committee (DLC).

    The meeting brought together key stakeholders to deliberate on applications requesting a change of land use from agricultural to non-agricultural purposes.

    During the course of the meeting, the Committee conducted a meticulous review of these applications. After a threadbare discussion, the Committee approved four cases.

    Deputy Commissioner Vikas Kundal underscored the critical importance of adhering to the Land Conversion Regulations of 2022. His emphasis on ensuring the proper issuance of No Objection Certificates (NOCs) by the concerned departments reflects a commitment to procedural diligence and legal compliance in land use changes.

    In addition to the primary agenda of addressing land use changes, the DLC meeting displayed a commendable focus on the broader perspective of sustainable development in the district.

    The Deputy Commissioner Vikas Kundal demonstrated visionary leadership by acknowledging the imperative of balancing development with environmental conservation.
