    RAJOURI OCTOBER 20:–A team of the J&K State Investigation Agency (SIA) has arrested a key accused from the Mandi district of Himachal Pradesh who was booked and wanted in narco-terror activities by Poonch police.Identified as Mohd Iqbal was booked at Poonch police station in case FIR No.69 of 2023.
    According to SIA press briefing on 30-5-2023 an attempt was made by four associates in a narco-terror module to smuggle drugs and explosives into India across the border fence at Poonch.
    The accused persons were intercepted by Sikh Li along LoC while attempting to enter the Indian Territory.
    There was an exchange of fire in which one soldier and one terrorist had sustained injuries.
    The accused were immediately apprehended with war-like stores of arms, ammunition, IEDs, and Heroin.
    On 6-7-2023 a case (FIR No.69/2023) was registered at Poonch police station against the accused persons.
    Later the case was transferred for investigation to SIA Jammu. Upon the investigation it was revealed that from the group of four persons, one person identified as Mohd Iqbal s/o Slam Din r/o Karmara, Poonch had absconded from the spot.
    Upon technical surveillance and human intelligence, it was ascertained that Mohd Iqbal was hiding in Mandi district of Himachal Pradesh.
    A team of SIA led by Inspector Lakhvir was dispatched to Mandi and Mohd Iqbal was apprehended.
    It is pertinent to note that on 19/08/2023, the handler of the group Mohd Javed, who was also absconding, was arrested by SIA Jammu in an operation in Delhi.
    The arrest of Mohd Javed further led to the arrest of another co-conspirator Mohd Liyaqat on August 25 by SIA Jammu from Poonch.
    The investigation has revealed the role of handlers operating this narco-terror module from foreign countries.
    SIA authorities informed that so for 6 arrests have been made in this case and forward and backward linkages of the narco-terror module are being established.
    SIA added further investigation into aspects of cross border operation of this narco-terror syndicate; which is found smuggling arms, explosives, and narcotics consignments across the border, is ongoing at SIA Jammu, so as aspects of amassing disproportionate wealth in short periods of time as is seen in the instant case is being investigated.
    The team of SIA involved in the arrest under the overall supervision of Deputy SP, Rafiq Manhas includes Inspector Lakhvir, Inspector Vinod, ASI Deepak Bhat, KC Kanhaya Lal, SgCt Gurjeet Singh, and SgCt Susheel Kumar.
    It is pertinent to mention here that on the intervening night of May 30 & 31, the Indian Army foiled an infiltration bid in the Poonch district and apprehended three hard-core terrorists along with a consignment of drugs (about 30 Kg Heroin), 10 Kg IED, arms & ammunition.

    During the nod of his suspension, the lecturer shall remain attached in the office of Director School Education, Kashmir.

    RAJOURI, OCTOBER 20:– In an endeavor to enhance the efficiency and accessibility of services offered by the Revenue Department, Deputy Commissioner Vikas Kundal presided over a crucial meeting to review the functioning of the department.

    The meeting was attended by the Additional Deputy Commissioner Rajouri, Rajiv Kumar Khajuria, Assistant Commissioner Revenue Imran Rashid Kataria, Tehsildars, and Naib Tehsildars.

    The focus of the meeting was on key aspects of the functioning of the Revenue Department with a particular emphasis on modernization and the adoption of advanced technology to streamline operations. One of the primary topics of discussion was the digitization of land records.

    In this regard, the meeting was informed that the process of digitizing land records has been successfully completed, marking a significant milestone in making land-related information more accessible and transparent to the public.

    Georeferencing, an essential component of land management, was also a key point of review during the meeting. The progress in this area was discussed in detail, highlighting the commitment of the department to implementing the latest technological solutions to enhance the precision and accuracy of land-related information.

    The meeting also provided a platform to assess the progress made in providing online revenue services. The officers reported that a multitude of services offered by the Revenue Department are now accessible online, making it easier for the public to avail themselves of these essential services.

    This transition to online services not only enhances convenience but also promotes transparency and accountability in the operations of the department.

    Deputy Commissioner also reviewed the implementation of SVAMITVA scheme. This scheme aims to provide a ‘Record of Rights’ to village household owners. This is accomplished by issuing legal ownership cards, property cards, and title deeds to property owners.

    Deputy Commissioner expressed his satisfaction with the progress made thus far and emphasized the dedication of the department to continue pursuing excellence in its services.

    He recognized the collaborative efforts of all officers and stakeholders who have contributed to these significant achievements.

    RAJOURI, OCTOBER 20:–The Deputy Commissioner Rajouri Vikas Kundal today chaired a meeting on change of land use from agriculture to non agriculture purposes.

    This meeting brought together key stakeholders as part of the District Level Committee (DLC) to deliberate on applications requesting a change of land use from agricultural to non-agricultural purposes.

    After a threadbare discussion, the committee approved one case out of four cases discussed during the meeting.

    Deputy Commissioner underscored the critical importance of adhering to the Land Conversion Regulations of 2022. His emphasis on ensuring the proper issuance of No Objection Certificates (NOCs) by the concerned departments reflects a commitment to procedural diligence and legal compliance in land use changes.

    In addition to the primary agenda of addressing land use changes, the DLC meeting displayed a commendable focus on the broader perspective of sustainable development within the district.

    The meeting was attended by DEO Rajouri, Arshdeep Singh; ADC Rajouri, Rajiv Kumar Khajuria; GM DIC, Ashwini Sharma; ACR, Imran Rashid Kataria; CAO, Sohan Singh; DO PCB, Anupam Koul and other officers vested with responsibilities pertinent to land use and environmental matters.
