    RAJOURI, SEPTEMBER 04:–PRO (Defence) Jammu Lt Col Suneel Bartwal said that the Indian Army & J&K police in a joint operation have killed one terrorist in the general area Tuli Basana, near Chassana in Reasi district, in the ensuing encounter in the evening on Monday.
    Sources said another terrorist was holed up inside a house in the village and the operation is still in progress to eliminate him.
    PRO also informed that in an ensuing firefight, a soldier and a cop were also injured.
    At the time of filing this report, PRO said: “Further details are being ascertained and will be shared subsequently”.
    Earlier ADGP Jammu Zone, Mukesh Singh informed that the encounter started in Reasi district on the basis of police input regarding the presence of two terrorists in a house in the Tuli area of Chassana.
    Reliable sources said that two terrorists entered the house in the morning and asked the family to prepare tea for them.
    Meanwhile, reportedly one of the family members managed to inform the police about the presence of terrorists, and acting swiftly Army & police cordoned off the village to eliminate the terrorists.

    RAJOURI, SEPTEMBER 04:–Rajouri District Administration on Monday didn’t allow the family members of the seven people, who were killed in the terror attack in the month of January, to hold their proposed protest against the alleged delay in action against the perpetrators of the Dhangri massacre and against the terrorist supporters of the terrorists who facilitated the attack.
    The police well in advance before the beginning of the protest had barricaded the entire Dhangri village and didn’t allow any person, even the reporters, to reach Dhangri Chowk.
    Saroj Bala, who lost both her sons Deepak & Prince in the January massacre, tried to break the police barricade to move towards Muradpur Chowk but was not allowed.
    Family members of the seven civilians killed in a terror attack along with villagers and supporters then sat on Dharna at Dhangri Chowk at about 8 am to express their resentment and demands.


    It is pertinent to mention here that on June 12, demanding justice, hundreds of villagers along with family members of Dhangri victims marched in a procession from Dhangri and blocked the busy Jammu-Poonch NH144 A highway at Muradpur Chowk, about 500 mts away from the scene of the terror attack, and the administration had to face tough time for about eight hours to restore the highway.
    Family members of the seven people killed in a terror attack in the month of January this year have called for a protest on September 4 against an alleged delay in action by security agencies over the incident.
    In the terror attack, five people were killed on January 1 while two children were killed on January 2 in an IED blast that was left behind by the terrorists involved in the attack.
    After the announcement of September 4 protest by the family members of Dhangri victims, NIA (investigating the Dhangri terror attack) on Saturday announced the formal arrest of 2 persons for harbouring terrorists involved in Dhangri massacre.
    District Administration asked Saroj Bala to leave for Jammu to identify the arrested persons.
    “Before I could reach Jammu, the NIA released a press note carrying the photos of the arrested persons, “said Saroj Bala.
    “What was the fun of my Jammu visit for the identification of the persons when their photos were released in the press” asked Saroj Bala.
    She & other family members of the Dhangri victims expressed their satisfaction & faith in the fair investigation by the NIA and the Union Government.
    “Nine months have already passed since the terror attack but we are still waiting for justice. We don’t need jobs and compensation. We are demanding justice for our children who have sacrificed their lives” said Saroj Bala.
    At about 7 pm, Assistant Commissioner Revenue (ACR), Imran Kataria visited the families and assured the families that NIA is investigating the incident and soon & they should wait for the final report.

    JAMMU SEPTEMBER 04:–While demanding restoration of statehood with land and job guarantee to the Jammu & Kashmir, the Jammu Province Bachao Manch (JPBM) urged upon the Government of India to combat corruption, price hike, unprecedental tax imposition,drug abuse, crime, unrest among youth, farmers, workmen, professionals and small traders. JPBM launched awareness campaign on non-Political levels from Vijaypur Chowk today which shall be taken to the gross root level in all the districts and blocks of the region.

    While mentioning about the Permanent Residential Certificate, Mr. Ashok Sharma, Chairman of the Manch said that every citizen of J&K was feeling proud to have PRC as it was once identity and pride of the people and so the government must restore the PRC system to the people of erstwhile State of Jammu & Kashmir.

    Coming heavily on the government for not removing Sarore and Ban Toll Plaza and smart meters beside levying the ‘Property tax’, Advocate Ashok Sharma said that people are already facing the brunt of soaring prices of commodities and at this juncture burdening the poor people is insane step so it should be rolled back immediately.

    Referring to the inhabitants of LoC and IB, the JPBM chairman said that government must provide them 5 marlas of residential plots to the safe places so that they may live their lives without fear psychosis. He exhorted that the ‘Trade & Commerce’ is being high jacked by the outsiders and the same should be retained with the original residents of J&K, ensuring the locals from job opportunities.

    Sr. leaders of JPBM Kuldip Sharma and Satish poonchi while expressing serious concern over the menace of drug abuse in the Jammu, said that government must develop a mechanism to make Jammu region a Drug Free Zone. They further asked the government to immediate release the wages of daily wagers of PHE and other departments, besides regularize all those daily wagers who have completed the seven years in services. They exhorted the government to save the culture of Jammu as outsiders are damaging the culture which is matter of concern.

    SRINAGAR, SEPTEMBER 04:(GNS) Police Headquarters in its continuous endeavours has focused on establishing moot courts as a part of training programme at all Police training institutions in order to give an overview of court proceedings to its investigation officers that will help in identifying the lacunas during the course of Investigation.

    This was stated by Director General of Police, J&K, Dilbag Singh after inaugurating the newly established Moot Court for the trainees/Personnel during his visit to Police Technical Training Institute (PTTI) Vijaypur today.

    Under the national campaign Meri Matti Meera Desh, the DGP also launched the Amrit Kalash Yatra and plantation drive.

    The DGP was received by Principal PTTI Vijaypur Shiv Kumar Sharma and other senior officers from the Police & Prosecution wing and was presented a Guard of Honour.

    Soon after his arrival the DGP J&K kick started the Amrit Kalash Yatra and plantation drive under the on-going national campaign Meri Matti Meera Desh. On the occasion the DGP along with other senior officers planted saplings in the training institute.

    The DGP then inaugurated newly established Moot Court for the trainees as well as for the Police personnel. On the occasion, the faculty of PTTI demonstrated a live trial of NDPS case in the Moot Court.

    Speaking on the occasion the DGP commended the efforts of PTTI Vijaypur and expressed hope that the moot court mock trials would surely help trainees /Police personnel to comprehend the court customs better and will also refine their abilities to fix investigation gaps if any. He directed to arrange more such Moot Court mock drills in future to improvise the professionalism, skills of prosecution, witnesses and investigating officers in particular so that cases like NDPS/UAPA could be brought to their logical conclusion in the interest of justice besides other cases.

    The DGP said that a dedicated effort from everyone is necessary to improve the conviction rate of heinous crimes. He said that good quality Investigation of UAPA & NDPS cases is also a weapon to curb militancy and drug menace from the UT. He said that investigation of any case must be worked until the final judgement of the Hon’ble Court. He said that Police Headquarters in its continuous endeavours has focused on establishing moot court rooms as a part of training programme at all Police training institutions in order to give an overview of court proceedings to its investigation officers that will help in identifying the lacunas during the course of Investigation.

    The DGP praised  Shiv Kumar Sharma, Principal PTTI Vijaypur and PTTI staff for their efforts and initiatives while serving the institution.
    Pertinent to mention that J&K Police under its capacity building programmes is focusing on providing Court like environment to the Police officers and personnel by establishing moot courts in Police training centres across UT.

    Earlier Shiv Kumar, SSP, Principal PTTI Vijaypur gave a brief of Moot Court and its importance for trainees especially investigation officers.

    NEW DELHI, SEPTEMBER 04: -There should not be an “emotive majoritarian interpretation” of the Indian Constitution by those supporting abrogation of Article 370, as Jammu and Kashmir was neither completely linked to India nor asked to sign a merger agreement like other princely states, National Conference leader Mohd Akbar Lone told the Supreme Court on Monday.

    Senior advocate Kapil Sibal, appearing for Lone, told a five-judge bench headed by Chief Justice DY Chandrachud that the sovereignty of India was never under challenge.

    The constitution bench was hearing the pleas challenging the nullification of provisions of Article 370 for the 15th day.
    Sibal said Lone and other petitioners challenging the Centre’s decision have always maintained that Jammu and Kashmir is an integral part of India.

    “We cannot make this case into an emotive majoritarian interpretation of the Constitution. If we look at history, Jammu and Kashmir is not completely linked to India. The erstwhile state had a separate detailed Constitution, administrative and executive structure. It was never asked to sign a merger agreement,” Sibal said.

    He told the bench, also comprising Justices Sanjay Kishan Kaul, Sanjiv Khanna, BR Gavai and Surya Kant, that when Article 370 says that ‘concurrence’ of the state government with respect to certain subjects is required, it means the executive can also say ‘no’.

    The CJI told Sibal, advancing rejoinder arguments, that the Indian Constitution does not specify what would happen after the Constitution of Jammu and Kashmir comes into force.

    “You see, there is no express provision. There is a complete silence as to what would happen after the J-K Constitution comes into force. It was like allowing Article 370 to operate and let the process of integration (of J-K) get over. But, at what time integration will be over is not hedged in the Constitution of India,” the CJI said.
    Sibal reiterated his argument that Article 370 acquired a permanent character once the term of the constituent assembly of Jammu and Kashmir got over in 1957 after drafting the state’s Constitution.

    “We should interpret the Constitution textually and contextually, but not by looking at what there is in silence,” he said.
    Sibal said abrogation of Article 370 is a political process and it must have a “political solution”.

    “So, you are saying there is no solution for abrogation of Article 370 within the Constitution and that a political solution has to be found. We have to keep in mind that all solutions have to be within the framework of the Constitution,” CJI Chandrachud told Sibal..

    Sibal’s submissions remained inconclusive and will continue on Tuesday.

    Earlier in the day, the top court heard arguments of counsel for intervenors, who are defending the Centre’s August 5, 2019 decision to abrogate Article 370 that accorded special status to the erstwhile state of Jammu and Kashmir.

    Among those who advanced their arguments included KM Nataraj and Vikramjeet Banerjee (both Additional Solicitor General), senior advocate V Giri and others.

    The bench made it clear that Tuesday will be the last day for hearing submissions on Article 370.

    The intervenors had told the apex court on September 1 that the decision to abrogate provisions of Article 370 was not made by the political executive alone and Indian Parliament was taken into confidence.

    Several petitions challenging the abrogation of Article 370 and the Jammu and Kashmir Reorganisation Act, 2019, which split the erstwhile state into two union territories – Jammu and Kashmir, and Ladakh – were referred to a Constitution bench in 2019. (Agencies)

    A teacher is a friend, philosopher, and guide who holds our hand, opens our mind, and touches our heart. The contribution of a teacher cannot be ignored at all. In many countries across the world, teacher’s day is a special day where teachers of schools, colleges, and universities are honored specially. The date varies from country to country. The universally accepted World Teacher’s Day is 5th October. In India, the Teacher’s Day is celebrated on 5th September and this tradition started from 1962. This is the when Dr. Sarvepalli Radhakrishnan was born. He was a philosopher, scholar, teacher, and politician and his dedicated work towards education made his birthday an important day in the history of India. We remember the great work of this exemplary person on this day.

    Actually, this man, Dr. Sarvepalli Radhakrishnan was a friendly teacher and he was popular among his students for the example he always set in front of them. So, one day his students and friends requested him to allow them to celebrate his birthday in a lavish way. In return he said that it would be his pride and honor if they celebrate his birthday in respect of all teachers. And since then this day 5th September is celebrated as Teacher’s Day.

    Now, talking about the rest of the world, World Teacher’s Day is celebrated on 5th October and it started form 1994. It was UNESCO who started this tradition. The focus set by UNESCO was to celebrate the engrossment and accomplishment of teachers and also the primacies that they put on the field of education. Now why 5th October is taken up as the Teacher’s Day? On this day in the year 1966, a special intergovernmental conference adopted the UNESCO endorsement regarding the statuses of teachers.

    Why do We Celebrate?
    Teaching is the most influential job in the world. Teachers are known to shape the mind of youth and without knowledge no one can exist in this world. Teacher imparts good value in children and turn them into responsible citizens. Teacher is a person who shape the future of students. Teacher teaches to their students with determination. Teacher is a person who dedicate their time to built carrier of students. Teacher is a person who shape Life of students,like Potter gives shape to clay. Teacher is a person who knows very well about problem of students and also find ways to sought out problem of students. So, almost every country celebrates Teacher’s Day.

    In India, we celebrate this day on the birthday of Dr. Sarvepalli Radhakrishnan. He was a man of many good qualities and a favorite teacher among students. It was his request that his birthday should be celebrated as an honorable day for all the teachers in the country, in case someone is wishing to celebrate his birthday at all. So, in a nutshell, we celebrate Teacher’s Day because teachers have been the architect of the society and without them no society can walk in the path of progression.

    In his book titled, “Political Thinkers of Modern India”, he signified the importance of teachers and education in a country like Democratic India which was still in its early years of development. According to him, there is a huge role of teachers in nation building and for that sake teachers should be respected more. Apart from being a thinker and teacher he was also a philosopher. He once wrote a book on Bhaagwad Gita and there he defined a teacher as, “The one who emphasizes on presentation to converge different currents of thoughts to the same end”.

    By the time he entered politics, most of the leaders of that time like Jawaharlal Nehru, Mahatma Gandhi, or Dr. Rajendra Prasad were his fans for this thinking in nation building. His skills were proven in the arena of politics also. He had the political insight to recognize the impediments well in advance and also carried the required courage to scold party leaders for their procrastination and delinquency. Way back in 1947, he warned the former Congress people about the alarming consequences of nepotism and corruption. We are dealing with it now!

    Such a man of course requires a standing ovation. So, to promote the values and principles of a true teacher, this day is celebrated.

    RAJOURI, SEPTEMBER 04:– In a significant move aimed at enhancing commuter safety and improving transportation services, the Regional Transport Authority (RTA) today issued 133 route permits for various areas within the district of Rajouri. This milestone decision was made at a pivotal meeting chaired by District Development Commissioner , Vikas Kundal.

    The meeting, attended by Additional Superintendent of Police, Vivek Shekhar and Assistant Regional Transport Officer, Pawan Sharma, delved into extensive discussions regarding the safety and well-being of commuters within the district.

    In a proactive move to curb overloading and reduce the occurrence of road accidents, the RTA reviewed and approved a total of 133 permits out of 177 proposals. These permits will be allocated to selected applicants with the overarching goal of improving road safety conditions.

    The ARTO shared that an impressive 50,000 vehicles have been registered with the department so far. This statistic underscores the need for stringent measures to regulate road safety effectively.

    Expressing grave concern over the alarming rate of road accidents within the district, the DDC asked both the ARTO and the Traffic Department to initiate special drives and enforce strict penalties against traffic violators. The emphasis was laid on creating a safer environment for all commuters in Rajouri.

    In line to the commitment to enhance road safety, the Regional Transport Authority resolved to introduce additional vehicles in the district in the future. This strategic decision aims to alleviate overloading concerns and provide more convenient transportation options to residents and visitors alike.

    To ensure the swift implementation of the approved route permits, the DDC called upon the regulating authority to expedite the launch of services and maintain a vigilant watch against issues such as overloading, overcharging, and irregular vehicular movement. This proactive approach demonstrates the district’s dedication to prioritizing commuter safety above all else.

    The approval of these 133 route permits marks a significant step forward in addressing transportation challenges and improving road safety within Rajouri. The RTA along with the support of the district administration and law enforcement, remains committed to ensuring that residents and travelers can commute safely and conveniently throughout the region.

    RAJOURI, SEPTEMBER 04:– To root out corruption and promote transparent and accountable governance, the “Bhrashtachar Mukht J and K Week” is being observed with great enthusiasm across District Rajouri from September 4th to September 10th, 2023.

    The week-long campaign, spearheaded by Deputy Commissioner, Vikas Kundal, kicked off with a pledge-taking ceremony held at the DC Office complex, to be followed by a series of activities during the period.

    The initiative, taken in consonance with the UT wide campaign, aims to rally the community against corruption and raise awareness about the empowerment opportunities offered through the Janbhagidari portal.

    It will focus on engaging all sections of society, particularly the rural populace, through the organization of special Gram Sabha meetings across all Panchayats in the district. These meetings will concentrate on cultivating a corruption-free environment in Jammu and Kashmir.

    Notably, the Deputy Commissioner has outlined key areas of focus, including crucial government departments like Revenue, Rural Development and Panchayati Raj (RDD), Public Works Department (PWD), and Power Development Department (PDD). The campaign places an emphasis on addressing grievances related to the Revenue Department, such as land records, mutations, and demarcations, ensuring that these issues are promptly and effectively resolved at the appropriate levels.

    Furthermore, Deputy Commissioner Vikas Kundal passed directions to all public officers to prioritize matters of public importance and take swift action to address them. Particular attention will be given to achieving full household tap connections and resolving electricity-related issues, resolution of land revenue matters etc.All complaints received during this period shall be addressed on overriding priority within the week .

    As part of this initiative, a series of engaging events will be organized on Teachers’ Day, including quizzes, debates, skits, paintings, rangoli and poster making competitions to encourage students for an active participation in the fight against corruption.

    In a bid to facilitate the reporting and resolution of corruption-related grievances, special counters have been established at the tehsil, block, and district levels.

    The “Bhrashtachar Mukht J and K Week” is not just a campaign; it’s a collective commitment to build a corruption-free and accountable society.
