    RAJOURI, JULY 10:–To ensure time-bound completion of the important Rajouri-Thanmandi-Surankot (in Poonch district) road project, Deputy Commissioner Rajouri, Vikas Kundal, IAS, on Monday inspected the progress of construction work at various locations.
    The road is being constructed by the Border Road Organisation (BRO).
    The Deputy Commissioner sought detailed information about the progress made and expressed satisfaction with the pace of the construction work
    He directed the officials to ensure timely completion of the project, while maintaining high-quality standards.
    Later, Vikas Kundal also visited the take-off point of Thanamandi bypass road where the work is to be started. The DC asked the OC BRO to start the work at the earliest and also directed the SDM to ensure the early processing of revenue records in this regard.
    The DC issued instructions for the smooth movement of traffic on the Rajouri-Thanamandi-Surankote road.
    He emphasized the importance of ensuring the safety and convenience of commuters traveling on the road.

    RAJOURI, JULY 10:–In a late evening development in-charge Principal Government Medical College (GMC) Rajouri, Prof. (Dr.) A.S. Bhatia has relinquished voluntarily the additional charge of the post of Principal, GMC Rajouri reportedly on health grounds.
    As per reports, Dr. Bhatia has forwarded his resignation to the Secretary to Government, Health & Medical Education Department.
    It is pertinent to mention here that vide Government order No.745-JK(HME) dated 20/10/2022, Dr. Amarjeet Singh Bhatia, Prof. In the Department of Biotechnology GMC Jammu was assigned temporary charge of the post of in-charge (6th) Principal, GMC Rajouri.
    “In the interest of the administration & patient care it is hereby ordered that Dr. Amarjeet Singh Bhatia shall temporarily look after the charge of the post of Principal, GMC Rajouri in his own pay & grade with immediate effect, till further orders in addition to his own duties” the order read.
    Sources said Dr. Bhatia had suffered from a fracture and after travelling on dilapidated roads to Rajouri he was suffering from severe pain & was not able to travel and continue this additional job on health grounds.
    He has requested to Administrative Office GMC Rajouri to hand over his charge to the next senior most faculty member to run the routine affairs till the government makes a suitable arrangement.

    RAJOURI, JULY 10:–Army on Monday foiled Pakistan sponsored infiltration bid from across the Line of Control (LoCg) and killed one terrorist in Kalal area of the Nowshera sector of Rajouri district on the intervening night of Jul 9 & 10.
    As the operation is still in progress, the Army has not yet confirmed the killing of the terrorist.
    Reliable sources said that at about midnight a group of 2-3 terrorists attempted a bid to enter the Indian Territory after crossing the LoC.
    In a routine practice the troops manning the LoC had already laid several ambushes on the possible routes to trap terrorists in the area.
    Around midnight on July 9, ambush teams observed the movement of 2-3 heavily armed terrorists crossing the LoC.
    Terrorists were challenged and engaged by the troops while approaching towards own side in spite of rough terrain.
    During the ensuing fire fight one terrorist was eliminated while others managed to flee towards PoJK side.
    Sources said that as the body of the slain terrorist was lying ahead of minefields, it could not be retrieved during the day on Monday.
    The search operation is still in progress to eliminate the remaining terrorists, if hiding in the area.
    Sources said after taking every possible security measures, the Army have recovered the body along with weapon and other items.
    “Presently operation is in progress (in Nowshera sector) and exact details about the operation will be shared once they are received (in my office),” said PRO (Defence) Jammu, Lt Col Suneel Bartwal.

    RAJOURI JULY 10:–Jammu and Kashmir police in Rajouri booked a notorious narcotics peddler under The Prevention of Illicit Trafficking in Narcotics Drugs and Psychotropic Substance Act for his notorious involvement in natcotics peddling.

    Accused have been identified as Sheraz Ahmed son of Abdul Ghani resident of Village Khablan, Tehsil Thanamandi, District Rajouri under “The prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substance Act” who has been lodged in District Jail Dhangri, Rajouri under the orders of Divisional Commissioner, Jammu.

    Police said that subject individual is involved in Drugs and Criminal cases registered at different Police Stations over the past couple of years and always managed bail from the Hon’ble Court of Law.

    He is repeatedly engaged in anti-social activities and is a habitual drug smugglers, suppliers which is prejudicial to the maintenance of public order and posed serious threat to safety/security of lives & property of citizens particular young generation from menace of drug in Thanamandi town and entire District.

    The accused is a notorious fellow and a chronic offender and always used illegal ways in past to meet out his bad habits, said police.

    In a statement, SSP Rajouri, Amritpal Singh said that Rajouri Police is committed to serve the general public upto their desires to ensure sense of security among them and to maintain peace in the District.

    He further added that in future more action would be initiated against such anti-social elements.

    SSP Rajouri also said that many notorious narcotic peddlers have been booked under preventive sections of law in recent months and stern action have been initiated against them and this action will remain continue.

    JAMMU JULY 10:– Minister of State and Chairperson J&K Waqf Board Dr Darakhshan Andrabi today inaugurated flooring and paths restoration works at the shrine of Pir Baba Budan Ali Shah (RA) near Airport in Jammu. She had ordered the restoration work at the shrine during her visit a few months ago when she took stock of the facilities at the shrine.

    Dr Andrabi also issued orders for a few more construction works to be initiated without delay which are needed to update the facilities at the shrine. Mudasir Iqbal (JKAS), the Administrator of Waqf Jammu also accompanied Dr Andrabi. “J&K Waqf Board has begun a massive restoration and redevelopment initiative in which many restorations will be undertaken and new construction works at majour shrines will be taken up.

    Earlier Waqf used to get help from other departments and agencies for construction at the shrines. Waqf Board is committed to provide requisite facilities to all at the shrines and Waqf controlled assets said Andrabi  She thanked the people of J&K for their support to Waqf Board

    SRINAGAR, JULY 10:–A delegation of Jammu and Kashmir rehabar-e-taleem teachers forum headed by its chairman Farooq Ahmed Tantray met Principal secretary education Alok Kumar in his office chamber at civil Secretariat Srinagar and highlighted different issues.

    According to a statement issued here by the forum spokes person Muzafar Wani,the delegation highlighted and demanded the issue of transfer policy in favour of teachers appointed under Rehabar-e-taleem scheme specially for female teachere, delegation demanded the pending teacher promotions  to master grade ,pending transation from RRET to teacher grade -II and III, filling of vacant posts of ZEO’S , the issue of vacant post of ZEO Bider district Anantnag was also raised by the delegation and some other issues was also highlighted by delegation before the principal Secretary.

    Principal secretary assured the delegation that pending teacher to master grade promotion list will be issued within 10 days.On transfer policy he assured the delegation that they will submit a proposal before higher authorities specially for the female teachers on marriage grounds and this issue will also be  solved on Priority, he further said that the directions for issuance of pending transation orders of RRET’S on TG-2 and TG-3 will also passed to concerned director’s and they will get their transation orders soon. On vacant posts of ZEO’s he assured that these posts will be filled soon through look after ZEO’s and DDO powers system will be closed in near future.

    RAJOURI, JULY 09:–Principal Secretary, School Education Department (SED), Alok Kumar (IRS) assured that by March 2024 every school in the UT of J&K will have minimum facilities while new buildings shall be constructed for 119 schools (having no building at present), 3 hostels, 704 ACRs, & 52 Teacher quarters during this period.
    Alok Kumar disclosed this in a meeting chaired by him at Srinagar on Sunday to review the progress of Samagra Shiksha scheme.
    The meeting was attended by the Project Director Samagra Shiksha, Deep Raj; Director School Education, Jammu, Ashok Sharma; Director School Education Kashmir, Tassaduq Hussain; Special Secretary SED, Nasir A. Wani; Deputy Director Planning, Bilal Rashid; Chief Account Officer, Abhishek Talwaria; Field Advisor, Jagdeep Padha; all Chief Education Officers/ Principals DIETs of J&K; all Executive Engineers of SED; all-State Coordinators/ASCs of Samagra Shiksha, and other concerned officers/officials of the department through Physical/Virtual mode.
    Deep Raj gave a detailed presentation regarding progress achieved in the year 2022-23 and a roadmap for the execution of projects for the year 2023-24 as per PAB approvals.
    “During 2022-23, Rs. 1377 Crores i.e 75 % of the funds was utilized for the implementation of different interventions of the Samagra Shiksha across the UT. 800 Civil works have been completed with a cost of Rs 160 crore, whereas only 343 works were completed in the previous year,” said Deep Raj.
    “For the first time Library Books worth Rs. 17.00 Crore were procured and stands supplied to various Institutions to enhance the reading capabilities of the Students. Waterproof tents for Seasonal Centers and whole school safety manuals were provided to all institutions in the last fiscal, to give access to the Students and enhance their learning outcomes in line with the NEP,” he added.
    Deep Raj informed that Vocational Education, which was running in 553 Schools, now extended to 514 new schools raising the number to 1067.
    Alok Kumar while reviewing the components of Samagra Shiksha interacted with all CEOs on various issues.
    He asked for ensuring equity and inclusion at all levels of school education with a focus on ‘children with special needs’.
    He expressed concern over the drop in the gross enrolment ratio and net enrolment ratio from primary to upper primary level & asked for concerted action from the department to arrest this trend.
    “Increase in the dropout ratio beyond an acceptable level in a given school shall be the responsibility of the concerned Teacher. Reduce the dropout rate to a minimal value among all grades so that the department may achieve the ‘sustainable development goal’ by 2030 as per National Education Policy- 2020,” said Principal Secretary Alok Kumar.
    He also appreciated the efforts of the teachers & concerned stakeholders for enrolment of more than 130000 Students across the UT, during the current enrolment drive.
    “Monitor each and every activity of Samagra Shiksha in your respective jurisdictions and ensure the 100% retention rate, especially among girls, so that the dream of “Viksit Bharat’” he asked all the CEOs.
    Principal Secretary said from the vision of ‘Swachh Bharat’ to the vision of ‘Viksit Bharat’-that of seeing India as a truly developed nation by its 100th anniversary of Independence in 2047, Prime Minister Modi has set a progressive and positive agenda for India and which can be achieved by educating our young minds.
    “100% Literacy rate needs to be ensured for which School Education Department has to make the NIPUN (National Initiative Proficiency in Reading with Understanding and Numeracy) successful,” he added.
    “Feedback mechanism has been developed and through SAMIKSHA App, the feedback from the children shall be received for their teachers & school and necessary measures, wherever required including capacity building of Teachers cum upgradation of Infrastructure shall be taken. Ensure the use of JK Attendance App for regularity and punctuality” said Alok Kumar.
    Threadbare discussion was held to assure minimum facilities in the government schools, including electricity, solar Panels, drinking water, toilets, etc.
    Principal Secretary also visited the HSS at Bagat, where he inaugurated the AAGHAZ & Astro Physics laboratories developed as Model Labs by Samagra Shiksha in collaboration with IIT Kanpur.
    “376 such labs shall be established across the UT where students shall get a chance to explore their hidden talent and a modest open-minded scientific temper.
    “Provide state-of-the-art equipment in these labs to improve the quality of imparting education and to make the students aware of the latest technological interventions,” Alok Kumar asked to concerned officers.
    Shabir Hussain, CEO Srinagar; Prof. Anurag from IIT Kanpur; Anjum Raja, Deputy. CEO; Fayaz Ahmed, ASC; in-charge Principal of the school, Shabana Jillani were present on this occasion.
