    RAJOURI, NOVEMBER 14:–With an aim to provide succour to old age pensioners & widows in getting old age/widow certificates at their doorsteps, Kandi Health Department in Rajouri district on Monday organised a day-long medical-cum-certificate distribution camp at Budhal.
    The camp was organised under the direction of Dr. Abdul Hamid Zargar, CMO Rajouri, and under the supervision of Dr. Iqbal Malik, BMO (Kandi).
    It is pertinent to mention here that recently the Administrative Council of UT of J&K (vide decision No.123/10/2022 dt 29/10/2022) implemented J&K Integrated Social Security Schemes Rules, directed all the old age and widow pensioners to get their old age /widow certificates from the Medical Board of the HQs of their respective districts.
    It is not possible for many old age persons/widows to cover long distances to reach CMO’s office in Rajouri.
    So, Manzoor Ahmed Naik, a prominent BJPl from Budhal Assembly Segment and noted social activist raised the issue before Vikas Kundal.IAS, Deputy Commissioner Rajouri during Block Divas recently held at Samote (Budhal).
    Keeping in view the genuine demand of the public, Vikas Kundal directed the Chief Medical Officer (CMO) to direct all the Block Medical Officers (BMOs) to issue these certificates in their respective blocks.
    On Monday a mega camp under JK Integrated Social Security Scheme was organised under the supervision of Dr. Iqbal Malik, BMO Kandi at Budhal where more than 400 old age certificates were issued to beneficiaries for Pension Scheme.
    Besides Dr. Iqbal Malik other members of his team include Dr. Asif Iqbal; Dr. Robeena Mir; Dr. Jabeena Qamar; Dr. Rifat Batul, and paramedical staff.
    Despite inclement weather, a large number of beneficiaries attended the camp and hailed the event.
    BDC Chairman, Shamim Akhter; Mohd Shabir; and Nasreen Akhter, Sarpanches Rajnagar, and PRI members, among others appreciated the Health Department and expressed their gratitude for this initiative.
    “During my visit to Rajnagar Upper Panchayat as ‘Visiting Officer B2V4 program, one main concern of the people was the low benefit of Pension Schemes. That is why Rajnagar Budhal was chosen as the site of this camp to provide the benefits of the Government Social Security Schemes to the eligible population” said Dr.Iqbal Malik, BMO.
    Health Department Kandi also celebrated World Diabetes Day as per the directions of Director Health Services Dr. Saleem Ur Rahman and CMO Rajouri Dr Hamid Zargar where Doctors gave an informative lecture on the causes, prevention, and treatment of diabetes.
    Dr. Malik also directed the health staff to spread awareness about diabetes at Sub Center level so that the general public may be educated about this disease.
    Manzoor Ahmed Naik, who played a pivotal role in organising this camp, said; “We are continually organising such camps in different areas with the help of the concerned department under the Public Service Guarantee Act”.

    RAJOURI, NOVEMBER 14:–Amid celebrations of Children’s Day, a one-day training program on ‘Nanhe Kadam’ model curriculum for ‘Early Childhood Education (ECE) was organised here at Rajouri under the overall supervision of Vikas Kundal, IAS, Deputy Commissioner.
    In the month of April this year Chief Secretary, Dr. Arun Kumar Mehta has launched the curriculum ‘Nanhe Kadam’ of Mission Directorate Integrated Child Development Scheme J&K to keep pace with National Education Policy 2020 and its impetus on universalisation of Early Childhood Care and Education (ECCE).
    The launched curriculum pays special attention to the development of foundational literacy and numeracy skills besides the principles of early learning while maintaining a balance between child-initiated and teacher-led activities, individual and group activities, & structured and free play activities.
    During the training program at Rajouri, the field functionaries were trained on the components of ‘Nanhe Kadam’curriculum to strengthen early childhood education in the Anganwadi Centers (AWCs) – which is critical to optimum learning and retention of children in schools.
    Vikas Kundal, impressed upon the field functionaries of the ICDS Department to implement ‘Nanhe Kadam’ curriculum in their AWCs in full letter and spirit.
    “Introduction of ‘Nanhe Kadam’ ECE curriculum in the Anganwari centers will prove a milestone in education and holistic development of the children,” said Vikas Kundal.
    “Frontline workers of the ICDS Department should work with dedication as they are shouldering an important responsibility to take care of children, who are the future of the nation,” he added.
    Vikas Kundal, DC further said that the master trainer shall visit every ICDS project of the district and shall hold training programs for the field functionaries on ‘Nanhe Kadam’ model curriculum for Early Childhood Education (ECE).
    Among the others present at the event were the Project Officer, ICDS, Shoket Mehmood Malik; DSWO, Wakeel Ahmed Bhatt; DIO, Narinder Kumar, and CDPOs and field functionaries of ICDS Department.

    I have often said that modern Hindi poetry has no ‘dum’ ( power ) in it compared to Urdu poetry. In this connection I am reminded of an incident which happened a few months after I had been appointed a Judge of the Allahabad High Court in 1991.

    My good friend Neelkant, was a Hindi writer and critic, of Allahabad, my native town (I don’t know whether he is alive today). One day he came to meet me at my residence in Allahabad. He had written a book on Rahul Sanskritayan, a famous Hindi writer, and he wanted me to be the Chief Guest in a function for its release at the Hindustani Academy, Allahabad.

    I normally avoided going to functions as long as I was a sitting judge, but since Neelkant was such a fine and loveable person I agreed.

    When I reached the venue there was a huge crowd of about 200 persons or more, assembled in the audience, many of them were literary figures who regarded themselves, great writers. Several speakers spoke, praising modern Hindi literature, and then came my turn.

    I got up and said that I was sorry but I could not agree with most of the speakers who had spoken before me. While I regard medieval Hindi poets like Sur, Tulsi, Kabir, Raskhan, Rahim, Meera, Keshav, Bhushan, as undoubtedly great, modern Hindi poetry was ‘daridra’ and ‘ghatiya’ (low level), and it has no place in world literature. I also said that modern Hindi poetry had no dum (strength) in it, and was no match to Urdu poetry.
    I quoted several Urdu poets to show the power of Urdu poetry, e.g. Bismil’s poem ‘Sarfaroshi ki tamanna ab hamaare dil mein hai’ which was very powerful, and inspired the freedom struggle. But if it is translated into Hindi it will become ‘Mastishk katwaane ki manokaamna ab hamaare hriday mein hai’, which has no ‘dum’ in it. Similarly, Faiz’s ‘Bol ki lab azaad hain tere, bol zubaan ab tak teri hai’ will, on Hindi translation, become ‘abhivyakt karo ki onth swatantra hain tumhaare, abhivyakt karo ki jeebh abhi bhi tumhaari hai’. Again, no ’dum’. I also mentioned Faiz’s poems ‘Hum dekhenge‘ and ‘Nisar main teri galiyon ke ai watan’.

    I referred to Mir, Ghalib, Faiz, Firaq, Josh, Sahir, etc and said that Indians read and loved their poetry, whereas no one reads Hindi poets like Sumitra Nandan Pant or Mahadevi Verma.

    At first, the audience was stunned, but gradually as I was speaking an uproar began, which soon reached a crescendo. People in the audience started shouting ‘Aise anpadh admi ko kisne judge bana diya’ (who appointed such an illiterate person as a judge), ‘ap yahan kyon aaye hain?’ (why have you come here?).

    I replied calmly that I had come because I had been invited by Neelkant whose book was being released. I also said that if anyone in the audience disagreed with me he could have politely pointed out where I was wrong and discussed the good things in modern Hindi poetry, but this was no way to behave.

    No one was prepared to listen to me, and a barrage of abuses, invectives, and vituperations were soon hurled on me.

    When this crossed the limits of my endurance I said ‘You are a bunch of hooligans’ and stormed out of the hall.

    The next day, many newspapers published accounts of this incident, including my statement that Hindi litterateurs mostly consisted of a bunch of hooligans. The result was, as Neelkant later told me, that there was a huge demand for his book, and the first print was soon sold out, and there was a demand for a second edition.

    A few days later Neelkant came to my house and apologized profusely for the misbehaviour of the crowd.
    I told him not to worry. He should now write another book on modern Hindi literature and invite me again for its release, where I would again lambast modern Hindi literature, and this would ensure another huge sale of his book.

    Bukhari said Mohd Rafiq Sheikh was an intelligent officer and a noble man. He had sympathy and compassion for everyone. We have spent great days together.

    Bukhari added Mohd Rafiq Sheikh Sahab had left us but his compassionate nature and kind Akhlaaq will never leave us.

    Bukhari prayed for the soul to attain highest Rank of Jannah and expressed sympathies and duas with the bereaved family at this very difficult time. Ameen!

    JAMMU NOVEMBER, 14:–Jammu and Kashmir Border Area Development Conference(JK-BADC) a registered organization working for the welfare of residents of border areas of Jammu and Kashmir has expressed its disappointment with the working of the Jammu and Kashmir Rural Sanitation Department and Pollution Control Board and has alleged that these departments are almost invisible in the border areas and especially in remote areas of district Poonch including Mendhar, Balakote and Mankote.

    Dr Shazad Ahmed Malik, Chairman of the BADC and former Vice Chancellor said that there are no foot prints of the working of either Rural Sanitation department or J & K Pollution Control Board(PCB) in border areas of district Poonch and there is no scientific way adopted for segregation of the waste and disposal of the solid, liquid and biomedical waste in Poonch, Sub division Mendhar and other two blocks.

    He alleged that often people throw waste including solid, liquid and biomedical waste directly into rivers and natural rivulets and pollute the clean water which is absolutely against the environment protection laws and cause risk to the lives of the animals and humans.

    Dr Shazad said even in the Mendhar Town right from Bust Stand to nearby areas, heaps of rubbish are lying and no scientific method is adopted there for proper sanitation in the main town wherein a huge population resides. The former VC urged the Divisional Commissioner Jammu and Deputy Commissioner to look into this serious issue concerning the healthq and lives of the residents of the border areas.

    بہت عرصہ مجھے اس راز کا پتہ ھی نہ چل سکا کہ ماں کو میرے آنے کی خبر کیسے ھو جاتی ھے..

    میں سکول سے آتا تو دستک دینے سے ہہلے دروازہ کھل جاتا.. کالج سے آتا تو دروازے کے قریب پہنچتے ھی ماں کا خوشی سے دمکتا چہرہ نظر آ جاتا.. وہ پیار بھری مسکراہٹ سے میرا استقبال کرتی.. دعائیں دیتی.. اور پھر میں صحن میں اینٹوں سے بنے چولہے کے قریب بیٹھ جاتا.. ماں گرما گرم روٹی بناتی اور میں مزے سے کھاتا.. جب میرا پسندیدہ کھانا پکا ھوتا تو ماں کہتی ” چلو مقابلہ کریں

    ماں روٹی چنگیر میں رکھتی اور کہتی ” اب دیکھتے ھیں کہ پہلے میں دوسری روٹی پکاتی ھوں یا تم اسے ختم کرتے ھو.. ” ماں کچھ اس طرح روٹی پکاتی ‘ ادھر آخری نوالہ میرے منہ میں جاتا اور ادھر تازہ تازہ اور گرما گرم روٹی توے سے اتر کر میری پلیٹ میں آجاتی.. یوں میں تین چار روٹیاں کھا جاتا..

    لیکن مجھے کبھی سمجھ نہ آئی کہ فتح کس کی ھوئی..!!

    ہمارے گھر کے کچھ اصول تھے.. سب ان پر عمل کرتے تھے.. ھمیں سورج غروب ہونے کے بعد گھر سے باہر نکلنے کی اجازت نہیں تھی.. لیکن تعلیم مکمل کرنے کے بعد مجھے لاھور میں ایک اخبار میں ملازمت ایسی ملی کہ میں رات گئے گھر آتا تھا.. ماں کا مگر وہ ھی معمول رھا..

    میں فجر کے وقت بھی اگر گھر آیا تو دروازہ خود کھولنے کی ضرورت کبھی نہ پڑی.. لیٹ ہو جانے پر کوشش ھوتی تھی کہ میں خاموشی سے دروازہ کھول لوں تاکہ ماں کی نیند خراب نہ ھو.. لیکن میں ادھر چابی جیب سے نکالتا ‘ ادھر دروازہ کھل جاتا..

    میں ماں سے پوچھتا تھا.. ” آپ کو کیسے پتہ چل جاتا ھے کہ میں آ گیا ھوں..؟

    ماں کی وفات کے بعد ایک دفعہ میں گھر لیٹ پہنچا.. بہت دیر تک دروازے کے پاس کھڑا رھا.. پھر ھمت کر کے آہستہ سے دروازہ کھٹکٹایا.. کچھر دیر انتظار کیا اور جواب نہ ملنے پر دوبارہ دستک دی.. پھر گلی میں دروازے کے قریب اینٹوں سے بنی دھلیز پر بیٹھ گیا..

    سوچوں میں گم نجانے میں کب تک دروازے کے ساتھ ٹیک لگائے بیٹھا رھا اور پتہ نہیں میری آنکھ کب لگی.. بس اتنا یاد ھے کہ مسجد سے آذان سنائی دی.. کچھ دیر بعد سامنے والے گھر سے امّی کی سہیلی نے دروازہ کھولا..

    وہ تڑپ کر باھر آئیں..

    انہوں نے میرے سر پر ھاتھ رکھا اور بولیں.. ” پتر ! تیری ماں گلی کی جانب کھلنے والی تمہارے کمرے کی کھڑکی سے گھنٹوں جھانکتی رھتی تھی.. ادھر تو گلی میں قدم رکھتا تھا اور ادھر وہ بھاگم بھاگ نیچے آ جاتی تھیں.. “

    پھر انہوں نے آبدیدہ نظروں سے کھڑکی کی طرف دیکھا اور بولیں..

    پتر ! ھن اے کھڑکی کدے نیئں کھلنی..!!

    JAMMU, NOVEMBER 14:– An Executive Engineer and an Assistant Executive Engineer (AEE) were among three persons killed while a Superintending Engineer was injured after an official vehicle of R&B department they were travelling in skidded off the road and plunged into a deep gorge near Assar area of Doda district.

    A police officer told that soon after the information that the Bolero vehicle fell into a deep gorge near Trungul Pull Assar around 10:30 a.m., a massive rescue operation was launched. He said that three persons—Exen and AEE and driver—died on the spot while one person, SE Suresh Kumar, was injured and shifted to hospital.

    He said a case has been registered and further investigations including reason for the accident.

    The deceased have been identified as Mohammad Rafiq (XEN) PWD, a resident of Poonch, driver Hafiz. Identity of AEE was not immediately known.
