RAJOURI, OCTOBER 11:– Even after 43 months after the commencement of classes for Government Degree College in Kotranka sub-district (at Kandi) in Rajouri district, the government of UT of J&K failed to construct a building for the college.
The college started with 4-room accommodation provided by the government HSS administration at Kotranka 2019.
At present, 250 students of 3 semesters and the staff members facing immense difficulties in attending their classes because out of four rooms, two are used as a library & office & the remaining two rooms are available for the students & staff.
To express their resentment against the lackadaisical attitude of the district administration and the poor role of the politicians in this matter, the students of GDC Kotranka on Tuesday held a protest demonstration and blocked Rajouri-Budhal-Reasi road.
Students alleged while laying the foundation stone of the college building in 2019, the then Special Secretary Higher Education and the then Deputy Commissioner Rajouri had promised to complete the building by the end of 2021.
“But even after about four years, the construction work couldn’t be started and more importantly the district administration has failed to identify another site for the college building as the initial site was rejected by the officials of Geology and Mining Department ” alleged students.
Additional Deputy Commissioner, Kotranka along with Tehsildar assured the students that the process for the allocation of alternate land for the construction of the college building is under process and within 2 weeks the matter will be resolved.
Before suspending their protest students warn to start a hunger strike & shall organise a ‘Rajouri Chalo Rally’ if the administration failed to fulfill its promise within two weeks.
GDC came into being at Kotranka in Kotranka sub-district in Rajouri district on May 28 in 2019 with an aim to provide an opportunity to the youths of this hilly region to pursue higher education with determination and contribute to the societal development of this remote area.
It is pertinent to mention here that the land for the construction of college building (with a project cost of Rs13 crores) was identified in Kandi village.
But in 2020 the land was rejected as it was not found suitable for any construction by a team of experts from the experts of Geology and Mining Department.
The then DC, Rajesh Kumar Shavan visited the Kandi village and the revenue department identified/selected 41 kanals of land in the same village at another location.
In the month of DC Shavan again visited the spot and in consultation with locals, revenue officials, and officials of the Geology and Mining Department, directed JKPCC officials to start the construction work of college building within a week.
But, to date the construction work couldn’t be started despite the availability of funds for the reasons best known to the district administration and concerned authorities and the worst suffers are the students and staff of the college.
In the meantime, former Cabinet Minister/MLA Darhal Constituency (who belongs to this area) has expressed concern over the possible lapse of funds and suggested the District Administration to transfer the Agriculture Department land at Kotranka for the construction of the college building.
