    RAJOURI, JULY 27:–Vikas Kundal, District Development Commissioner (DDC) Rajouri on Wednesday chaired a public grievances redressal camp, organised under Weekly Block Diwas, at Devak in Sunderbani sub-district.
    During the event, the public and their representatives raised a number of issues and demands related to their area.
    These issues include macadamization of roads, better health services, up-gradation of schools etc.
    “District administration is working on a multipronged strategy for the holistic development of all the areas of the district and every sector is being pushed to achieve the desired results on the ground,” said Vikas Kundal.
    “People’s role is inevitable in the developmental process and they must work shoulder to shoulders with district administration for peace & prosperity of the region” he added.
    The DDC also highlighted the ongoing Digital JK Week & said: “Scores of services are being provided by different departments of the district through online mode and the public must come forward and avail the benefits of the same”.
    Vikas Kundal, DDC informed that all the departments of the district are working with proper dedication ensuring that the benefits of Govt services reach the last beneficiary of the district.
    While addressing the issues and demands raised by the public during the event, Vikas Kundal, DDC assured the people that their genuine concerns would be given due priority and efforts will be made to redress the same in a phased manner.
    Officers of various departments highlighted the government schemes 7 programs and appealed to the people to avail benefits of these people friendly Schemes.
    DDC Member Sunderbani, Rajinder Sharma; BDC Sunderbani, Arun Sharma; BDC Siot, Balkrishan; ADC Sunderbani, Vinod Kumar Behnal; PO ICDS, Shoket Mehmood Malik; CPO, Mohammad Khurshid DSWO, Wakeel Ahmed Bhatt and other District and sectoral officers were present in the event.
    Vikas Kundal, DDC also visited the Yatra ground at Sunderbani and took stock of arrangements being made available for pilgrims of the Budha Amarnath Yatra.

    UDDHAMPUR JULY 27:–23rd Kargil Vijay Diwas was celebrated with traditional fervour at Udhampur Military station on 26 July 2022. The day began with a wreath laying ceremony at Dhruva War Memorial in honour of those soldiers who stood up to the true traditions of the Indian Army and made the supreme sacrifice for the Nation and culminated with the lighting of candles at Shradhanjali Park in the memory of Kargil bravehearts who gallantly faced all odds and made the supreme sacrifice for the nation.

    On the occasion, Lt Gen Upendra Dwivedi, AVSM, Army Commander, Northern Command conveyed a message on behalf of all troops deployed in Northern Command, that the spirit of our fallen bravehearts shall always keep instilling us with a sense of pride, devotion to duty and patriotism in the times to come. Furthermore, he assured that the troops deployed in Northern Command shall live upto the spirit of Kargil heroes and shall always remain steadfast to secure the frontiers even in adverse weather and treacherous terrain against an unpredictable enemy.

    In the morning, at the Dhruva War Memorial, the officers and men of Udhampur military garrison paid homage to their gallant fallen comrades and their supreme sacrifice in the line of duty. The befitting tribute was paid by laying of wreaths by Major General K Vinod Kumar, Chief Signal Officer, Northern Command, one junior most soldier, one NCC cadet, one Senior most Subedar Major and Senior most retired officer.

    Thereafter in the evening, at Shradhanjali Park, Officers, JCOs, other ranks & families from Udhampur Military Station gathered to light candles in the memory of Kargil bravehearts who gallantly faced all odds and made the supreme sacrifice. The event was presided over by Lt General Upendra Dwivedi, AVSM, Army Commander, Northern Command. There was a silence of two minutes followed by National Anthem which was observed as a mark of respect for our fallen soldiers.

    The day is not only special for the Indian Army but for the entire nation as it is the anniversary of one of the most rare battles won in treacherous terrain, inclement weather and fought from the most tactically disadvantageous positions. The unmatched valour and devotion to the flag and the nation had been displayed by the Indian Army during “Operation VIJAY”. The day has been embossed in gold by the blood of those who never came back and the words “For our today, they gave their tomorrow”, truly hold a lot of weight & reflect the selfless service of our soldiers for the nation

    RAJOURI, JULY 27:– The work on Two water supply schemes including WSS Lamberi Lower and WSS Dandesar of Nowshera subdivision was today kickstarted by the District Development Commissioner Rajouri, Vikas Kundal.

    It is pertinent to mention here that both these schemes were approved under Jal Jeevan Mission at an estimated cost of Rs 64.69 lacs and 64.69 lacs respectively.

    DDC congratulated the locals of the area and said that these schemes after getting completed, will benefit scores of people in nearby areas and their sufferings related to water supply will be mitigated to a great extent.

    He also assured the public that all the households of the district would be provided functional tapped water connection with the implementation of the Jal Jeevan Mission on ground.

    Directing the officers for ensuring time-bound completion work on the schemes, he asked them to personally monitor and expedite the pace of work so that local people will get uninterrupted water supply in their areas before the fixed timelines.

    RAJOURI, JULY 27:- In connection with the ongoing ‘Azadi Ka Amrit Mahotsav’ campaign, a mega event was today organised in the auditorium of BGSBU to celebrate the “Ujjwal Bharat, Ujjwal Bhavishya, Power @2047” program in Rajouri.

    The event was organised by the District Administration in collaboration with various stakeholders and was presided over by the District Development Council Chairman, Chowdhury Naseem liyaqat.

    Among the others present on the occasion included DDC Rajouri, Vikas Kundal; ADDC, Pawan Kumar; President MC Rajouri, Mohd Arief Jatt; DDC Thanamandi, Abdul Qayom Mir; BDC Rajouri, Darbar Chowdhary; SE PDD, Roshan Lal; SE PWD, Nissar Hussain; ExEn PDD Rajouri, Hasan Mohammad and other officers and dignitaries were present during the program.

    At the outset, the chief guest inspected the stalls erected by various agencies to showcase and display their services and achievements with special focus on achievements made in the power sector in the last 75 years.

    Adressing the event, the Deputy Commissioner Rajouri, Vikas Kundal said that the Govt is doing remarkable work in the field of electricity and the local administration is implementing various schemes with the help of the centre government and the public is getting benefited.

    Stressing on the need to judicious use of the electricity, the DC said that electricity plays a very important role in our day to day life and there is a need to use it judiciously.

    The Deputy Commissioner also termed the power sector as the vital sector and exhorted to enthuse more vibrancy in the department by strengthening and streamlining their public service delivery mechanism.

    Highlighting the Govt’ vision to push the power sector, he said that the Govt has achieved unprecedented growth in the power sector over the past few years and efforts in this direction would continue to further streamline and improve public service delivery under this sector.

    The Deputy Commissioner also asked the concerned officers to ensure that proper supply of electricity is maintained in the district while adhering to the curtailment schedules besides he also stressed on taking effective measures to resolve genuine public concerns regarding power supply on priority.

    He also asked for ensuring the timely provision of power tariffs to the public and maintained that there should be no outstanding electricity bills so that the dues are paid timely.

    The District Development Council Chairman, Chowdhary Naseem liyaqat while speaking during the event threw light on Ujjawal Bharat Ujjwal Bhavishya and highlighted the key achievements of India under the power sector.

    He said that the Bijli Mahotsav was being celebrated all over the country under the umbrella of Ujjwal Bharat Ujjwal Bhavishya – Power @2047 to encourage public participation and getting across the developments in the power sector to the citizens at large.

    Various cultural programmes, nukkad nataks were presented by renowned artists which were highly appreciated by the audience amid thundering applause.

    JAMMU JULY 27:– Jammu and Kashmir Border Area Development Conference(JKBADC), a registered organization working for the welfare of residents of border areas has urged the government of India and Lieutenant Governor Manoj Sinha for overhauling of recruitment panels of J & K to restore trust of the aspiring youth.

    Dr Shazad Ahmed Malik, former Vice Chancellor of Sai Nath University and Chairman of JKBADC in a press statement has said that today J & K Public Service Commission and J & K Services Selection Board have lost the trust of the educated job aspiring youth of J & K.

    The BADC Chairman said that recently several delegations of local youth met him in Poonch and Jammu and have complained lack of transparency and accountability in JKPSC and JKSSB. Dr Shazad stated that the delegation of youth have informed him that neither JKPSC nor JKSSB follow the exam calendar and time schedule for completing the recruitment process. He said JKPSC is responsible for selection of all gazetted posts in different departments and JKSSB is assigned the task of selection of all non gazette posts in J & K. The BADC chairman demanded that both JKSSB and JKPSC should be fair to all aspirants and must also be seen doing so impartially. He also called for strengthening internal vigilance mechanism in both these recruitment panels to avoid allegations against these panels.

    SRINAGAR, July 27: The latest government communication by virtue of which the directorate of school education Kashmir and Jammu were asked to repatriate all Rehbar-e-Taleem Teachers to the original places of postings upto July 29, shall not be implemented in the winter zone of J&K.

    Talking exclusively to Kashmir Despatch, B.K Singh, secretary school education J&K said: “This government communication is primarily based on the violation of ReT recruitment rules which clearly had determined that these jobs were localized thus privileged only because of the nature of this recruitment process.”

    He said that the administrative department of school education will not enforce this order in Kashmir valley because of the mid-session of academics but the same will be implemented in Jammu. “This order will supersede all the previous orders of transfers of the ReT teachers who have been shifted to different places from their original places of posting on different reasons,” Mr. Singh informed Kashmir Despatch.

    The secretary school education department said that at the time of formulation of ReT scheme, the then government had kept this recruitment process confined to the village level which means there is bare minimum competition in seeking these jobs. “That means these jobs were privileged so there was no question of transferring these teachers leaving the local students high and dry,” he added.

    When asked about main three grounds Marriage, Security and Health on which the maximum transfers of ReT teachers have been made from time to time, Mr. Singh said: “Security ground can be considered and marriage is also a valid ground but the same should have been considered at the initial level of formulation of this scheme by the then government.”

    Asked about the transfer policy about ReT teachers, the secretary school education said: “The transfer policy of ReT teachers is almost ready and it will take a month to make it official.”

    He said that draft of this transfer policy is ready and the same would be first shared with the officers in the department before presenting the same to the government.

    Pertinently, on July 25, the administrative department of school Education J&K directed its directors of Jammu and Kashmir divisions to repatriate all regularized Rehbar-e-Taleem Teachers (grade II/III/RReTs/3rd teachers) to their original places of posting and submit action taken reports to the administrative department upto July 29.

    A letter shot by under secretary to the government school education department Mayank Sharma to the director school education Jammu and Kashmir vide number Edu-RET/1/2022-01 (CC No. 114045) dated July 25, had said: “I am directed to request to repatriate such teachers to their original place of postings. DDOs concerned shall not draw the salary of such teachers unless they back the place of postings.”

    The education department has said that there was a violation in Rehber-e-Taleem (ReT) recruitment policy and subsequently ordered to repatriate ReT teachers to their original place of postings.

    “A scheme under the title Rehbar-e-Taleem (ReT) was launched in Jammu and Kashmir to operationalize the schooling system at the gross root level,” the communication from the civil secretariat reads.

    It also stated that the ReTs engaged under the scheme were eligible for regularization as ReT after successful completion of five years of service.

    “These ReT teachers were further converted to teacher Grade-II and III and in that order at clause 3(a), it has been ordered and clearly mentioned that the service condition of the teachers-Grade-II shall be the same as prescribed for the general line teachers with the exceptions that they shall not be transferable except on the mutual transfer basis to the post of other teacher Grade-II, RReTs, ReTs in exceptional circumstances,” it reads.

    It had further said, “However, from time to time the department has transferred and deployed a number of such teachers temporarily from their original place of postings to other places on one pretext or the other against the ReT recruitment policy.”
