    JAMMU, Feb 28: The Delimitation Commission is likely to put its draft report on delimitation of 90 Assembly constituencies in Jammu and Kashmir in public domain anytime after March 4, the deadline for filing of suggestions/objections by five Associate Members. The report will remain in public domain for 42 days for claims and objections by political parties, organizations and individuals.

    Official sources told the Excelsior that going by the speed the Delimitation Commission has started its work, it is expected to meet May 6 deadline for submission of final report after settling claims and objections received for its draft report during 42-day long period when the Commission could also visit Jammu and Kashmir for public hearings.

    The Delimitation Commission is headed by Justice (Retired) Ranjana Prakash Desai and comprised Chief Election Commissioner (CEC) Sushil Chandra and State Election Commissioner (SEC) KK Sharma.
    “The Panel has invited suggestions/objections from five Associate Members till March 4.

    After settling the objections, if any received from the Members, the Commission is expected to put draft report in public domain for final claims and objections from all,” the sources said.
    Five Associate Members of the Panel include Union Minister of State in the Prime Minister’s Office (PMO) Dr Jitendra Singh and Jugal Kishore Sharma, both BJP Lok Sabha members from Jammu division and Dr Farooq Abdullah, Mohammad Akbar Lone and Hasnain Masoodi, all three National Conference MPs from Kashmir Valley.

    Presently, only BJP and National Conference, the two political parties which have representation in the Delimitation Commission, are eligible for filing claims and objections before the Panel. However, once the report is put in public domain, most likely around March 10, all other political parties, organizations and even individuals will be able to give suggestions/objections to the Panel.

    “But, it will be discretion of the Delimitation Commission to accept or reject the suggestions,” sources pointed out.

    It has, however, accepted certain suggestions and objections of five Associate Members to its draft report including restoration of couple of Assembly constituencies, de-reservation and renaming of others besides shifting Panchayats and Patwar Halqas from some segments to others.

    Sources said the Commission will settle claims and objections received from the public and then submit final recommendations on or before May 6.

    The Panel was set up on March 6, 2020 with one-year term which was extended by another year on March 6, 2021. Few days back, the Union Ministry for Law and Justice extended term of the Commission by two months. It has now May 6, 2022 deadline to finalize its recommendations for delimitation of 90 Assembly seats of Jammu and Kashmir. It has already allocated 47 Assembly segments to Kashmir division and 43 to Jammu region.
    While splitting Jammu and Kashmir into two Union Territories through the Reorganization Act, the Union Home Ministry had increased Assembly seats of Jammu and Kashmir by seven taking total seats to 114-24 of which are reserved for PoJK while election will be held for 90 seats.

    Erstwhile State of Jammu and Kashmir had 111 seats including 24 reserved for PoJK while elections were held for 87 seats.

    With creation of Ladakh as Union Territory, four seats of the region were reduced and the Assembly was left with 83 seats. However, with increase of seven seats, J&K UT will have an Assembly of 90 seats. Two women MLAs will be nominated to the House, which was the position earlier
    also.

    In the previous Assembly, Kashmir had 46 seats, Jammu 37 and Ladakh four.

    Delimitation of the Assembly constituencies was last held in 1994-95 during the President’s Rule when seats of the erstwhile State Assembly were raised from 76 to 87. Jammu region’s seats were increased from 32 to 37, Kashmir’s from 42 to 46 and Ladakh’s two to four. However, the delimitation was freezed in 2002 by the then National Conference Government headed by Dr Farooq Abdullah in line with the decision taken by then Central Government led by Atal Bihari Vajpayee.

    Elections to the Legislative Assembly will be held only after delimitation of Assembly constituencies is completed.(By Daily Excelsior )

    POONCH, FEBRUARY 28:- Additional Deputy Commissioner Poonch, Dr.Basharat Hussain on Monday chaired a meeting to review the arrangements for smooth conduct of OMR based objective type written exam for the post of Account Assistant (Finance) being conducted by J&K Service Selection Board on March, 6, 2022.

    Threadbare discussions were held regarding the establishment of exam centres, seating arrangements, provision of vehicles, manpower for the receipt and distribution of material, washrooms and light facility in exam centre, dispatch of examination material, security in and around strong room and examination centres, videography of examination centres, besides proper sanitization of examination centre and other covid safety protocols.

    The ADC urged upon the departments to work in coordination to make all the requisite arrangements well in advance.

    He asked the concerned officers to make available sanitizers and thermal scanner at the entrance of the examination centres.

    The meeting was attended by Gen. Manager DIC Dr. Zakir Hussain, Principal Government Degree College Poonch, Prof. Mussarat Hussain Shah, Principal Government Degree College Surankote, Prof. DR. Jasbir Singh, Prof Mohd Shafiq, GDC Mdr, Chief Education Officer, Abdul Majid, Principal HSS Sawgia, Anwar Khan Principal, besides other Principals and Headmasters, Chairman Private School Association Poonch Wahid Ahmed Banday besides management Heads of different educational institutions were also present.

    DODA, FEBRUARY 28: Deputy Commissioner Doda, Vikas Sharma convened a meeting of key members of District Road Safety Committee (DRSC) Doda, today in mini meeting hall of DC office Doda to discuss the road safety measures and future action plan.

    The DC, while reviewing the availability of basic equipments and tools for the better implementation of road safety measures, directed the ARTO to propose the purchase of enforcement vehicle and Speed Guns under road safety funds for the district.

    Chairman, while reviewing the erection of crash barriers along sides of Batote Khalleni road, was informed that 13 Km length of crash barriers has been achieved till date. Furthermore, chair was informed that out of 14 black spots, 9 have been covered on Batote Khalleni road.
    On erection of crash barriers on Khalleni to Ganpat road and Thathri Gandoh road, XEN PWD (R&B) informed that proposal has been submitted in the Chief Engineer’s office.
    On Doda- Bhaderwah, Bhaderwah- Chatergalla and Drudu- Jai, OC GREF was directed for clearence of all the black spots, installation of crash barriers, creation of view points, eateries and toilets facilities along the road sides as the roads cater the major tourist places of the area. To identify the view points etc and to remove the encroachments on the above mentioned roads of major tourist places, DC directed to constitute three membered committee comprising of Revenue Officials, PWD officials and GREF officials.
    Chair also directed for immediate erection of crash barriers and signages on Doda- Dessa road.

    While reviewing the progress on the establishment of prestigious Driving, training cum fitness institute DC was informed that a patch of state land has been identified and matter shall be taken up with concerned authorities for DPR preparation.

    Further, DC asked the concerned to make 100% availability of functional GPS in all commercial vehicles and register all JCBs operating in the district with installation of GPS, besides, he directed to install GPS in all the ambulances for better disaster management in emergency situations.

    DC directed to plan a schedule of IEC activities covering all the areas of the district. He asked for submission of proposal to the concerned authorities for purchase/ providing of two number of Hill recovery Cranes and more BLSAs, for this district.

    Other important issues discussed in the meeting include, working of toll free number in the district, creation of road safety Clubs in schools & Colleges, road safety audit of all existing roads, designation of police station for inquiry in the accident causes, implementation of RIBBON Development act, etc.

    The meeting was attended by ADC Doda, CPO Doda, SSP Doda, CMO Doda, ARTO, Executive Engineers of PWD & PMGSY, OC 114 RCC (GREF), DTI Doda, CAO Doda, Inspector MVD, EO MC Doda, EO MC Bhaderwah, representative of NHIDCL, and representatives of other members of the DRSC.

    MENDHAR FEBRUARY 28:– BDC Chairman Block Mendhar Tahira Jabeen has appealed to the Government for regularisation of all daily wagers serving in various departments of Jammu and Kashmir while welcoming the decision of regularisation of 12000 PDD daily wagers.

    In a statement to the press, Jabeen welcomed the decision of regularisation of 12000 PDD daily wagers and said that the decision has generated hope among those who served the Government for the last two decades.

    We welcome the decision of the Government about the regularisation of the daily wagers.
    However, they should also consider the pending demands of the daily wagers, ITI trained youth and CP workers including contractual workers and others engaged in different units of J&K Government Departments,” she said.

    She added that the next of kin of the deceased daily wagers who have lost their lives while performing their duty should also be given jobs on a priority basis.

    “These daily wagers are the backbone of the Government Departments and kept the Departments working even during the COVID19 lockdown,” she said.

    She also stated that the daily wagers from different departments should also be taken into consideration with immediate effect to ease out their sufferings.

    Their demand should be considered on humanitarian grounds and should be regularised accordingly.

    RAJOURI FEBRUARY 27:–Intensified Pulse Polio Immunization (IPPI) drive for the children of 0-5 year commenced on Sunday across Rajouri district.
    According to the Health Department, about 1,09,705 children will be vaccinated in the district.
    Vikas Kundal, District Development Commissioner (DDC) kick-started the 3- day Intensified Pulse Polio Immunization campaign in the district by administering pulse polio drops to a child here at Gujjar Mandi n the presence of Dr. Shamim Un Nisa, CMO; Dr. Anees Altaf Nabi, Deputy CMO.
    Dr. Shamim IUn Nisa informed that 639 vaccination booths have been established in the six medical blocks of the district with the adequate deployment of officials from different departments.
    On the first day of the IPPI drive out of 1,09,705 targeted children, 94,835 children have been administrated polio drops (86.45%).
    In Kandi Health Block pulse polio program was inaugurated by a Block Medical Officer, Kotranka Dr. Iqbal Malik.
    Out of 22145 targeted children, 18641 (84.18%) children were administrated polio drops in the Kandi health block.
    “Total 124 polio booths have been established while 496 employees, including volunteers, members of NGOs, government teachers, AWW, and ASHAs were employed to cover this huge task in Kotranka and Budhal,” said Dr. Iqbal Malik.
    The highest number of children, i.e 8639 out of a targeted 9233 (93.57 %) were administered polio drops in the Sunderbani health block followed by 91.66 % (20608 out of targeted 22484) in the Manjakot health bl ock.
