    RAJOURI FEBRUARY 24:– The Covid-19 pandemic in the Rajouri district showing a sustained decline trend for the last many day s and the district administration has amended the Covid-19 restrictions on the direction from the higher authorities.
    Meanwhile, a 33-year old Covid positive women resident of Rajouri tehsil, who was under treatment in GMC Jammu, died on Wednesday (10th death during 3rd wave) thus taking the death toll to 249 in the district
    On the direction of Vikas Kundal, District Magistrate Enforcement teams continue the enforcement drive to implement Covid protocol across the district.
    On Thursday the teams during inspections in different locations recovered a fine of Rs 8800 from 112 violators of Covid protocol.
    The enforcement drive started on April 1, 2021, and since then the Enforcement teams have recovered Rs 92,44,914 from 68,241 violators.
    Health Department on Wednesday administrated 399 Covid vaccine doses to children in the age group of 15-18 years.
    The health department has also collected 2520 samples on Thursday, including 1946-RAT and 574-RT-PCR.
    No positive case was detected in the district today. There are 9 positive cases at present in the district out of which 8 are in home isolation.
    During the first, second & third waves 9, 17,940 including RAT (7,03,246) and RT-PCR (2.14.694) have been conducted to date in the Rajouri district among them 12785 tested positive out of which 12487 have recovered and 249 died.

    RAJOURI FEBRUARY 24:– In connection with a media report that a government high school was locked at about 2.30 pm on Thursday, Chief Education Officer (CEO) Rajouri has 0constituted an inquiry team and directed to submit a report within three days.
    CEO has also asked the headmaster/staff to explain their position within two days for further disciplinary proceedings under the rules.
    Vinod Kumar Koul, CEO Rajouri has also constituted a two-member committee of the senior functionaries of the department, including Zahid Malik, Principal of HSS Parori Gujran, and Zonal Education Officer (ZEO), Praveen Kanta (ZEO Peeri Education Zone), to conduct the inquiry in this matter.
    The committee has been asked to submit the report within three days with specific comments.
    The matter came to light when a print media reporter visited the high school at Kurhad under Peeri Education Zone and found it closed at 2.30 pm today.
    The matter reportedly gone viral on the social media platforms along with photographs and taking cognizance of the matter, Chief Education Officer in an order issued today sought explanations from the Headmaster as well as the staff.
    “The reply (of explanation) must reach in this office within two days positively. Failing which it would be presumed that they have nothing to say in their defence & disciplinary proceedings shall be initiated under rules” CEO’s order read.
    CEO has also forwarded copies of the order to DDC Rajouri, Director School Education, Jammu; concerned Headmaster & inquiry committee members.

    New Delhi, Febuary 24: The Delimitation Commission has accepted certain suggestions made by five associate members from Union Territory of Jammu and Kashmir including National Conference Lok Sabha MPs Farooq Abdullah, Hasnain Masoodi and Akbar Lone and BJP MPs Jitendra Singh and Jugal Kishore, officials said.

    The Delimitation Commission met in Delhi today to discuss suggestions of Members of Parliament from Jammu and Kashmir, who are associate members of the panel, on its delimitation draft proposal.

    The meeting was chaired by Justice (Retd) Ranjana Prakash Desai and attended by Chief Election Commissioner Sushil Chandra, Jammu and Kashmir Election Commission chief and the Chief Electoral Officer from the Union Territory.

    Officials said that Delimitation Commission in its meeting today held discussions at length on the suggestions given by five associate members.

    “We had discussed point by point. After a wide range of discussions, the Commission has accepted certain suggestions given by five associate members. Now we will go back to associate members and will inform the decision that is made today,” an official said.

    Suggestions of the associate members were submitted to the Delimitation Committee on February 14. Associate members were asked to give their suggestions on the draft report prepared by Delimitation Commission which they were opposing.

    The Delimitation Commission headed by retired Supreme Court judge Justice Ranjana Desai with Chief Election Commissioner Sushil Chandra and J-K election commission chief KK Sharma was set up on March 6, 2020, and was given a one-year extension last year. Earlier this month, it was given two months extension till May 6 to complete the exercise of redrawing assembly constituencies in Jammu and Kashmir.

    The Centre extended the term
    of the Commission by two months by amending the notification issued on March 6, 2020.

    “In the said notification, in paragraph 2, for the words, ‘two years’, the words, ‘two years and two months’ shall be substituted,” a notification by the Ministry of Law and Justice stated.

    Now, the panel’s term will end on May 6. The Delimitation Commission has held two meetings with the Associate Members on February 18 and December 20 last year. While the first meeting was boycotted by the three National Conference MPs, they attended the second meeting.

    As per the preliminary proposal of the Delimitation Commission, the number of seats in the Jammu region will be increased from the existing 37 to 43, while Kashmir will have one additional seat, taking its tally to 47 seats from the current 46.

    The Jammu and Kashmir Reorganisation Act 2019 notified by the government on August 9, 2019, paved the way for the creation of two Union Territories – Jammu and Kashmir, which will have a legislature and Ladakh, without it.

    The Act provides that the number of seats in the Legislative Assembly of Union Territory of
    Jammu and Kashmir shall be increased from 107 to 114, and delimitation of the constituencies will be determined by the Election Commission. (Agencies)

    سرنکوٹ کے نیشنل کانفرنس لیڈر پیر مشتاق بخاری کے حوالہ سے بہت سارے لوگوں کو شاید یہ معلوم نہیں ہے کہ وہ آصل میں بی جے پی کے رکن رہ چکے ہیں۔مشتاق بخاری نے اپنا سب سے پہلا الیکشن 1977میں جنتا پارٹی کے ٹکٹ پر ہی لڑا تھا ۔ نیشنل کانفرنس جماعت میں بخاری صاحب ایک حادثہ کے طور شامل ہوے تھے ۔ ہوا یوں کے 1996 میں ان کے ہم ظلف مرحوم بشیر احمد کچلو نیشنل کانفرنس کے جنرل سیکرٹری تھے جو کی ان کے ہم ظلف تھے انھون نے اچانک پیر صاحب کو جماعت میں شامل کر کے منڈیٹ دے دیا اور اسطرح نیشنل کانفرنس کی لہر میں بخاری صاحب جیت بھی گیے ۔ اور یو ں مشتاق بخاری منڈیٹ بھی لیتے رہے اور مراعات بھی حاصل کرتے رہے ۔ اس برس یہ کافی عرصہ سے اس تگو دو میں تھے کے ان کو جماعت میں کوئی خاص مقام دیا جاے جو نہ ملا ۔ اصل ناراضگی ان کی تب ہو گئی جب نیشنل کانفرنس نے اس خطہ کے ایک مظبوط لیڈر جاوید احمد رانا کو پیر پنچال زون کا صدر مقرر کر دیا ۔ ابھی حال ہی میں جب فاروق عبداللہ نے خطہ کا دورہ کیا تو بخاری صاحب سرنکوٹ میں کچھ زیادہ لوگ جمع نہ کر سکے جس پر فاروق عبداللہ نے ان پر کافی ناراض بھی تھے ۔ اب جب انہوں نے بی جے پی کے ساتھ سانٹھ گانٹھ کی تو بتایا جاتا ہے کہ فاروق عبداللہ نے انہیں سیدھا کہا کہ آپ پارٹی چھوڑ دو۔ اب یہ اس کو قوم کی خاطر قربانی کا نام دے رہے ہیں

    ایک وایرل ویڈیو کے مطابق فاروق عبداللہ نے انہیں دوبارہ پارٹی میں شمولیت کو لے کر بالکل انکار کر دیا ہے ۔

    KISHTWAR, FEBRUARY 24 :– Apni Party State General Secretary, Syed Asgar Ali has expressed serious concern over the missing of six people in the snowbound area of Warwan in Kishtwar.

    In a statement issued here to the press, he urged the Govt to use helicopters and teams of defence forces to rescue the missing six people from one of the toughest areas of Warwan.

    He said that “The rescue operation should be intensified with the use of helicopters and sniffer dogs by the rescue teams so that the missing people could be rescued timely.”

    He said that “The authorities must look into the issue very seriously and help in rescue of the trapped people timely without delaying the matter which has caused serious concern among the locals especially their families.”

    He however raised questions on the part of police for its failure in Anantnag district to stop people from travelling in the snowbound area.

    He said that the authorities should work in coordination with Kishtwar and in Anantnag so that the rescue operation is conducted successfully.

    He also expressed his sympathy with the family members of the missing persons. The missing persons include Ajaz Ahmad Koka son of Abdul Rehman Koka, Mohammad Akbar Koka son of Ghulam Qadir Koka, Ghulam Nabi son of Ghulam Qadir Koka, Gulzar Ahmad son of Ghulam Mohammad Koka, Manzoor Ahmad son of Ghulam Mohammad Koka and Idrees Ahmad son of Sunna ullah Dar, all residents of Choidraman Warwan.

    Rajouri February 24:–In order to take a first hand review of police investigation in different cases as well as other aspect of policing, Senior Superintendent of Police Rajouri, Mohammad Aslam chaired a crime review meeting of Rajouri sub division on Thursday.

    The meeting was held in District Police Lines Rajouri with Additional SP Rajouri Vivek Shekhar Sharma, Deputy SP HQ Vinod Sharma, Deputy SP DAR, Parupkar Singh, Station House Officers of Rajouri and Rajouri Women police station, Incharges of Police Posts of Rajouri city and Chatyar Chingus police posts as well as Investigation Officers of these establishments were present in the meeting.

    SSP Rajouri Mohammad Aslam took a first hand hand review of all cases under investigation in the jurisdiction of Rajouri sub division.

    He also reviewed other aspects of policing like inquest proceedings, missing reports, PCPG meetings, preventive policing, installation of mobile MVCPs, area domination patrols.

    SSP Rajouri Mohammad Aslam asked all the investigation officers and others to finalise pending cases on priority.

    He also issued necessary guidelines for arrest of absconders, tracing of missing person and execution of court processes.

    Mehbooba Mufti knew that a multitude of party leaders was more inclined towards Mufti Saheb than the party itself. After Mufti Saheb’s demise, she started to lose the grip on several party members & matters within the party. Moreover, administering the party affairs, balancing the alliance & managing the governance of a Conflict State immediately after Mufti Saheb’s demise proved to be a backbreaker. The pressure applied by the aligning partner on several controversial issues put her, the party as a whole and the alliance under severe tension which ultimately resulted in the breakdown of The Alliance. Subsequently, 05/19 brought such miseries that survival of the party seemed impossible.
    Events such as but not limited to, the demise of party patron, dissolution of the coalition and above all 05/19 resulted in a chaotic situation and led to the resignation/termination of scores of party leaders, executives & volunteers. Many cited a sense of neglect, favouritism, lack of vision, poor strategic planning & inexperience as main reasons but camouflaging of several party leaders for vested interests & political survival can’t be undermined.
    But now, huge change can be inferred from her approach towards multi-dimensions of Kashmir Mainstream Politics. Post detention, she has shown a more careful & calculated approach while sailing her party’s dented boat through the political storm. She has made her & the party’s presence being felt within the current political dilemma under the umbrella of PAGD. Resignation of numerous party rebels has come to her as a “Blessing in Disguise” and the same has enabled her to terminate the deadwood which ultimately has made things easier for her to monitor & control. Her statements seem to have more substance & content. Comparatively, being low profile has helped her to focus more on public outreach, uncover young leaders & strengthen party cadres.
    Political pundits strongly believe that under the leadership of Mehbooba Mufti PDP will regain its past glory..
