Accused of discarding Rs.1.64 & booked under sections 17 & 21 of UAPA, still untraced.

Rajouri, September 23:–Accused Manzoor Hussain s/o Gulzar Hussain of border village Sariya in Nowshera sub-Division in Rajouri district is still out of the reach of district Rajouri police after he was booked on September 7 under sections 17 & 21 (raising funds for the terrorist act) of the Unlawful Activities (Prevention) Act 1967 (UAPA).
On September 7, Nowshera police and the Indian Army during a search operation along the LoC had recovered two bags containing Indian currency Rs 1,64,70,600 (Rs one crore, sixty-four lakh, seventy thousand and six hundred).
Two persons were challenged by the security forces in the wee hours, but instead of halting, they fled from the spot leaving behind two bags.
During the preliminary investigation, it was established that both the bags belong to one Manzoor Ahmed resident of village Sariya and brother of one noted drug peddler Sikander who was arrested in Punjab in the month of August and was booked under various sections of NDPS Act at Kathu Nangal police station (FIR164/2021).
On September 4 in a joint raid/search in the house of Sikander, Nowshera & Punjab police had recovered Rs29.5 lakh and after legal formalities, the cash was handed over to the Punjab police for further investigation.
District police are still in the process to establish the source of the huge cash recovered from both the brothers.
“We have developed/identified some links associated with the recovery of huge cash from two bags. The identified accused (Manzoor) is still at large. Can’t divulge any more information at this juncture of investigation,” said Amit Verma, Additional SP, Nowshera.
However, he assured that soon the police will crack the case.
Reliable sources said that it could be a well-nit drug trafficking network to generate Hawala money being handled by terrorist groups from across the LoC in nexus with their OGWs operating on this side of LoC to provide financial assistance to the terrorists operating in J&K especially in Kashmir.
Pertinent to mention here that in the month of May in 2018 an ex-militant along with two HM OGWs (came from Shopian) were among four arrested by Rajouri police along with Rs 1 lakh collected by their Rajouri based colleague namely Mohd Arif (drug peddler) r/o Kotli village in the Keri sector in Rajouri district.
During sustained interrogation, all the four had disclosed that Mohd Arif was collecting Hawala money in Rajouri district and HM OGWs from Shopian were collecting money from him.

HC directs for Policy on adhoc employees

Srinagar, September 23:– High Court today directed the Government to formulate a policy for regularizing services of those who have been appointed against the sanctioned posts on adhoc basis for more than 10 years ago.

Justice Sanjay Dhar also directed that till the exercise of formulating the policy is undertaken by the officials, the petitioners shall be allowed to continue on their present position on adhoc basis and thereafter accord consideration to the case of regularization of petitioners in accordance with the said policy.

It is contended by petitioners appointed as Assistant Professors and Junior Scientists who made a number of representations before the authorities of SKUAST seeking regularization of their services as they were appointed on adhoc basis after undergoing regular process of selection and were working continuously on sanctioned posts but instead of doing so, the official respondents issued impugned advertisement notice bearing No.12 of 2012 dated 26.12.2012, by virtue of which the posts against which the petitioners are working were advertised.

They further averred that while issuing the advertisement notice, the officials have changed the prescribed qualification, as a result of which the petitioners have been rendered ineligible for applying pursuant to the impugned advertisement notice.

Accordingly, the petitioners have challenged the impugned advertisement notice and have further sought regularization of their services on the posts on which they are presently working. Further the petitioners have prayed for removing the private respondents on the ground that they are usurpers of public posts as they did not possess the requisite qualification at the time they had applied for selection.

It is also not in dispute that the petitioners were holding requisite qualification and experience at the time of their engagement on adhoc basis. “The question that arises for consideration is whether petitioners can be thrown out after having served the University for more than 11 years continuously against sanctioned posts”, Justice Dhar said.

Court said the continuance of petitioners on the posts to which they were appointed on adhoc basis, has given rise to a legitimate expectation for consideration of their cases for regularization. “…it is the bounden duty of the official respondents to formulate a policy for regularization of adhoc appointees and to accord consideration to the cases of petitioners in accordance with the policy”, Court directed.
