عاشق وانی کشتواڑ

جہاں اج اس ڈیجٹل دور میں یہ دعواہ کیا جاتا ہے کہ ہر گاوں کوب سڑک سے جوڑا جاۓ ہر طرح کی سہولیات میسر کی جایں، وہیں بونجواہ کشتواڑ میں ایک حاملہ عورت کو چار پائی پر اٹھا کر 10/15 کلو میڑ ہسپتال پھنچانا پڑتا ہے ،یہاں جو بھی سرکار ائی انہوں ںنے صرف عوام کو جھوٹے اور کھوکھلے خواب دیکھاۓ ،عوام کی ضروریات اور مطالبات پہ کسی نے اج تک توجہ نھیں دیی ہم چاہتے ہیں ہمارے گاوں کو سڑک سے جوڑا جاۓ لکین یہ تبھی ممکن ہے جب ہماری یہ دوندی بونجواہ سڑک جو عرصہ تیس چالیس سال سے بن رہی ہے اس کی خستہ حالت درست ہو اور یہی مکمل ہو۔یہاں بے روزگار نوجوانوں نے اپنی گاڑیاں لون پہ لہی ہے جب ویہی گاڑی یہاں کے ایک کھڈے سے نکل کر دوسرے کھڈے میں پھس جاتی ہے تو وہ گاڑی والا اپنی قسمت کو روتاہے۔وہ اس گاڑی کی مرمت کراۓ یا اپنے بچوں کا پیٹ پالے۔یہ تو ناانصافی ہے۔ ہم رات دن پلکیں بچھاۓ بیٹھے ہیں کب ہم اس روڈ کی خستہ حالت اور اس کو مکمل دیکھں اور جو گاوں سڑکوں کے بغیر ہیں انکو بھی سڑک سے جوڑا جاۓ۔ہم ایل جی اور مزکری سرکار سے گزارش کرتے ہیں اس پہ سخط سے سخط کاروائی عمل میں لائی جاوۓ۔۔۔

Kishtwar Sep 01:– The education department has always been in the news due to one of the factors, where the reports of favoritism, attachments and red-tapism had been galore but in the last few years, the authorities at the helm of affairs are trying to set things straight. Rural districts of the UT particularly have faced this crisis more often under the clout of politicians and local pressure groups but few officers have shown the spine to maintain their credibility and integrity in the face of the alleged transfer mafia.
The Office of Chief Education Officer Kishtwar issued an order of detachments of teachers as directed by the government and shifting of district cultural cell was issued by CEO kishtwar complying with the said orders of higher authorities. District Cultural Cell Kishtwar was established in the year 2009 like other districts of the erstwhile state to groom and promote the indigenous culture of the state. The office of CEO Kishtwar issued an order on 18-08-2021 vide his order number CEO/K/2021 /14901-07 directing the cultural cell to be shifted to his premises at Mini Secretariat Kishtwar since every cultural cell is functioning from the CEO office itself in other districts of the UT. The order elucidated governmental and legal guidelines as to why the cultural cell is supposed to be shifted from its arrangement basis premises of GMS kishtwar. It is worth mentioning here that cultural cell kishtwar was established to promote cultural activities and prepare the students for various national festivals. since the office of CEO was functioning from a rented accommodation when the cultural cell was established more than a decade ago and accordingly a temporary arrangement had been made wherein the cultural cell was given space at GMS kishtwar till the permanent arrangement is made. since the office chief education officer kishtwar stands already shifted to Mini Secretariat Kishtwar, it was often requested by the school many times for handing over of its premises and the playing field which had been subsequently occupied by cultural cell.
The students were facing lots of hardships due to the dearth of space and lack of playfield. Chief Education Officer Kishtwar acceding to the genuine demand of the school ordered the shifting of the cultural cell which not only paved the way for recreational activities of students but also led to the observance of independence day by the school with great pomp and show. the national flag was saluted and kept high mast. soon after the passing of the order, a few instigators and blackmailers are trying to pressurize the authorities and creating misunderstanding among the general the public which clearly shows that few individuals are hand in glove who is derailing the smooth functioning of the department for their petty vested interests lest the CEO must be appreciated by providing spacious premises with all facilities to the staff of cultural cell in his official premises.
“The office of CEO Kishtwar Rash Pal Singh Chouhan has done everything within the parameters of the law and should be appreciated for keeping things straight. The guidelines for RET scheme clearly says that RET teacher can’t be transferred from its original place of posting despite being regularised. Here two RET teachers were attached for years together without any check and accountability. There is no harm to shift the teachers from the cultural cell to the CEO office premises as demanded by law. Instead of appreciation, a false notion and misunderstanding are being created by vested interests.” Said an employee of the department on the conditions of anonymity.

Besides Principal Secretary education taking serious note of attachments of teachers in CEO and ZEO offices has passed strict orders to relieve all such teachers and were deemed to be relieved from their current position of attachment. The Principal Secretary vide his order no 1378 – EDU of 2021 dated 23-08-2021 has passed clear orders not to draw salaries of such employees henceforth.
The incumbent is streamlining a system that had been badly marred by nepotism and favoritism and is doing everything within the ambit of the law. He has smoothened the working of the education department which is creating tight corners for those who were used to freebies and attachments said Kamal Kishore while talking to our bureau.
It is worth mentioning here that the education the department has been in the limelight for the wrongdoings of many officers and trade union leaders and this malfunctioning has many times seen ugly scenes both in the hitherto legislative assembly and on the roads as well. The modus an operand of few people who were running transfer and attachment mafia are facing tough times in the face of such legal and lawful orders of both the higher-ups and district-level officers.
