    SURANKOTE :In comparison to other districts of the state, the rates of basic essential commodities in the holy month of Ramadan are skyrocketing while no pandemic-related problems, shortage or other possible circumstances could be taken into consideration as potential reasons. Not only are the escalating prices limited to poultry and other dairy products but concerning fruits and vegetables as well. This sad state of affairs is creating enough complications for the common people of the Tehsil. The administration and civil society seem to be in deep slumber with regard to the problem and no solution could be seen approaching anything soon.

    As a matter of fact, the chicken broiler dressed price in every District of UT of J&K is average Rs 150 whereas in Surankote Tehsil it is from 230-250. Same is the case with other food items, vegetables, fruits etc.

    The general public appeals to the newly appointed DC POONCH to issue price lists so that prices are determined and authoritarian behaviour of Sellers is checked at earliest.

    :–An aged woman died due to Covid-19 pandemic in Associated Hospital & Government Medical College (AH&GMC) at Rajouri in the late evening today.
    The Corona victim has been identified as Shankuntla Devi (75) resident of Panja Chowk , Rajouri town & she was the second victim of coronavirus of this year.
    After developing some complications on Sunday, she was brought to the hospital and during RAT testing she was declared symptomatic and was admitted in the isolation ward.
    During treatment, she died in the late evening today.
    Out of 4118 persons tested Covid-19 positive/active in the district till Monday, 3861 have recovered, 200 are still active and 57 died.

    Today 35 persons from Rajouri district were tested positive, including two doctors, out of which 2 were admitted in AH&GMC Rajouri and one in GMC at Jammu.
    Reportedly out of 8 persons in hospital isolation at Rajouri, the condition of 2-3 was critical.
    “All the guidelines and protocol will be followed for the handling/cremation of Covid-19 victim,” said Additional DC.

    PULWAMA, APRIL 19: The District Development Council (DDC) Chairman Pulwama, Syed Bari Andrabi today inaugurated the DDC Office (DDC Complex) at DC office complex Pulwama here.

    The District Development Commissioner, Pulwama Baseer Ul Haq Choudhary, SP Pulwama, Ashish Mishra, Additional District Development Commissioner, Pulwama, Vice Chairman Mukhtiar Ahmad Band other DDC members besides officers of District administration were present at the inaugural ceremony.

    The DDC Chairman expressed gratitude to the District Administration for providing office accommodation to the council and lauded its efforts in this regard.

    Interacting with the officers, Andrabi said people have a lot of expectations from the council and sought their cooperation to fulfill the same. He also pledged to act as liaison between the public and the government for smooth implementation of developmental and welfare schemes.

    On the occasion, DDC Pulwama, Baseer Ul Haq Choudhary congratulated the office bearers and members of the Council and assured them full cooperation from the district administration.

    He also expressed full commitment for strengthening the Panchayat Raj Institution and empowering the people at grassroots level. He said that DDC members are eyes and ears of Administration and people have reposed faith upon them for embarking the ladder of development and prosperity

    With smooth coordination between the District Development Council and the administration, the district will witness new heights of socio-economic prosperity and development, he remarked.

    SC directions issued in 2018 remain unimplemented

    JAMMU, April 19:–Government of Union Territory of Jammu and Kashmir has failed to establish effective ‘One Stop Centre’ in each district to provide integrated support and assistance under one roof to women victim of sexual violence despite explicit directions from the Supreme Court issued more than two years back.

    This is mainly because of dilly-dallying approach on the part of a committee which was constituted for the implementation in totality the directions of the Apex Court as well as guidelines and Standard Operating Procedures (SOPs) issued by the Union Ministry of Women and Child Development.
    While dealing with Writ Petition (Civil) No.565/2012 titled Nipun Saxena and Another Versus Union of India and Others, the Supreme Court vide judgment dated December 11, 2018 had directed all the States and Union Territories to set-up at least one effective ‘One Stop Centre’ in each district within one year—by December 2019.

    At the time of issuing directions, the Apex Court had observed, “it would be in the interest of children and women and in the interest of justice if One Stop Centres are set up in all the districts of the country. These One Stop Centres can be used as a central police station where all crimes against women and children in the town/city are registered”.

    “These centres should have well trained staff which includes counsellors and psychiatrists who are sensitive to the needs of children and women who have undergone sexual abuse. This staff should be given adequate training to ensure that they talk to the victims in a compassionate and sensitive manner”, the Apex Court had mentioned, adding “these One Stop Centres should also have adequate facilities to provide immediate medical aid to the victims and the medical examination of the victims can be conducted at the centre itself”.

    Moreover, these One Stop Centres should also have video conferencing facility available where the statement of the victims to be mandatorily recorded under Section 164 CrPC can be recorded using video conferencing facilities and the victims need not be produced in the court of the Magistrate, the Supreme Court had further directed.

    “What to talk of implementing the directions by establishing effective One Stop Centre in each district of Jammu and Kashmir by December 2019 strictly as per the time-frame fixed by the Apex Court of the country, the Government has failed to translate the directions into reality till today”, official sources told EXCELSIOR.

    “Though in certain districts such centres have been established but the same don’t have the facilities and manpower strictly as per the directions of the Supreme Court”, they disclosed and attributed the same to the slack approach on the part of a high-level committee, which was constituted to ensure implementation of Apex Court orders in letter and spirit.

    It was only two years after the directions of the Supreme Court that Government constituted a committee vide Order No.1107-JK(GAD) dated December 14, 2020 to finalize the arrangements for implementation of order and guidelines regarding setting up of One Stop Centre in each district for monitoring the prevention and protection of women from sexual abuse at public, private or work places.
    The committee headed by Principal Secretary to the Government, Social Welfare Department was supposed to monitor the establishment of One Stop Centres in each district, prepare a proposal for providing the services required at these centres such as emergency response and rescue, medical assistance, assistance to women in lodging FIR, psycho-social counselling, legal aid counselling, shelter and video-conferencing to the victims and survivors of sexual abuse.

    It was also the mandate of the committee to facilitate legal aid and counselling to women victims of sexual violence to enable them to have free legal aid and access to justice through empanelled lawyers, provide temporary shelter facility to aggrieved women and provide facilities for having access to speedy and hassle free police and court proceedings. The committee was supposed to submit its initial suggestions/recommendations by January 30, 2021.

    “Though the committee held deliberations in certain meetings but the outcome of the same is not visible on the ground as majority of the districts of J&K Union Territory don’t have effective One Stop Centre”, sources informed.(By Daily Excelsior)

    UDHAMPUR, APRIL 19:–Motor Vehicle Department (MVD) has recovered Rs. 2.82 lakh fine from traffic violators in Udhampur and blacklisted 12 vehicles during a massive checking drive.

    To curb the menace of overloading and wrong parking, a checking drive was today carried out by Motor Vehicle Department on the direction of Deputy Commissioner, Indu Kanwal Chib.

    The team headed by Assistant Regional Transport Officer, Jugal Sharma Challaned 31 vehicles for wrong parking, overloading and other violations under Motor Vehicle Act.

    While sharing the details, ARTO Udhampur said that a massive checking drive has been launched against the vehicles violating traffic norms.

    As many as 31 vehicles, including Buses, Trucks and other load carriers were checked on the road and challaned on the spot by the teams. An amount of Rs. 282,500 was recovered from offenders under various sections of Motor Vehicles Act. More 12 vehicles were also black listed for violating Motor vehicles Act repeatedly.

    The ARTO Udhampur has warned the vehicle operators to strictly adhere to the provisions of the Act failing which they shall be booked under the relevant provisions of the Motor Vehicles Act.

    Mandi, April 19:–Chairman Ehsaas Foundation Poonch Pervaiz Malik Afridi demanded ST status for Pahari Community. He said,Pahari speaking people literally belongs to hilly mountainous areas of Jammu and Kashmir. Like other ethnic groups, the Pahari speaking people are also socioeconomically and educationally backward and are lying at the bottom of the developmental ladder. To promote and safeguard the socioeconomic interests of this weaker section, number of alleviative measures has been drafted by the government of the state. Besides the alleviative measures, the Pahari speaking people have vehemently propounded the demand for scheduled tribe status as granted to other ethnic groups in 1991. The demand of the Pahari speaking people for scheduled tribe status was greatly endorsed by the ruling political parties of the state. But these Paharis speaking people being a linguistic group from different religions were found not eligible for the inclusion in the scheduled tribe list. Despite being a linguistic group, the demand of the paharis were vehemently advocated by all the political parties and ruling governments of the state from the 1990’s onwards. All this conundrum needs to be explored that if the Paharis are not found eligible for the scheduled tribe status then how come their demand are being strongly advocated by the ruling political parties for their inclusion in the scheduled tribe list. This paper is an attempt to evaluate the claims of the Paharis speaking people and explore the political commitments made by the different leaders for the reservation of these Pahari speaking people.

    Rajouri April 19:–District Police Rajouri arrested one and recovered heroin at Behrot today.

    Today a police party of PS Thanamandi apprehended one person at Behrot who was attempting to evade the police party suspiciously. He was identified as Tahir@ Tahir kana, S/o Abdul Salam, R/o Behrot. On search, around 06 gm of heroin like substance were recovered from his possession.

    In relation to this, FIR no. 62/2021 u/s 8/21/22 NDPS P/S Thanamandi has been registered and investigation initiated.

    The party president has also nominated Advocate Shafiq Ur Rehman Butt as State Secretary & in-charge Reasi and Udhampur Districts whereas Advocate Sheikh Nasir Hussain has been nominated as State Secretary & in-charge Doda and Kishtwar districts.     — A woman was killed and two other injured in an road accident in Karnah north Kashmir’s Kupwara district this evening.
    Reports reach to said that the accident took place in Nachain area of Karnah when a Tata Sumo bearing registration No JK09 2710 they were travelling in skidded off from road and fell into a deep gorge resulting death of women and injury of two minors girls.

    The deceased women identified as Rukhsana Begum (30) wife of Tasleem Ahmad lone resident of Tanghdar while two other minors sibling identified as Zohara Shameem and Zoya Shameem daughters of Shameem Ahamad resident of Hayama Kupwara.


    The injured were rushed to Sub District Hospital Tanghdar for treatment where they are stated to be stable.
