    Surankote,June 12:– District Program Officer Poonch Dr. Muhammad Tanveer organized a meeting at ICDS Project Buffliaz in which all the staff including the supervisors participated.

    He said that he was in touch with all the employees during the lockdown and in this pandemic of carona virus crisis.

    He said that the implementation of various schemes has been expedited so that the people do not suffer . He said that all the schemes given under ICDS have been implemented expeditiously and honestly. Referring to the lockdown, he said that in each Tehsil, CDPOs had reached out to remote areas and provided rations to the Anganwadi Centers under the supervision of the concerned sarpanches.

    Government fails to clear R&B Contractors’ liability worth Rs 550 cr since 2015

    JAMMU, June 12:The Government has failed to clear the liability worth over Rs 550 crores of the contractors engaged by the R&B department for various development works executed across Jammu and Kashmir during last over five years.

    Official sources told the Excelsior that these liabilities were piled up during last five years and also include the repair works of roads and bridges which were damaged during September 2014 floods in Kashmir and elsewhere. In many cases, some excess road works were executed by various Executive Engineers on the verbal instructions of former Ministers and legislators during PDP-BJP regime in the Jammu and Kashmir. They said majority of these works pertained to macadamization (blacktopping) of the roads in Srinagar and Jammu cities, besides other major towns in various districts across Jammu and Kashmir.

    Giving details, the sources in R&B further revealed that out of the total liability of Rs 150 crores in Jammu region, liability worth over Rs 100 crores of macadamization works, just pertained to Jammu region and over Rs 400 crores in Kashmir. The contractors have been staging dharnas, holding protest demonstrations in Jammu and Srinagar for the clearance of their bills worth lakhs and crores, pending in various R&B Divisions across J&K but they received mere assurances from the senior officers.

    The higher authorities in the R&B failed to clear their bills. The contractors have been moving from pillar to post but have not received any succour from anyone in the Administration.

    They alleged that even the political leaders have refused to come out to their support on whose instructions they carried out many works.

    Jammu Contractors Association (Registered) alleged that after receiving no proper response from the concerned Executive Engineers, Superintending Engineers and even Chief Engineer R&B, Jammu, they met Lt Governor, GC Murmu on March 2, 2020 as a part of deputation.

    The Lt Governor assured the deputation that by March ending or in April, 2020, their liabilities would be cleared. But unfortunately even by June 10, 2020 nothing in this regard has been done. The contractors have refused to participate in tender work till their 5 years old bills are cleared by the Government.

    General secretary of Jammu Contractors Association, Vinod Kohli said that they have executed works on the directions of the concerned Executive Engineers and have utilized their own money for the same. They have blacktopped many roads during past 3-4 years. They were even told during works by few officers that on the instructions of BJP-PDP MLAs and Ministers they were executing works. They carried out works in good faith as they were doing earlier also during the regime of NC and Congress.

    He said contractors have worked on the ground and the Government agencies also conducted physical verification/ inspection of all the works executed. There should not be any problem now to the Government in clearing the bills of the contractors. He said many contractors have taken loan from the banks and have to clear that liability also with interest. It is most unfair and grave injustice on the part of Government to deny us payments, Kohli added.

    Chief Engineer, R&B Jammu, Des Raj Bhagat when contacted revealed that the total liability of R&B Divisions in Jammu province towards contractors will be around Rs 150 crores. He said out of the total, nearly Rs 100 crores pertained to macadamization works executed in the region during the last 5 years. Around Rs 65 crore amount will be the liability of Jammu and Samba districts alone. Bhagat claimed that he has projected this issue before the Administrative Department.

    When the payments are released by the Finance department, he will clear the old liabilities, Bhagat added.

    Replying to a question, the Chief Engineer said that many works were executed on the verbal instructions of the politicians (former Ministers/ Legislators).

    The engineers have not done works at their own. During popular Government, these things happen and the officers have just obeyed the directions, he maintained.

    Chief Engineer, R&B Kashmir, Sammi Arif disclosed that around Rs 400 crore is the liability of contractors in Kashmir. He said during 2014 floods in Kashmir, many roads got extensively damaged. The works were started during 2015 onwards.

    Huge liability went on piling up and was not cleared till date. He said majority of the liability pertains to Kashmir division as floods in Jhelum during Sept 2014 had wrecked havoc in Srinagar City and other parts of Kashmir.

    Arif said the contractors are exerting pressue on him and other officers of the R&B to clear their bills. They have been told by R&B staff that their demand has been projected before the Principal Secretary, R&B. He said during last year some queries were raised by the Finance department but the same have been cleared and replied by the R&B Department. The payments will be cleared after funds are released by the Government, he added.

    Chief Engineer PMGSY Jammu, Manzoor Hussain when asked about the pending liability, said it will be around Rs 250 crores in Jammu province, but it is not basically the liability. The J&K Government received an amount of Rs 353 crores from the Union Government in March 2020 for PMGSY works. Due to procedural delay, the payments to the contractors could not be made. The money was lying with the Finance Department. Earlier, they used to receive this money directly from the Union Ministry of Rural Development but now, the procedure has been changed by J&K UT Administration, the Chief Engineer said.

    Principal Secretary PW(R&B), Shailendar Kumar when asked about the reason behind the delay being caused in making payments to the contractors, said this is an old issue. If during 2014 floods, the road infrastructure suffered damages in Kashmir and other parts, the previous Government and concerned Ministers/ officers should have cleared that liability.

    “Rs 550 cr is huge amount. If these payments are pending since 2015, we will have to look into the details and find out the reasons behind them,” the Principal Secretary maintained. (courtesy Daily Excelsior)

    بِسْمِ اللَّهِ الرَّحْمَنِ الرحیم

    آپ کا نام حضرت بابا سائیں لال دین رحمتہ اللہ علیہ ہے۔ آپ کے اباواجداد آج کی قائم سرحد کے اس پار سوہانا سے راجوری میں تشریف لاے تھے۔ آپ کے والد محترم کا نام سائیں نیک محمد تھا۔ یہ بھی اللہ کے عبادت گزار و نیک سیرت بزرگ تھے۔ ان کی قبر اسی گاوں کے قریب ہے۔ آپ کی اولاد میں حضرت سائیں اکبر رحمتہ اللہ علیہ اور سائیں صوفی رحمتہ اللہ علیہ اللہ بھی ولی گزرے ہیں۔ آپ بے کس و بے بس، بیمار و لاچارچ لوگوں کے علاج کا زریعہ بنے رہے ۔ جس میں کوڑھ جیسی لاعلاج و دوسری امراض پر مریض شفا پاتے تھے۔ آسانی سے دستاب ہونی والی چیز بیمار کو استعمال کرنے کے لیے فرما دیتے تھے اللہ کے حکم سے وہ شفا پاتے تھے۔ اس کے علاوہ جس کسی نے اپنے نیے گھر کی تعمیر کرنی ہوتی تھی یا مسجد شریف کی تعمیر آپ سے سلسلہ وار اجازت طلب کرتے تھے اور انشاللہ اس کےبعد یہاں ہر طرح کا سکون حاصل ہوتا تھا۔ آپ لوگوں کے جسم کے اندر چھپے امراض کے علاوہ زمین کے اندر کیا ہے اس کابھی میلوں دور سے بیٹھ کر بتا دیتے تھے۔
    آپ کے اباواجداد کی راجوری میں تشریف آوری کا بھی ایک دلچسپ اور کرامات سے جڑا قصہ ہے۔ راجوری نگہون کی پہاڑ ی کی چوٹی پر قائم ایک درگاہ ہزاروں عقیدتمندوں کا چین کا مرکز بن گئی ہے۔ حضرت بابا لال دین رحمتہ اللہ علیہ کے دادا ایک دوسرا شحص اور سائیں صدیق صاحب رحمتہ اللہ علیہ اپنی جوانی کے دوران آج کی قائم سرحد کے اس طرف کے علاقہ سوہانا سے تشریف لا رہے تھے ۔ جب گاوں نگہون کی اس چوٹی پر پہنچے تو بابا سائیں صدیق صاحب نے ایک بوڑھی مائی سے پانی طلب کیا پینے اور وضو فرمانے کے لیے تو اس عورت نے پانی دینے بسے انکار کر دیا۔ ایک تو اس پہاڑ پر پانی کی زبردست قلت پہلے سے ہی تھی۔ دوسرا ان تین مسافروں کو جان کر اتنا پانی کہاں سے دیا جاے۔ البتہ اللہ کو ایسا ہی منضور تھا۔ جب عورت نے پانی سے انکار کیا اللہ کے ولی کو نماز ادا کرنے کے لیے پانی درکار تھا۔ ایسے میں ایک ایس کرامت ظاہر ہوئی جس کا چرچہ آج بھی جاری ہے۔ ان کے ساتھی بھی یہ سب دیکھ رہے تھے۔ سائیں صدیق صاحب نے ایک چیڑ کی لکڑی جو پاس ہی پڑی تھی۔ اسے اٹھا کر زور سے زمین پر پٹک دیا دیکھتے ہی وہاں سے پانی نکلنا شروع ہو گیا۔ البتہ پانی زیادہ ہی مقدار میں بہنا شروع ہو گیا۔ تو سائیں صاحب نے فرمایا اتنا زیادہ نہیں چاہیے بس اتنا ہی چاہیے جتنا استعمال میں لایا جا سکے۔ نہ کبھی خشک ہو اور نہ ہی زیادہ بہنا۔ ایک لکڑ جسے، خیر، کی لکڑ کہا جاتا ہے اسے اپنے ہاتھ سے لے وہاں لگا دیا اور دلچسپ بات یہ ہے کہ سینکڑوں سالوں سے وہی لکڑ اس پانی کے آگے آج بھی موجود ہے۔ یہ آج تک نہ کبھی سوکھا ہے اور نہ ہی کبھی اس باولی سے باہر نکلتا ہوا دیکھا گیا ہے۔ آج بھی وہاں ایک چوٹی پر جس کے نہ تو دائیں طرف کو کوئی میدان ہے نہ بائیں طرف بلکہ خود ایک پہاڑ کا ٹیلہ ہے جس سے اللہ کا یہ انمول خزانہ اللہ کے حکم سے اللہ کے اس ولی نے جاری کیا۔ اب یہ کرامتیں جب ظاہر ہو گئی تو شاید اللہ کی یہی مرضی تھی کہ اس اللہ کے پیارے بندے کو وہی پر غائب ہو جانا تھا۔ اس کے بعد سائیں صاحب نے ایک جگہ کی زمین کے اندر کھدائی کی قبر کی شکل میں اور چھوٹا سا کمرہ بھی کہا جا سکتا ہے جسے اندر سے کسی بے نہیں دیکھا نہ آج تک کوئی اندر گیا ہے اور نہ ہی اندر سے کوئی باہر آیا ہے۔ کیوں کہ اس میں ایک کھڑکی بھی سکیں صاحب نے لگائی تھی جو آج بھی موجود ہے۔ جس سے اندر جانے کا راستہ تھا۔ سائیں صاحب پانی کا ایک لوٹا لیے ایک بار اس کھڑکی سے اندر تشریف لے گئے تھے پھر کبھی واپس اس دنیا میں نہیں آئے سالوں تک لوگ پانی کا لوٹا بھر کر وہاں رکھ دیا کرتے تھے اور بعد میں اسے خالی پاتے تھے۔ پھر کچھ عرصہ بعد یہ سلسلہ بھی بند ہو گیا۔ تو یہ اللہ کے ایک پیارے ولی کا مختصر قصہ ایک دوسرے ولی کی داستان میں رقم ہو گیا ہے کیوں کہ راجوری تشریف لانے میں ہمسفر ہوے تھے۔

    ہم بات کر رہے ہیں حضرت بابا سائیں لالا دین رحمتہ اللہ علیہ کی آپ حضرت بابا سا گنجی بادشاہ رحمتہ اللہ علیہ سے بیعت تھے۔ آپ حضرت بابا سائیں گنجی بادشاہ رحمتہ اللہ علیہ کے خدمت میں بارہ سال تک رہے ہیں۔ خدمت کا قصہ بھی عجیب ہے اللہ کے ولیوں کے کارنامے دیکھ کر ہمارے جیسا عام انسان حیران ہو جاتا ہے یا پھر اپنےعقل سے ایسی باتوں کے تسلیم کرنے سے معزوری کی بنا پر دوسرا راستہ نکال لیتا ہے۔ جو سہی نہیں ہے اللہ خود فرماتا ہے اللہ کے ولی کو نہ کوئی خوف ہے نہ کوئی رنج۔ سائیں بابا گنجی رحمتہ اللہ علیہ کی بہت ساری زندگی درہالی دریا جو ان کے مزار سے بالکل نیچے بہہ رہا ہے اس کے برفیلے پانی میں اور اس کی گرم ریت میں گزرا ہے۔ حضرت بابا سائیں لال دین رحمتہ اللہ علیہ سحری کے وقت دودھ اور پانی کو ملا کر جیسے ہم کچی لسی کہتے ہیں لے جایا کرتے تھے اور انہیں حضرتِ بابا گنجی بادشاہ رحمتہ اللہ علیہ کو پلا کر فجر سے پہلے ہی واپس آجاتے تھے تو یہ سلسلہ ان کا بارھ ۱۲ سال تک جاری رہا۔ پھر اس کے بعد آپ بیعت بھی ہوے اور حضرت بابا سائیں گنجی بادشاہ رحمتہ اللہ علیہ نے آپ کے لیے دعا فرمائی اور کہا جا جوبھی علاج بتاے گا اللہ شفا دے گا۔ اللہ کوڑھ سے بھی شفا دے گا جو تیرے منہ سے نکلے گا شفا پاے گا۔

    ایک اس کے متعلق قصہ رکھنے کی جسارت رکھتا ہوں۔ ایک مرتبہ تھنہ منڈی الال گاوں کا رہنما والا ایک شخص صابدین نامی جسے کوڑھ جیسی لاعلاج بیماری تھی لار شریف علاج کے لیے پہنچا تو وہاں پر حضرت بابا میاں بشیر احمد لاری مدضلہ علیہ نے اس شخص سے فرمایا کہ تو بابا لال دین مرگاں والے کے پاس چلا جا تیرا علاج وہاں ہے۔ تو یہ شخص واپس مرگاں آیا تو حضرت بابا سائیں لال دین رحمتہ اللہ علیہ نے اسے مٹی کا تیل پینے کے لیے کہا ،،جا مٹی کا تیل پی ٹھیک ہو جاے گا۔ ،، اس شخص نے ۹ لیٹر مٹی کا تیل پیا جس سے اسے شفا ہو گئی دوبارہ اسوج کے مہینے میں یہ واپس آیا جب بالکل ٹھیک ہو گیاگیا تھا۔

    ایک مرتبہ ایک عورت آئی جسے زہر ہوگیا تھا اس نے ، سانپکنج،، کھا لی تھی آپ نے اسے فرمایا کیا ہوا تو کہتی ہےزہر ہوگیا ہے۔ آپ اس وقت کہیں غصے میں تھے اسے فرمایا جا زہر کھا مطلب ،،سنکھیا،، کھا۔ اس نے سنکھیا کھایا اس کے بعد اسے الٹیاں وغیرہ ہوئیں۔ اس کے بعد یہ عورت دوبارہ واپس آئی یہ کہنےلگی بابا جی میں ٹھیک ہو گئی ہوں آپ نےفرمایا کیسے کہنے لگی آپ نے بتایا تھا سنکھیا کھا میں نے کھا لیا تو میں اسی سے ٹھیک ہو گئ ہوں آپ نے فرمایا میں نے تو غصہ میں کہا تھا۔ تو مرجاتی تو میں پھنس گیا تھا۔ البتہ اسے کہا جا اب ادھبوریا پی لے اب ٹھیک ہے تو۔
    ایسی بیماریوں کے متعلق کتنی کرامتیں لوگوں کے سامنے ہیں اور کتنی کا کسی کو کوئی معلوم ہی نہیں اللہ بہتر جانتا ہے۔ ہمہشہ کہا کرتے تھے مجھے شرنی نیاز کی ضرورت نہیں ہے اگر نیاز کے لالچ ہو یا میں کسی سے لیتا تو پہاڑوں کی مانند پیسے و مال میرے پاس جمع ہو جاتا۔ کبھی نیاز و غیرہ کسی سے طلب نہیں کی ہے۔

    آپ کی کرامت میں ایک یہ بھی تھا کہ آپ لوگوں کو گھر یہ مسجد شریف کی تعمیر کے لیے جگہ بتایا کرتے تھے۔ جو سلسلہ آج بھی جاری ہے آج بھی اسی طرح لوگ اس وقت کے گدی نشین حضرت بابا سائیں حسیں مدضلہ علیہ کو لے جاتے ہیں۔ اور گھر وغیرہ تعمیر کرنے سے قبل ان سے پوچھ لیتے ہیں۔ یا تو یہ ساتھ جاتے ہیں یا پھر ایک دوسرا طریقہ بتا دیتے ہیں کہ جگہ کے چار کونوں میں کھود کر پانی ڈالو اگر پانی دائیں طرف گومتا رہا تو جگہ ٹھیک ہے۔ میں نے بھی ان کی خدمات بہت مرتبہ حاصل کی ہے۔ اور فیضیاب ہوا ہوں انشااللہ۔

    اسی سلسلہ کو شروعاتی دور میں جب لوگوں کو حضرت بابا سائیں لال دین رحمتہ اللہ علیہ نے جگہ کے متعلق بتانا شروع کیا تو اس وقت کے راجوری کے ایک بڑ ے عالم کے پاس مسلہ پہنچ گیا۔ یہ مسلہ حضرت مولانا محمد عثمان صاحب ترا لا والوں کے پاس اٹھایا گیا۔ کہ بابا صاحب اللہ کی زمین کو کہتے ہیں، کہ یہ ٹھیک ہے اور یہ ٹھیک نہیں ہے۔ کیا قرآن اور حدیث سے ایسا کو مسلہ ظاہر ہوتا ہے۔ تو مولانا صاحب نے فرمایا کہ ایسا تو کچھ بھی نہیں ہے زمین سب اللہ کی ہے جو جہاں چاہے مکان بناے جو جہاں چاہے نہ بناے۔ یہ لوگوں کو پریشان کرنے والی بات ہے کہ کسی کو جو زمین پسند ہو یا اچھی لگے اور اسے کہہ دینا یہاں مکان کے لیے ٹھیک نہیں ہے۔ جس سے اس آدمی کا نقصان ہوتا ہے وہ اب دوسری زمین کہاں سے لاے گا ۔ اسی دوران مولانا صاحب نے حضرت بابا سائیں لال دین رحمتہ اللہ علیہ کو پیغام بھیجا کہ آپ یہاں تشریف لائیں۔ آپ سے کچھ شریعت میں مداخلت کے لیے دریافت کرنا ہے میرے پاس سوال آے ہیں۔ بابا صاحب نے یہ پیغام سنتے ہیں ان کے گاوں ترا لا کا سفر شروع کر دیا۔ آپ جب مولانا عثمان صاحب کے گھر تشریف فرما ہوے۔ اسی دوران نماز ظہر کا وقت ہو گیا تھا۔ وہاں پر ہی مسجد شریف بھی تھی مولانا صاحب بابا صاحب سے فرمانے لگے کہ آپ سے بعد میں بات کرتے ہیں پہلے نماز پڑھ لیتے ہیں۔ مولانا صاحب نماز کے لیے مسجد میں تشریف لے گئے باجماعت نماز ادا کی گئی۔ اسی دوران بابا صاحب نماز ادا کرنے کے لیے مسجد میں نہیں گئے بلکہ باہر ہی کہیں کسی جگہ اپنی نماز ادا کی۔ مولانا صاحب نماز کے بعد بابا صاحب کی طرف زیادہ ہی مضبوطی کے ساتھ سوال اٹھانے لگے۔ آپ نے ایک باجماعت نماز ادا نہیں کی دوسرا آپ مسجد ہوتے ہوے بھی مسجد میں نہیں آے۔ بابا صاحب نے اپنے حلیمی بھرے انداز میں مولانا صاحب کی طرف متوجہ ہوتے ہوے ایک سوال ان سےکر دیا مسلہ کہ روح سے کیا کہتے ہیں علماء کرام کیا ،،قبر کے اوپر سجدہ ہو سکتا ہے یا مسجد ہو سکتی ہے اور نماز ادا کی جا سکتی ہے،، مولانا صاحب پریشان ہو گئے موجود لوگ بھی ایک دوسرے کی طرف دیکھنے لگے۔ البتہ اس سوال کا سیدھا جواب مولانا عثمان صاحب نے دیا کہ نہیں بالکل نہیں یہاں نہ تو مسجد تعمیر ہو سکتی ہے نہ نماز ہو سکتی ہے۔ مولانا صاحب نے کہا یہ سوال ہم سے کیوں۔ آپ فرمانے لگے مولانا صاحب،، جہاں آپ نماز ادا کر کےآے ہیں وہاں نیچے قبریں ہیں،، بابا صاحب کا یہ جواب زیادہ حیران کر دینے والے تھا وہاں موجود مجلس کے لیے شاید ان میں سے کچھ دوسرے عقیدہ کے بھی لوگ ہوں گے۔ جو ولیوں کی نگاہ اور ان کی طاقت کو اپنے علم کے پیمانے میں دیکھنا چاہتے ہیں۔ لیکن مولانا صاحب بڑے عالم تھے انہون نے بابا صاحب کے اس حکم کے مطابق اور شریعت کے اندر اس مسلے کا ہل تلاش کرنا تھا۔ مسجدیں اس زمانہ میں کچی ہوا کرتی تھی مسجد کے محراب کو بابا صاحب نے کھدوایا جہاں سے قبر برامد ہوئی۔ دوسری طرف مسجد کےاندر ایک کونا کھودا گیا جس میں دوسری قبر تھی۔ یہ دیکھ کر مولانا صاحب بھی پریشان ہو گے۔ اور بابا صاحب کو تکلیف دینے اور ان سے سوال پوچھنے پر ندامت محسوس کرنے لگے۔ بابا صاحب سے معافی طلب کرتے ہوے تمام ایسے سوال کرنے والوں کو بھی پیغام دیا۔ البتہ پھر آپ واپس تشریف لے آے۔ دو بارہ کسی نے ایسے سوال کرنے کی جرت نہیں کی۔

    اولیاء کرام کی پوری زندگی ہی کرامات ہوتی ہے البتہ کچھ ظاہری بتانے سے شریعت کے پابند ہوتے ہیں۔ آپ کا وصال ۸۰ سال کی عمر میں ہوا۔ آپ کے وصال کا بھی ایک عجیب قصہ ہے۔ آپ کی نماز جنازہ حضرت بابا میاں بشیر احمد لاروی مدضلہ علیہ نے پڑھایا۔ حضرت بابا لالا دین رحمتہ اللہ علیہ کے ہاں کچھ چار پانچ مہینے قبل حضرت بابا میاں بشیر احمد لاروی، صاحب تشریف لاے اور آپ فرمانے لگے 17 چیت کو میرا وصال ہو جاے گا اور میرا جنازہ آپ نے پڑھانا ہے۔ اس سے ایک روز قبل کچھ تکلیف ہوئی راجوری اسپتال اہل خانہ لےگئے لیکن واپس گھر آ گئے اپنے صاحبزادے سائیں صوفی صاحب کو فرمانے لگے آپ روئیں نہیں جاو بھینسوں کو گھاس ڈال دو پھر میں آپ کے لیے دعا کرتا ہوں۔ اسی دوران کلمہ شہادت جاری ہوا۔

    اہلیان راجوری کو غمزدہ چھوڑتے ہوے اس دنیا سے پردہ فرما گئے۔ حضرت بابا میاں بشیر احمد لاروی، صاحب اس دن جموں میں تھے آپ کو معلوم ہوا آپ راجوری تشریف لاے آپ نے نماز ادا کروائی۔
    اس کے بعد آپ کے صاحبزادے بھی گدی نشین ہوے اور اللہ کے ولی گزرے ہیں۔ یہ بھی شریعت کے پابند رہے ہیں۔ راقمالعروف بھی اکثر مرتبہ سائیں صوفی صاحب رحمتہ اللہ علیہ سے ملاقات کا شرف حاصل کرچکا ہوں۔ مجھے کھاراسوڈا پینے کو کہا کرتے تھے جس سے مجھے بہت راحت محسوس ہوتی تھی۔ اللہ اپنے حبیب کے صدقے ان ولیوں کی دست شفقت ہم پر بناے رکھے۔ اور اولیاء کرام کا احترام کرنے کی توفیق عطا فرماے۔ ہر سال بابا سائیں لال دین رحمتہ اللہ علیہ کا عرس شریف بڑی عقیدت سے منایا جاتا ہے ہزاروں کی تعداد میں لوگ تشریف لاتے ہیں۔ آپ کے خاندان کے تمام افراد آج بھی بڑی عقیدت کےساتھ لوگوں کی خدمت کرتے ہیں۔ ہر مہمان آنے والے کو لنگر شریف سے کھانا چاے لگاتار پیش کی جاتی ہے۔ آپ کے اہل خانہ کے ہر افراد کو دیکھ کر معلوم ہوتا ہے کہ آپ کا فیض آج بھی ان پر جاری ہے۔ میں تمام حضرات کا شکریہ ادا کرتا ہوں جنہوں نے اولیاء کرام کی اس تحریر کو رقم کرنے میں میری مدد کی ۔

    مہنڈر// مہنڈر ڈولپمنٹ فارم نے میڈیا پالیسی2020کو صحافیوں اور اظہار رائے کیلئے دہشت ناک قرار دیا ہے۔ مہنڈر ڈولپمنٹ فارم کے صدر تنویر اقبال قریشی نےکہاکہ فوری طور پر اس پالیسی کو واپس لیا جائے اور آزاد صحافت کو براہ راست نشانہ بنانے اور حملہ کرنے کے مترادف قرار دیاہے۔انہوں نے میڈیا پالیسی2020کو جمہوری اداروں کو منہدم کرنے کا اور ایک قدم قرار دیتے ہوئے مکمل آزادی اور آزاد آوازکو ختم کرنے کے مترادف قرار دیا۔ تنویر نے کہا ’’ میڈیا پالیسی کو متعارف کرنے کا اصل مقصد حقیقت میں مرکزاپنا ایک اور ایجنڈا مسلط کرنا چاہتا ہے،جس کی شروعات گزشتہ برس5اگست کے بعد کی گئی کہ لوگوں کو بے اختیار کیا جائے۔‘‘ ان کا کہنا تھا کہ موجودہ میڈیا پالیسی کو علیحدہ نظریہ سے دیکھنے کی ضرورت نہیں ہے بلکہ یہ اس کھیل کے منصوبے کا حصہ ہے،جو انصاف کے اداروں کو منہدم کریں گی۔ تنویر نے کہا’’ یہ بدقسمتی ہے کہ صحافیوں کو نشانہ بنانے کے بعد کالے قوانین کے تحت انکی آواز کو خاموش کرنے کی کوششیں کی جا رہی ہیں‘‘۔ انہوں نے الزام عائد کرتے ہوئے کہا کہ حکومت جموں کشمیر کو’’ سخت اقدامات‘‘ کیلئے ایک تجربہ گاہ میں تبدیل کر رہی ہے اور بعد میں ان اقدامات کو پورے ملک میں نافذ کیا جائے گا۔ تنویر نے کہا کہ یہ بلاواسطہ طور پر بھارت کے صحافیوں کیلئے ایک اشارہ ہے کہ وہ اس مہم کے اگلے شکار ہونگے۔اس لئے اس پر غور کیا جائے

    Attaullah Niazi, Former President MANUU Students Union & Youth Leader who have raised the issue of irregularities and malpractices in GujjarBakerwal Hostels after which J&K government has taken some decisions today by issuing a press statement said that LG Jammu and Kashmir and his administration has considered the issue of marginalised community of UT is a good step.
    He said that the circular issued by Directorate of School Education Jammu on 05-06-2020 inviting application from lecturers & Masters grade people of GujjarBakerwal Community for appointment as wardens and Assistant wardens in GujjarBakerwal hostels is a welcome step, and is a first step towards reforms in these hostels which has given a ray of hope for the students of community and hope that Directorate of School Education Kashmir will also follow the same for said hostels in Kashmir division which are also victims of irregularities and malpractices. He strongly demands that the selection of wardens and assistant wardens must be made by a committee for fair selection by selecting the competent people of the community who will work for the betterment of the community students.
    He Further added that overall reforms in GujjarBakerwal hostels is the need of hour. Community strongly demand Hon’ble LG and his administration to bring overall reforms in Gujjarbakerwals hostels to make them best seats of learning for poor students without making any change in the nomenclature of the hostel. Steps like creation of Websites of Hostels, Constitution of Academic and Financial Audit Committee, Committee for the selection of wardens and Assistant wardens, Appointment of local wardens and other staff in respective hostels, Fair Entrance Test based admission process for students, Better sports facilities, libraries for each hostel, computer centers are some of the required initiatives.

    Rajouri, June,12:Aiming to facilitate the stranded labours in their interstate movement, the district administration Rajouri under the overall supervision of the Deputy Commissioner Rajouri, Mohammad Nazir Sheikh on Friday sent a fleet of vehicles carrying 397 labourers mostly hailing Madhya Pradesh and Chattisgarh to Katra from where they shall be transported to their home states in special trains.

    Assistant Labour Commissioner, Angrez Singh said that all the logistics arrangements in terms of food, drinking water and other essentials have been made by the district administration to facilitate the labourers during their journey. He also said that a liaison officer has been deputed in each vehicle who is moving with the labourers up to Katra to take care of their needs and to ensure that they don’t feel any inconvenience during their journey and these officers shall report back after dropping the persons at the scheduled place.

    He added that the process of registration of these labourers in the district has been done by the labour department Rajouri.

    He informed that district administration has also completed all the groundwork to send 60 migrant labourers tomorrow to their home state Bihar.

    The labourers on the occasion have expressed their gratitude to the district administration for its tireless efforts to facilitate them during lockdown amid COVID19 and for taking care of their needs during their temporary stay in the district.

    SHOPIAN JUNE 12:– The countrywide lockdown to contain spread of highly contagious COVID 19 has posed the Government with the biggest challenge of supporting the downtrodden, destitute and marginalised sections of the society like old age, physically challenged, widows and orphans. The only way forward was to provide monthly pension to existing beneficiaries in time bound manner and sanctioning pending pension cases in one go besides cent percent coverage under all beneficiaries oriented schemes.

    The challenge was taken head on by team Social Welfare Shopian with guiding hands of Director General Social Welfare Kashmir Rukhsana Gani and District Development Commissioner Shopian Choudhary Mohammad Yasin. As soon as the lockdown was imposed, Rs. 163.96 Lacs as advance pension for months of March and April was credited into individual accounts of 8198 beneficiaries i.e. Rs. 2000 per beneficiary under Integrated Social Security Scheme (ISSS). Similarly under National Social Assistant Program (NSAP) Rs. 43.42 Lacs advance pension for March and April was provided to 2171 beneficiaries.

    Meanwhile the Government, in first week of April, sanctioned 838 new cases under Integrated Social Security Scheme (ISSS) for 100% coverage of pending pension cases in the district. Tehsil Social Welfare Office headed by TSWO Farhana Tak under supervision of DSWO Mohammad Shafait completed the mammoth task of verifying 838 forms in a week time amid lockdown. These 838 new cases were sanctioned and pension for month of April amounting to Rs. 8.38 Lac was released to them.

    The office was again tasked with release of advance pension for month of May in view of Eid ul Fitar. With great efforts of entire team of Social Welfare Shopian, Rs. 112.39 Lacs was released to 9036 and 2203 beneficiaries under ISSS and NSAP respectively.

    Giving further details DSWO said under Pradhan Mantri Garib Kalyan Yojana (PMGKY) additional amount of Rs. 2.86 Lacs at rate of Rs. 500 was provided each to 455 widows and 117 disabled persons who are already covered National Social Assistance Program. During first week of lockdown Rs. 20000 was released each to 11 families who lost their sole bread earners under National Family Benefit Scheme (NFBS).

    DSWO further said that amid COVID 19 lockdown the office has ensured timely release of scholarships to destitute, physically challenged and students belonging to OBC category. During first week of lockdown, Rs. 24.89 Lacs as scholarship has been disbursed to 2679 students including Rs. 23.95 Lacs Pre-Matric scholarship to 2556 OBC students, Rs. 73800 to Physically Challenged and Rs. 20700 to 26 destitute students. The office has also verified 34384 online forms on National Scholarship Portal which includes 25515 for Prematric, 8472 for Postmatric and 397 for Merit-cum-Mean scholarships whereas 557 online scholarship forms of students belonging to OBC/EBC categories have been processed on State Portal.

    Referring to children in need of care & protection, he said 58 identified children for non-institutional care were provided Rs. 5.80 Lacs in the month of April. Besides special attention is given to physical, psychological and emotional needs of children residing in Child Care Institutions. Regular counselling and medical check ups are arranged for them for their physical and mental wellbeing and they are provided with adequate stock of masks, sanitisers, hand wash and soaps.

But all Banking Office’s were open even during this pandemic COVID 19 . In this regard when interacted with Branch Head Jammu Central Co-Operative Bank Mini Bus Stand Kishtwar regarding the services they provided during this lockdown are much appreciating and praiseworthy. Having randomly interaction with some customers including Ravi Shan, Shahnawaz Shah and Zubair Ahmed about the services of the said branch, they wholeheartedly praised the Branch Head/Manager Nuzhat Begum and other staff members about their best services and best behaviour with the customers. Staff remained present and provided all essential banking services within time throughout this lockdown.
    Branch Incharge Nuzhat Begum appreciated the exemplary work of her staff members Taruna Dutta, Manzoor Ahmed and thanked the people linked with their branch for their cooperation and support. She also said that from day one of lockdown they are following all guidelines and SOP’s regarding regulation and functioning of Govt offices to which many are witnesses.     Kupwara: Inhabitants of Karnah, Tehsil of Kupwara district are facing immense hardships due to Careless attitude of the Power Development Department (PDD) Ch Fayaz Karnahi, Congress District Youth President, and State Senior Vice President, of J&K Gujjar Bakerwal Youth Welfare Conference, alleged that the Said Department has been totally failed with the respect to provide adequate power supply in their area from past several weeks’.
    Karanhi in a Statment Said that the residents of Karanh town and its adjoining area are facing tremendous hardships as the Department doesn’t adhere to the power schedule and illegal Power cuts made the lives of People a hell.
    He even alleged that the Said Department has no transparancy, no mechanism , no Planning, to make the system better instead to progress the said Condition of Said Department reveals that its becoming bad to worsen day by day and lack of Planning and betterment in the system has increased the suffering of People.

    he said that As small shops remained closed, Workers and labourers got stuck in their houses with no income at all, the power distribution companies (Discoms) should be directed to not to levy any electricity charges, fixed charges and late payment penalty for three months commencing from lockdown and the Workers, labourers, People Belonging BPL Categories should be completely Exepmted.

    The Shopkeepers, workers, Labourers are worst hit due to the lockdown. Karnahi has sought waiving off the complete electricity bill or for a reduction in bills for at least one quarter.
