    Rajouri: May 28 :- Under the august leadership and guidance of the Hon’ble Chief Justice of J&K High Court, Justice Gita Mittal and Executive Chairman JKSLSA, Hon’ble Mr. Justice Rajesh Bindal and under the supervision of Chairman, District Legal Services Authority Rajouri, Mr. Jaffer Hussain Beig, DLSA, Rajouri and One Stop Center for Women Rajouri in active collaboration of District Development Commissioner Rajouri, Mr. Nazir Sheikh and Nodal Officer, OSC Rajouri Mr. Bilal Rashid Mir and Traffic Magistrate Mr. Mayanak Gupta visited many areas of Thanamandi Tehsil and conducted awareness camp and sanitation drive which was attended by local residents. SDM Thanamandi, SDPO Thanamandi, Tehsildar Thanamandi were also present on the occasion. Retainer Lawyer, DLSA Rajouri Mr. Dushant Sharma, Administrator OSC Rajouri Nitu Sharma and Para Legal Volunteers of DLSA Rajouri were also present and imparted awareness among masses.
    Speaking on the occasion, DLSA Rajouri made the local residents understand that they can prevent the spread of Corona Virus by adhering to social distancing, washing hands regularly, putting masks in crowded areas and visiting doctor in case of any problem. DLSA Rajouri also made the women attending the drive sensitized how to protect themselves from the abuse of domestic violence.
    SDM Thanamandi, Mukhtiar Sheikh also stressed upon the masses to protect themselves from the pandemic and measures to prevent its spreading. Administrator, OSC Rajouri Nitu Sharma made the public aware about the rights of women and the legal remedies provided under law. SDPO Thanamandi also spoke on the occasion and made the public understand the importance of social distancing in public places.
    On the occasion, DLSA Rajouri and One Stop Center for Women distributed personal health care items including masks and sanitizers to the local residents. Personal Hygiene Kits were also distributed amongst the women.

    JAMMU, MAY 28- Keeping with its promise of a simple, quick and transparent recruitment process, the Government has decided to approve the Jammu and Kashmir Appointment to Class-IV (Special Recruitment) Rules, 2020 to lay down the procedure as well as the criteria for selection to all Class IV posts. The decision in this regard was taken in a meeting of the Administrative Council held under the Chairmanship of Lieutenant Governor, Sh. Girish Chandra Murmu.

    This was stated by Principal Secretary Power Development Department and Information, Mr. Rohit Kansal, who is also the Government Spokesperson, at a press conference here today. He informed that the decision of laying a quick and simple procedure for filling up of Class IV vacancies follows the decision of the Government to notify over 10,000 posts for Accelerated Recruitment at all levels- Doctors, Vets, Panchayat Accounts Assistants and Class-IV employees.

    Kansal said that the accelerated recruitment process shall be started with Class IV vacancies. The Accelerated Recruitments Committee has already identified 7052 Class-IV vacant posts at the UT, Divisional and District cadre levels in various departments of the Government. All these posts shall be filled up through a Special Recruitment Drive. The concerned departments shall place their indents to the Services Selection Board (SSB) through the General Administration Department. The SSB shall be sole agency for the Special Recruitment Drive.

    He said that in order to simplify the process and cut down all delays, the Administrative Council has also ordered that all concerned departments will make necessary amendments/ modifications in their relevant Recruitment Rules based on this decision alone and that no separate approval shall be sought for this purpose.

    Speaking about the procedure and criterion laid down in the Jammu and Kashmir Appointment to Class-IV (Special Recruitment) Rules, 2020, the spokesperson said that these rules address many of the deficiencies of the earlier rules, adding that these Rules clearly define the procedure for referral of Class-IV vacancies, clubbing of the vacancies, preparation of wait lists, select lists etc. with the aim to fill all advertised vacancies within a period of one year, extendable by six months.

    Giving details of the selection process, Kansal said that the marks obtained in the written test of 100 marks will have primacy in the selection criteria. There will be no interview. He reiterated that no documents including domicile certificate will be required to be submitted at the time of filling the application form.

    Explaining the significant features of the rules, the spokesperson added that the rules provide for additional weightage to various marginalized categories. He elaborated that that in order to give benefit to the marginalized sections comprising of widows, divorced/judicially separated women and orphan girls keeping into consideration the extreme compassion involved in their case, an additional weightage of five marks shall be given to such candidates. Similarly, an additional weightage of five marks shall be given to those candidates with no family member in government service. Daily Rated Workers and other similar candidates who have been engaged for at least five years shall be given an additional weightage of five marks. They shall also be given a 5 years age relaxation in the upper age limit.

    Kansal reminded that the procedure and rules for domicile certificate had already been notified under The Jammu and Kashmir Grant of Domicile Certificate (Procedure) Rules, 2020. He added that these Rules prescribe a very simple and time bound procedure for issuance of Domicile Certificates. He said that PRC Holders will be eligible on the basis of their PRCs alone and no other document shall be required in their case. Kashmiri migrants too can get the Domicile certificate on production of either a PRC or Certificate of registration as a migrant. A special limited provision has also been made for bonafide migrants and bonafide displaced persons who may have not registered so far.

    The certificates shall be issued expeditiously and there shall be a timeline of 15 days for issuance of the certificate after which the applicant shall be free to approach an Appellate Authority. There are provisions for penalties and revisional powers. The rules also have a provision that applications for grant of Domicile Certificate can be submitted either physically or electronically online. The Competent Authority can also issue domicile certificate(s) electronically. The procedure has an inbuilt mechanism to ensure speed and transparency and no one need to have any apprehensions on this count.

    In the protest Sarpanches of the said block demanded immediate transfer of BDO Dhangri without any further delay.

    Urmila said maintaining social distancing is need of the hour. The government has asked people to maintain social distancing in order to prevent getting infected from the highly contagious virus.
    Banish said that number of covid-19 positive cases is increasing at an alarming rate and it is no way any good sign for the people to take things easy.     Rajouri, May,28:The Deputy Commissioner Rajouri, Mohammad Nazir Sheikh on Thursday convened a meeting of the concerned officers of the district administration and President and members of the brick kiln association regarding the fixation of rates of bricks manufactured in the district.

    The meeting was attended by Additional Deputy Commissioner Rajouri, Sher Singh, General Manager DIC, Manzoor Hussain, Assistant Commissioner Revenue, Mohd Ashraf, Assistant Labour Commissioner, Angrez Singh Rana, Assistant Director Food and Civil Supplies, Mukhtar Ahmed Lone, District Mineral Officer, Dr.J.S Pawar, Divisional Officer, Pollution Control Board, Badar Hussain, President Brick Kiln Association, Shyam Gandotra and members of the brick kiln association.

    The president of the brick kiln association while speaking during the meeting said that there are 24 registered brick kilns in the district, out of which only 15 are functional. He added that the old rates which were revised in the year 2015 are Rs 6300 per thousand for B quality bricks manufactured in the district and there is a dire need for enhancing the rates of the same due to increase in the prices of raw material including coal, firewood and fly ash. He added that there is also a hike in transportation charges and labour component which leads to demotion in the efficiency of production.

    While speaking during the meeting, the Deputy Commissioner said that the purpose for the fixation of sale rates of the bricks is to ensure that the same are sold at affordable prices to the public in order to make sure they don’t suffer because of charging of higher rates from them. He asked the president of the brick kiln association to get all the labourers working in the brick kilns registered with the labour department to know the actual numbers of labourers working there.

    After a detailed discussion, the sale rate of B quality bricks has been enhanced from Rs.6300 to Rs.7900 in the district.

    The Deputy Commissioner has directed the concerned to strictly adhere to the rates finalised during the meeting and made it clear that any violation in terms of the sale price of brick shall be dealt seriously and strict action as per rules shall be taken against the violators. He also said that the quality of bricks should be consistent with the norms/ standards fixed by the Indian Bureau of standards and abide by the conditions laid down by the pollution control board.

    Jammu, May, 28: All J&K Youth Federation (AJKYF) appoints Vivasvan Sawhney a well known nation football player from J&K as Chief, Sports Cell, All J&K Youth Federation on the basis of his activities under the banner of AJKYF and contribution in the field of sports.

    While appointing Chief, Sports Cell and issuing press statement, Mr. Arjun Sharma, Convenor, AJKYF told that Vivasvan Sawhney has huge contribution in the field of sports from his very young age. He had represented J&K national football team in all the age categories including under 13 (JKFA), under 14 (SGFI), under 15 (Mir Iqbal trophy), under 17 (SGFI and JKFA) and under 19 (SGFI) where he was selected in Indian team camp during his school education and and thereafter has represented Jammu University in inter-university at national level in the year 2015 and 2019. Vivasvan has played number national, state and district level tournaments representing J&K and have also bag gold medal at Kanya Kumari in national Mini Football championship. Besides football he has also represented J&K nation team in Matsogido and has also been seen participating in athletics and other team games at state and district level tournaments.

    AJKYF, Convenor further states that federation has developed to a stratagem which is working hard for bringing youth from disparate parts of J&K to one rostrum and collectively succour and raise the voice of deprived and underprivileged youth of J&K.

    Srinagar: J&K Gujjar Bakerwal Youth Welfare Conference, (JKGBYWC) today held a video conference meet under the Chairmanship of Choudhary Mushtaq Budgami, with Team JKGBYWC, State Working Committee, Province Presidents & District Presidents, and took the suggestions about reshufling of State Working Committee, Nomination of New District President and Assigning of new Responsibilities to some activists.
    State President, Zahid Parwaz Choudhary, Senior Vice President, Choudhary Fayaz Karnahi, Vice President, Guftar Ahmed Choudhary, General Secretary, Adv. Akram Choudhary, Province President, Kashmir, Choudhary Mustafa Rahie, Province President, Jammu, Yassir Terwah, Ch Abdullah Poswal, District, President, Bandipura, were present at the meeting that continued till one Hour.

    It was also discussed in the meeting that during migration of Gujjar Bakerwals their livestock got killed due lightning, thundering and Snow storms still no Compensation by the side of Govt has been extended to them matter will be put up with the Govt, in order to Provide Compensation and relief to them.
    They also expressed the grief over the Yseterday, incident which happened in Shopian, District, in which two Womens of family lost their lives and Urged the District Administration Shopian, for the Providing of immediate Compensation to breaved family and also extended their heartfelt Condolences with the family members of deceased.
    The most important issue that came up was of the return of the plight of migrant workers and team made the Appeal to J&K Govt that Special monthly funds be given to Labourers so their livelihood could not get effect due to lockdown.
    Team has also Praised the Work of Guftar Ahmed Choudhary, Zahid Parwaz Choudhary, & Yassir Terwah, who remained in Constant touch withn the workers who were got stucked in outside the State and helped them in order to get them back.
