He further said, Qayoom Wani sahib was a strong voice of kotranka, he was a great progressive, secular and socialist man who throughout his life fought against inequality, oppressive and suppressive forces. He was a champion to the cause of poor .

    Udhampur : May 20:–Lt Gen Ranbir Singh, Army Commander Northern Command presented financial aid to 71 selected students from BPL category and remote areas of Jammu & Kashmir in an impressive function at Udhampur. The financial aid provided under Sadbhavana to needy children included scholarship to the tune of Rs 1.45 crores. The 71 students (45 for Army Public School, Beas & 26 for Drona Boys Hostel, Udhampur) were handed over the scholarship certificates and cheques which covers the complete expenditure of their schools to include Education Fees, Boarding, Lodging and Transportation.

    Speaking on the occasion, the Army Commander said that Army would do everything possible within the ambit of Operation Sadbhavana to assist the civil population of J&K especially those who are affected by terrorism, to address their problems. Realising the importance of role of education in transforming the society, the Army has identified education as PRIORITY area for military – civic programme under Sadbhavana in J&K. The idea of sponsoring education of these students at the Army Public School, Beas and Drona Boys Hostels has many benefits. The students not only get the best of education at par with any premier education institute in the country, but also get an opportunity to get to know the diverse culture of this great nation. They are obviously moulded as better citizens and integrated into national main stream . He also wished them good luck and told them to make best use of this great opportunity provided to them by the Indian Army. The Army Commander also felicitated the proud alumni of both the institutes who came to attend the function from far and wide.

    Sharing their experiences, the students of both APS Beas and Drona Boys Hostel Udhampur were grateful to the Army for sponsoring their education and told about the incredible difference made by the school/Drona Boys Hostel in their lives. Miss Adeb- Ul- Islam class XIth student who hails from Pahalgam, Kashmir and studying at APS Beas since past 3 years mentioned that her stay at APS Beas has changed her out look towards life. She aspires to become doctor and serve the people. Master Suhail, Class Xth student who hails from Poonch was grateful to the Army for fully sponsoring his education and he aspires to join Army. He also listed out a series of positive changes which the stay at Drona Boys Hostel, Udhampur has brought in his life.

    The contribution of Indian Army in shaping the future generations with positive attitude as part of overall strategy in bringing normalcy in the state is well known. Since 1998, Indian Army in its unique initiative of Operation Sadbhavana carries out series of civic action programmes to alleviate the problems of the civil population in the terrorist affected / remote areas of J&K. Every year Army spends approximately over Rs 40 crores in various Sadbhavana activities and the major portion ie, over Rs 20 crores (50%) goes to education activities including Army Goodwill Schools and Scholarships. Army runs over 43 AGSs/AGPSs where in over 15000 students study and over 1000 staff are employed to shape the future of the children of J&K. Besides school education, the Army has also started two flagship programmes to prepare students for Medical & Engineering entrance examinations.

    UDHAMPUR, MAY 20:- District Level Inter Zonal tournament for Boys U/14yrs, U/17yrs in Volleyball, Kabaddi, Kho Kho, Wrestling and Yoga got underway at Subash Stadium today.

    The tournament is being organized of District Youth Services & Sports under the patronage of Director General Youth Services & Sports J&K.

    District Development Commissioner, Dr Piyush Singla declared the tournament open. President J&K Kabaddi Association Ashok Magotra and District Youth Services and Sports Officer, Khairati Lal Sharma were also present on the occasion.

    About 544 Boys drawn from 11 zones of district Udhampur took part in the tournament.

    In Kabaddi under 14 years Boys category, Zone Chenani won while Zone Pancheri was the Runner up.

    In Kabaddi under 17 years Boys category, Zone Udhampur won while Zone Bebey came out as Runner up.

    In Volleyball U/14yrs Boys category, Zone Chenani won whereas zone Udhampur was the Runner up.

    In Volleyball U/17yrs Boys category, Zone Chenani won while Zone Ghordi stood as Runner up

    Similarly, in Kho-Kho U/14yrs Boys category, Zone Chenani won whereas Zone Udhampur came out as Runner up.

    Moreover, in Kho-Kho U/17yrs Boys category, Zone Cnenani won while zone Udhampur was the Runner up.

    In weight category 40 to 45 under17yrs, Jagir singh of Zone Kulwanta won.

    While weight category 46 to 50, Rohit kumar of Zone Majalta won the competition while in weight category 51 to 55 Amit kumar of Zone Ghordi won the match.

    In weight category 56 to 60, Arun Sharma of zone Ramnagar won.

    Besides, in wrestling weight category 35 to 40 U/14yrs, Manjeet Singh of zone Udhampur emerged as the winner.

    While weight category 30 to 35, Arjun singh of Zone Jib won while in weight category 46 to 50, Switter Singh of Zone Udhampur won the match.

    Rajouri, May 20.:-Jammu and Kashmir police in Rajouri district conducted three separate police public interaction meetings at Saaj (Thanamandi) Lamberi (Nowshera) and Sarha Kandi villages.

    In Saaj, meeting was chaired by sub divisional police officer Thanamandi, Mohammad Siddique in which local sarpanch, naib sarpanch and others civil society members took part.

    The participants raised various issues including control over drug trafficking and drug addicts in the area, black topping of road from main road Thanamandi to Khoker mohalla, illegal encroachment of graveyard land, shortage of water in ward no 1, 3, 4 and ward no 6 in mohalla Hakallan as well as poor supply of electricity due to bad condition of electric wires.

    Similarly, a police public interaction meeting was conducted at Lamberi village which was chaired by sub divisional police officer Nowshera Brijesh Sharma along with station house officer Nowshera Mohammad Amin Malik and Lamberi police post incharge SI Mehmood Khan.Locals highlighted many issues of their area in the meeting demanding their redressal.

    Another police public interaction meeting was conducted at Sarha Kandi village of Kotranka which was chaired by SHO Kandi Mustaj Ahmed.

    Many prominent persons of the area participated in the meeting who highlighted various issues of local importance with some concerning civil departments.

    In all these meetings, participants were appealed to cooperate police in controlling crime and maintaining law and order in the area.

    The officers chairing these meetings also briefed the youth and parents to use social media in positive manner and to remain extra vigilant in responding any call from unknown caller and not to disclose any information on phone.

    The participants were also briefed to have a sharp look over the children so that they may not indulge in some illegal activities.

    KOTRANKA : An emergency meeting of Jammu Kashmir Sarpanches & Panches Democratic Forum (JKS&PDF) has been held at Budhal under the Chairmanship of farooq Inqlabi who is chairman of the forum the meeting all the eleven Sarpanches and 92 Panches of block Rajnagar Budhal attended the meeting and discussed the burning issues Budhal block.

    In the meeting speakers raised issue of acquisition of land for BDO office and said that ever since the Rajnagar Budhal haveing made a block no process for acquisition of land for construction of BDO office has been initiated so far which needs to ne started at the earliest. At present its functioning in a Panchayat Ghar.

    While speaking Farooq Inqlabi said that Post of BDO has been lying vacant for the last two months and there is no staff members in the BDO office even the sanctioned posts of S.O , AAO,AEE are vacant. Scarcity of staff is the main reason of its being defunct. Stress was laid on the fact that BDO office should be make functional. So that the plans made by the panchayats could be executed in letter and spirit. The post of BDO needs to be filled up as soon as possible so that the people in general may not suffer any more.

    Shabir Aflatoon General Secrerary of the forum said that Non availability of computers and other requisite material for the smooth functioning of the BDO office is main problem. It may also include the requisite furniture items in the office and stressed upon the administration for immediate provisions of computer furniture and other misc articles to the BDO office.

    Shabir Badyal , Arshad Mir, Shamim Akhter while speaking said that Gram Panchayat Development Plan (GPDP) for the financial year 2019-20, was formulated by the Gram Sabhas in whole the block and the same was submitted to the ACD through BDO but it was returned for rectification after a lapse of four months with an intention to cause unnecessary delay. The plan was accordingly rectified and resubmitted in the last month itself but has not been finalised so far. It is very regretful on the part of the authorities. The same needs to be finalised and approved at the earliest. During the Gram Sabha meeting it was mandatory on the part of all the 21 departments mentioned in the P.R.I Act amended upto 2018 to participate in the meeting and co-ordinate with the panchayats but none of them bothered to act.

    In the meeting all the sarpanches and panches of the panchayats of block rajnagar budhal raised the problem of non availability of adequate supply of water, electricity and ration etc particularly during the month of Ramadan. It has been observed that adequate ration supply has not been provided to the general public. It has also been stressed in teh meetng that extra quota of rice, wheat and flour may be supplied for the convince of the public in general.Finally it has been resolved in the emergency meeting that the issues raised from 1 to 5 above shall be taken up with the DDC Rajouri for the immediate redressal thereof so that the public in general may not suffer any more. And a memorandum was handed over to Naib Tehsildar Budhal with detailed grievances.
    Others who spoke in the meeting are Sarpanch Khalil Ahmed, Sarpanch Layaqat Ali, Sarpanch Gafoor Bhat, Sarpanch Gulshan Begum, Panch Sher Mohd, Naib Sarpanch Manzoor Malik.

    UDHAMPUR,May 20 : Panthers Party staged one day protest dharna over polluted water supply at Kheri Near Jakhani from where all city waste dumped at Tawi River & from that point water is supplied to whole city. While leading massive protest dharna NPP President & Former MLA Balwant Singh Mankotia cautions concerned department & administration to shift dumping station from Tawi River within One month, Where as Tehsildar Udhampur & CEO Municipality also visits on spot & assured protestors to do early redressal of this issue.

    Expressing deep anguish over the casual approach of Administration & concerned department, Mankotia said that many times protests, memorandums have been submitted to authorities & even last week all the Councillors of Panthers Party had also submitted memorandum to Deputy Commissioner & President MCU Udhampur to change the place of dumping point but nothing has been done yet in this concern. Mankotia informed that from the beginning of this year NPP started month long door to door awareness campaign which concludes with massive protest march. He disclosed that from last 4 years all the city waste including the dead bodies of Animals were dumped in Tawi river at Kheri near Jakhani from where the water supplied to whole city due to which various types of diseases are spreading in which “Thyroid” is spreading in very fast rate in Udhampur, Where as Udhampur ranked 3rd in the country for polluted water supply which was disclosed in training session for Councillors recently held at Jammu, Mankotia added

    Showing deep concern over this issue, Mankotia said that today no vehicle of Municipality allowed to dump waste in Tawi river at Kheri near Jakhani. Mankotia cautioned to shift the dumping point from Tawi river within one month otherwise NPP will forced to launch strong agitation.     Rajouri,May 20:-Jammu and Kashmir police in Rajouri district foiled several bovine smuggling bids and rescued 43 bovines from the clutches of smugglers.

    A team of Jammu and Kashmir police from Rajouri police station headed by SHO Rajouri Ajaz Haider was on routine night patrolling in Rajouri town when four vehicles were found moving rashly towards Darhali bridge side which were chased upon.

    However, near Darhal bridge, all the four vehicles were found parked short of a police naka and the drivers had managed to flee from the spot but police personal managed to nab one of the driver who was trying to escape to a nearby nallah.

    Th four vehicles which have been seized on the spot which include JK11B 4694, JK11B 4669, JK12 9366 and fourth one with temporary number 1626 and all the vehicles were found loaded with bovine animals.

    28 number of animals have been rescued from the four vehicles while the driver of one of the vehicle arrested from the spot has been identified as Rahit Iqbal son of Abdul Majid resident of Khablan.
    Two separate cases in FIR 286/2019 and 287/2019 under sections 188/295-A RPC, 3 PCA Act have been registered in police station Rajouri.

    Similarly police team from Kandi police station headed by SHO Kandi Mustaj Ahmed was on patrolling on Mandir Gala – Sakri road when two vehicles JK 11A 2947 and JK02AK 6181 were found parked on roadside with bovines loaded in the same.

    Both the vehicles were seized on the spot and fifteen animals rescued from them.

    Drivers of both the vehicles probably fled leaving behind vehicles after noticing movement of police vehicle.

    Case FIR 45/2019 and FIR 46/2019 under sections 188/295A RPC and 3 PC Act has been registerd at police station Kandi.

    DDC Rajouri Holds Meeting to resolve bottlenecks in Implementation of JTFRP

    Rajouri 20 May: In order to iron out the issues regarding construction of School buildings under the component “Reconstruction and strengthening of critical Infrastructure of Jhelum and Tawi River Flood Recovery Project(JTFRP)”, the District Development Commissioner Mohammad Aijaz Asad today convened a meeting with the concerned officers in his office chamber.

    The meeting was attended by Chief Education Officer Rajouri, Divisional Forest Officer Rajouri, Tehsildar Koteranka, tehsildar Sunderbani and concerned Zonal Education Officers.

    A detailed discussion was held during the meeting regarding various issues of construction of school building under the component Reconstruction and strengthening of critical infrastructure of JTFRP.

    Chief Education Officer Rajouri informed the DDC that there are 11 school buildings to be constructed under JTFRP out of which four school buildings have disputes which have delayed the process of start of work .

    Regarding PS Pangrain, it was informed that the school building is in forest land and and it requires title verification before proceeding on construction process.
    The DDC directed the CEO education to put up a proposal to higher authorities for the transfer of land from forest department to education department and also complete the paperwork within shortest possible time.

    Regarding PS Rajgarh, the chair was informed that the land is available but three rooms of the building are old and quite unsafe. The DDC directed the concerned officer to submit a proposal regarding the construction of the new building ,so that the decision could be taken up for the start of work.

    As far as the School building of PS Dragger is concerned, the CEO informed that there is only one room presently and land is required for the construction of the building. CEO Rajouri shall visit the spot and furnish report in this regard. The DDC directed the CEO education and revenue authorities to identify the land for the construction of school building and submit the report within two days.

    Regarding MS Budhal, the concerned ZEO informed that there are two blocks of land, one with 01 kanal of land and another with 10 marlas. He further informed that the building that was constructed in second block with 10 marlas of land is unsafe and is required to be dismantled.

    Directions were issued for the demolition of unsafe building and construction of new building at the same site.

    DDC urged the concerned officers to monitor the progress and address any issue hindering the execution of the project. He stressed upon fast tracking the implementation of JTFRP in order to achieve the project objectives within the set timelines.
