    Need to review Article 370 in J&K: Rajnath

    Senior BJP leader and Union Home Minister Rajnath Singh says there is a need to review Article 370 and 35-A that grants special status to Jammu and Kashmir to establish whether these Constitutional provisions have benefited or done damage to the militancy-hit state.

    Singh’s remark comes against the backdrop of the BJP’s stand in its manifesto pledging to abrogate Article 370 and 35-A of the Constitution. BJP President Amit Shah has also repeatedly spoken about scrapping these provisions during the Lok Sabha poll campaign.*

    The home minister also said a decision on holding assembly elections in the state was the prerogative of the Election Commission but indicated a decision could be announced after the completion of the Lok Sabha polls.

    *Singh was replying to a question during an interview to PTI recently as to whether BJP thinks that abrogation of Article 370 of the Constitution will help resolve the Kashmir issue which he termed as challenging.*

    “Kashmir ek chunauti hai lekin uska hal jaldi niklega (Kashmir is a challenge but it will be resolved soon),” said Singh, who was the chairman of the BJP manifesto committee.

    *When pointedly asked whether abrogation of Article 370 and 35-A was a solution, Singh said, “muje yeh lagta hai ki sameksha kee jani chahiye ki dhara 370 ya 35-A ke karan Kashmir ko laab hua hai ya haani (I feel that a review should be done whether Article 370 or 35-A has benefited Kashmir or damaged it).”*

    The statement of Singh also comes close on the heels of the statement made by another senior BJP leader and Union Minister Nitin Gadkari that the BJP is committed to abrogating Article 370.

    *Gadkari also went on to say during a TV interview that “because of the sensitive situation, it’s not appropriate to implement that (abrogation of Article 370)”.*

    “We were in power with full majority this time, still we did no go ahead. However, as far as the party’s philosophy, policy and approach to the issue is concerned, we are firm on it,” Gadkari had said.

    DDC Rajouri M Aijaz Asad ( IAS) has added one more comfort to the lives of the denizens of Rajouri by doing away with the ever troubling water scarcity .

    Water scarcity had been a parreneal problem in Rajouri, having spanned over a period of half a century. The oldest water supply scheme initially meant for small population of Rajouri remained unimproved over that long a time, struggling to cater to a huge number of People having migrated expanding the city to its present extents. People suffered for weeks and months without water.

    M Aejaz Asad’s intervention worked wonders Within a record time arrangements were made to arrange one lac fifty thousand gallons of additional water per day to overcome the trouble.

    This is , indeed a wonder. Soon the extensions to the city are likely to have their own water supply systems.

    The department of Public Health Engineering also deserves kudos for having turned the dream of Dr Aejaz Asad into reality.

    Srinagar: President J&K Peoples Movement has asked Government of India to immediately attend to the mess on Jammu-Srinagar National Highway and Mughal road which is causing immense hardships to people.

    “NH has never remained disrupted like this and it seems that ongoing road-widening process is either not in sync with the local geographical requirements or advanced road building technologies are not being used. It is unfortunate that travelling on NH has become a nightmare for the ordinary people,” Shah Faesal said.

    “If Government doesn’t think that this State is important then it’s better to let go of the State. Passengers are scared of travelling on the road. Cattle and poultry that’s being transported are dying of starvation due to long unexpected halting time. Vegetables and fruits are rotting. This is not done,” he added while speaking to a delegation of passengers who had come to meet him at Srinagar party office.

    “Similar is the case with Mughal road. People have to wait for hours to cross the security check point at Poshana. A small intervention like giving additional staff at the check point and arranging for toilets etc would reduce the inconvenience to passengers.

    Kishtwar-Jammu and Srinagar-Kargil roads are also not motorable and the but the Government has no idea of the magnitude of crisis,” Shah Faesal regretted.

    He urged upon the Government to constitute a Committee of Secretaries for supervising the restoration effort in a time bound manner.

    “If the Government can’t ensure inter-provincial road connectivity even, not to speak of devastated district roads and inner links, we are better off without such a government,” added the statement.

In this occasion senior congress leaders Brij Mohan Sharma, Sanjeev Duby, Sayed Shakeel Shah and Vijay Manahs were also present. Congress Activist were raising slogan against decision of increase in Toll Tax at Toll Palaza Ban, Jammu taken by the authorities concerned. While addressing a large gathering Sumeet Magotra has disclosed that on the one hand Governor of Jammu & Kashmir State has announced  that State Government will reduce the Toll Tax in Kashmir division and also planning  to abolish Toll Tax from the civilians but on the other hand Toll Tax in Jammu region from Toll Palaza ban Jammu has increased to Rupess two hundred. Magotra further expressed that we welcomed the announcement of Governor to abolish Toll Tax in Kashmir Division but why not the same announcement for Jammu region people. Sumeet Magotra has criticize Government of India and Prime Minister Narinder Modi for the discrimination with the people of Jammu Region. He threaten the National Highway Authority of India to get back their decision of increase of Toll Tax otherwise Congress Activist will initiated   a big agitation against government and people of the Udhampur will march to Toll Palaza Ban Jammu and sit on one day dharna by blocking National Highway.     UDHAMPUR,17 May: Panthers Party is going to stage dharna over the polluted water supply at Udhampur on 20 May at Kheri Near Jakhani from where all city waste dumped at Tawi River from where the water is supplied to whole city. This was stated by Former MLA & NPP President Balwant Singh Mankotia in a press conference here today at Udhampur.

    Expressing deep anguish over the casual approach of Administration & concerned department, Mankotia said that many times protests, memorandums have been submitted to authorities & even last week all the Councillors of Panthers Party had also submitted memorandum to Deputy Commissioner & President MCU Udhampur to change the place of dumping point but nothing has been done yet in this concern. Mankotia informed that from the beginning of this year NPP started month long door to door awareness campaign which concludes with massive protest march. He disclosed that from last 4 years all the city waste including the dead bodies of Animals were dumped in Tawi river at Kheri near Jakhani from where the water supplied to whole city due to which various types of diseases are spreading in which “Thyroid” is spreading in very fast rate in Udhampur, Where as Udhampur ranked 2nd in the country for polluted water supply which was disclosed in training session for Councillors recently held at Jammu, Mankotia added

    Showing deep concern over this issue, Mankotia said that in this dharna they will not allow the Municipality Vehicles to dump waste in Tawi river at Kheri near Jakhani. Mankotia cautioned to shift the dumping point from Tawi river earlier otherwise NPP will forced to launch strong agitation.

    He appealed to all citizens of Udhampur to join protest dharna over this genuine issue at 10:00 am on 20 May Monday.

    Councillor Samnik Bhasin, District Vice President Sunil Gudda, Provincial Youth Vice President Rafiq Chandeil & Jitender Sharma were also present during the press conference.

    Kathua May 17 : Acting sternly against drug menace, Inspector Arvind Sambyal SHO Police Station Kathua and his team seized 9.35 grams of heroin and arrested two notorious drug peddlers.

    Team of Police Station Kathua in the intervening night during patrolling and checking duty at NHW near Sahar Khad apprehended two notorious drug peddlers namely Sumit kumar S/o Rakesh Kumar R/o Tandyari chann Rorian Teh. Marheen
    and Daljeet Singh S/o Trilochan Singh R/o Logate Morh Kathua and seized 9.35 grams of heroin in their illegal possession.

    Police registered a case FIR no 157/19 u/s 8/21/22 NDPS Act against both the accused.Further investigation is going on.

    Kathua Police is striving hard and taking every step to aware general public especially youth to eradicate drug menace.We request people of the area to come forward and share any information on 100 about drug peddling or consumption and cooperate with Police for the cause to save the society.

    Rajouri,May,17: District Development Commissioner, Rajouri, Mohammad Aijaz Asad today chaired Civil-Military Liaison Conference in the conference Hall of PWD Dakbanglow Rajouri.

    The meeting was attended by Commanding Officer Romeo Force,SO land ,Additional Deputy Commissioner, Rajouri, Sher Singh, Assistant Commissioner Defence, Rakesh Kumar ,Assistant Commissioner Revenue, Mohammad Ashraf, ADEO Rajouri-Poonch, representatives from the Military and Tehsildar Rajouri, Manjakote,Darhal, Thanamandi and officer from BRO.

    A threadbare discussion was held on various issues, related to the issuance of requisition order, attestation of mutations, joint verifications of civil and military authorities, wherever required.

    Specific issues which commanding officer Romeo Force raised is the land acquisition for the construction bod road near their headquarters and the rehabilitation of the families residing inside the station.DDC asked the Assistant Defence Estate Officer to place the indent for land and for joint verification by the revenue authorities.

    Regarding the rehabilitation of the 05 number of families residing inside the campus, DDC asked the Additional Deputy commissioner Rajouri for the visit and submit a report about how to rehabilitate them.

    Officers from the defence raised other issues like timely submission of revenue papers,delay in joint verification,delay in rent assessment , demarcation band mutations at different places under defence.

    They also raised the issue of maintenance of forest park at Palma, compensation to land owners and construction of road from Higher secondary school Palma to Sankari.

    A total of 42 issues related to acquisition,de requisition of immoveable property, demarcation of defence land, attestation of mutations,rent assent issues were discussed and resolved during the meeting.

    The DDC also instructed the concerned Tehsildar to attest the mutations where RO has been issued.
    DDC said it has been observed that there are coordination issues between the Defence and revenue offices which shall be ironed out by having Tehsil Level interactions between defence reps and Tehsildars.

    DDC stressed on the need for harmonious functioning of the Government agencies and emphasized that such interactions provide opportunities for deliberation on important issues of mutual interest like security and development projects.

    All the participants acknowledged the need of working together towards the cause of public while taking care of their security.

    Dr. Rashid, who hails from village Kalai of Haveli tehsil of Poonch district, studied Medicine from SKIMS and GMC&H Jammu. He is son of famous Gojri poet and Paediatrician Dr. Rafiq Anjum.

    Kishtwar May 17 :Deputy Commissioner, Kishtwar on Thursday ordered withholding of the salary of 78 government officials of the district for remaining absent for the duty.

    The order issued by DC reads ,” Whereas on 15/05/2019 as per the directions issued by DC a surprise inspection of various Government Offices/Schools was conducted by Tehsildars /Naib Tehsildars it has come into the reports that various employees have been found to be unauthorisedly absent from duties.”

    The order further says that no proper procedure is being followed by the heads of the offices and leave application of maternity, child care et al are being accepted without being on prescribed forms and sanctioned in a very casual manner on written applications without any Official Sanction No/Date.

    The DC has also said that employees leave their offices/Schools without any proper relieving from their Head of the Office/Institution and whereabouts of these employees are doubtful for inspecting officers.

    While acting tough against the erring employees to curb the menace of absenteeism in the Govt. Institutions, DC Kishtwar withheld the salary of the 78 government employees of different departments and offices of the district.

    The concerned district officers have been designated as enquiry officer who shall conduct an in-depth enquiry into the matter.

    The Enquiry Officer shall submit the factual report to the office of DC by or before May 25.

    10 unauthorised absent employees placed under suspension

     

    Rajouri,May,17:As many as 47 government institutions were inspected during surprise inspection in Rajouri.The checking, which was conducted by a team of officers across the border district were conducted by Additional Deputy Commissioners ,SDMs and other revenue officers.

    The inspection was conducted under the overall supervision of Deputy Commissioner Rajouri,Mohammad Aijaz Asad in order to review the status of the facilities being provided to the general public and punctuality among the employees.

    It is pertinent to mention here that this is a second major inspection being carried out in Government offices in this week.

    Against strength of 478 officials posted in these institutions,309 were present while 17 were absent from duty and 50 others on leave. 04 more were shown on deputation.

    Taking strong note of staff absenteeism Deputy commissioner Rajouri placed the following employees under suspensions,Shabir Ahmed, Sr.Assistant (Chief Education office Rajouri),
    Anil Kumar(subdivision EM & RE),Piyash sharma, (PHE civil Division Rajouri),Nikhil Sharma jr.Assistant ( Chief education officer Rajouri),Mohd Shafi Wani,Dy.Inspector (Fisheries),Mohd Naseer,Field Supervisor ( Fisheries),Shamin Akhter,LHV (PHC Thanamandi),Mohd Naseem,HTG-IV( HDO, Thanamandi),Maqbool Ahmed HTG-IV (HDO office Thanamandi) and Shabeer Ahmed(Animal Husbandry office,Kotranka)

    While the following contractual employees who were found absent from duties have been directed to explain their position why the contract should not be terminated. The employees include Davinder Kumar,Mohd Ishaq,Saima Nadeem,Abdul Qyoom,Imtiaz Ahmed ,Rabia and Najma kouser.

    Al the heads of all institutions have been reiterated to maintain up to date leave accounts of the employees on daily basis and ensure proper attendance records of their institutions.

    DC added that no laxity would be allowed in maintenance of proper discipline, punctuality in govt offices in the interest of greater common good and efficient public service delivery .
