    OCCUPIED JERUSALEM: Despite checkpoints and a large Israeli army presence almost 180,000 muslims offered prayers at the Al-Aqsa Mosque compound on first Friday of holy month of Ramadan.

    Azzam al-Khatib, director general of Waqf, said the crowds reached the site “despite checkpoints and a large security presence”, AFP report said.

    According to Waqf organisation the presence is 50 per cent higher than last year, when around 120,000 people attended the first Friday prayers.

    The site in Israel-occupied east Jerusalem is the third holiest in Islam and has proved a flashpoint in the Israeli-Palestinian conflict.

    The compound which includes Al-Aqsa is known to Jews as the Temple Mount, the holiest site in Judaism.

    AFP reported that a photographer at the Qalandia checkpoint between Jerusalem and the West Bank saw thousands of Palestinians including elderly people in wheelchairs — lining up to enter the city early on Friday morning.

    Israeli restrictions on Palestinians from the occupied West Bank are eased during the month of Ramazan, which began on Monday.

    Men over the age of 40 and children under 12 would be allowed to enter the city on Fridays during Ramazan.

    Israel views the whole of Jerusalem as its capital while the Palestinians see the eastern part as the capital of their future state. (AFP)

    DDC Rajouri reviews Progress of BADP Model Villages*

    Rajouri May 11: In order to review the progress of work on model villages in the district, the District Development Commissioner Mohammad Aijaz Asad today convened a meeting with the concerned officers in his Office Chamber.

    The meeting was attended by Chief Planning Officer Shamas-Un-Ahmed, Assistant Commissioner Development Akhtar Qazi, District Panchayat officer Dr Abdul Khabir, Block Development Officer Doongi and others.

    A detailed discussion was held during the meeting regarding the progress of work, expenditure till date and various issues which impede the pace of work.

    Regarding the Nonial and Chowkihandan Model Village, the concerned officer informed the chair that 1.35 crores have been released and the till date expenditure is 42.68 lakhs. He said that that land dispute is the major issue which hampers the progress of work on these villages.

    He further informed that there are 41 works at Chowkihandan out of which 07 are complete and there is a dispute of land on the rest. Similarly there are 38 works in Nonial out which the work on 21 is complete.

    It was decided during the meeting that tehsildar Nowshera under the supervision of ADC Nowshera shall visit the sites of work which have issues and will sort out all issues and submit the final report by 15th of may.

    As far as the model villages of Sawni and Sasal Kote are concerned, BDO Doongi informed that an amount of Rs 67.98 lakhs was released and hundred percent expenditure against the work has been achieved, the works or in progress as per the approved model villages plan.

    Regarding La and Dhok model villages which belong to Planghar and Thanamandi respectively, the concerned officer informed that hundred percent expenditure against the work has been achieved.

    DDC also reviewed the physical and financial achievement of Tribal model village under BADP.

    It was also informed that till date expenditure on BADP tribal Village and Model Village is 75% and 54% respectively.

    The DDC directed the concerned officers to utilize all the funds and complete the model villages as the earliest and take all steps for speeding up the works in hand and its completion within stipulated time.

    In this regard, he asked the executing agency to work in close coordination with allied agencies.However, the District Development Commissioner impressed upon officers to ensure judicious and effective utilization of funds besides removing bottlenecks hindering developmental works. He emphasized for conducting regular monitoring of works to achieve quality parameters and effective implementation of the schemes.

    SHOPIANMAY 11:–On the directions of Development Commissioner of Shopian Dr. Owais Ahmad extensive market checking was conducted here at Shopian town during which Rs. 10200 was realised as fine from erring traders, shopkeepers, butchers and fruit and vegetable vendors.

    The market checking was conducted by an interdepartmental team of Revenue, Food Civil Supplies & Consumer Affairs and Food Safety departments headed by Tehsildar Shopian Bilal Ahmad. Team inspected various establishments, meat shops, bakery shops and milk shops at Hergam, Bonbazar, Batapora, Baghandar and GolChakkar.

    Rotten food items, fruits, vegetables and dairy products were destroyed on spot. Meanwhile samples of certain food items were also lifted by the team for lab testing for comprehensive quality checking. The team also realised fine of Rs. 10200 from erring traders and shopkeepers.

    The team also impressed upon the traders and vendors to abstain from overcharging, black marketing, hoarding and under scaling of food items and comply with trading/marketing ethics. Directions were passed to the concerned to display rate lists at conspicuous places outside shops for the information of general public. Special instructions were given meat/chicken shop owners and confectioners for ensuring hygienic conditions.

    Pertinent to mention here that issue of overcharging by the shopkeepers on essential food items besides selling of expired and rotten items was reflected on various social networking sites including Facebook, Twitter and WhatsApp.

    The Deputy Commissioner Dr. Owais Ahmad said the market checking will be conducted regularly especially in the month of Ramadan so as to ensure that quality food items are provided to public. He appealed the public to bring into the notice of district administration about any malpractice by traders so that action is taken against defaulters.

    Rajouri: Continuing the efforts of District administration to provide better medical facilities to the general public,District Development Commissioner,Rajouri Mohammad Aijaz Asad today convened a meeting with the Consultants, doctors/Medical officers to review the functioning of District Hospital (GMC).

    DDC reviewed comprehensively the functioning of District Hospital,achievements under centrally sponsored schemes, medical supply position and availability of essential drugs, staff position, status of services provided to the patients.

    While speaking DDC said that by standing in the queue yesterday he himself has realised that patients have to wait longer in getting a registration slip. To mitigate the inconvenience faced by the patients in getting registration slips,DDC directed the Medical superintendent to open two new counters in addition to the existing counters.
    He also directed to make available one additional Room for the medicine OPD. These steps were taken keeping in view the fact that district hospital Rajouri caters the patients of three district Viz Rajouri Poonch and Reasi.

    In another decision, DDC said that he will remain available at district hospital Rajouri on particular days to redress the grievances of the patients.

    DDC carried out a comprehensive visit of the OPD, IPD blocks, Casualty and interacted with the patients, doctors and paramedics. He called upon the functionaries of Health Department to make further improvements and lay thrust on hygiene and cleanliness and adopt patient friendly approach while dealing with them.

    It is pertinent to mention here that DDC Rajouri conducted a surprise inspection of the District Hospital Rajouri yesterday to take first hand appraisal of the health services being provided to the patients.

    A major reshuffle in the state administration is on cards soon after the Model Code of Conduct (MCC) is lifted from the state later this month following completion of process of Lok Sabha polls.

    Sources said Governor’s administration currently has 14 officers holding additional charge of more than one department while half a dozen Indian Administrative Service (IAS) officers are attaining superannuation this year.
    The reshuffle is also expected in Jammu and Kashmir Police, where incumbent Additional Director General of Police Muneer Khan is set to attain superannuation on June 30 while Inspector General of Police (IGP) Kashmir Swayam Prakash Pani is going on a deputation to the Government of India, sources said.
    Sources said the State Administrative Council (SAC) headed by Governor Satya Pal Malik delayed the reshuffle as the MCC is in vogue due to the ongoing Lok Sabha elections.
    They said a meeting with regard to administrative reshuffle has already been held with another meeting expected to be held on the date when the transfers would be announced.
    Currently Manzoor Ahmad Lone, Secretary Horticulture department is holding the additional charge of Secretary Agriculture Production Department.

    Rajouri May 11 (GNS) :– The city has become so congested that people have to look for parking space for vehicles and at several places drivers have created their own unauthorised parkings. The traffic congestion is emerging as the biggest problem in the city and in the absence of proper management, even traffic police personnel are finding it hard to deal with the situation.

    “The increasing number of vehicles and paucity of parking space have been playing havoc with the traffic management in the city. In the areas like Kheora, Old Bus stand, Bus stand to Abdullah Bridge, Jawahar nagar road, Panja to Salani Bridge, Distt. Hospital Road, pedestrians and commuters are continuously annoyed with the honking and screeching of vehicles,” said, a local resident.

    “It becomes difficult for commercial vehicles to pass through roads as at a number of places people park their vehicles on roadsides, leaving little space for the movement of big vehicles, leading to jams,” said, a shopkeeper.

    Many times there are no traffic police personnel deployed on busy roads and chowks to manage the flow of traffic, he added.

    Residents say vehicles can be seen parked in a haphazard manner anywhere on the road without thinking about other commuters. “People themselves are responsible for this act as they should understand their responsibility and park their vehicles in the parking area, so that it should not create chaos on roads leading to traffic,” they added.

    Jammu (GNS) :— Continuing  its crackdown against drug menace under Operation Sanjeevani, District Police Jammu arrested two drug peddlers and recovered intoxicant injections during intervening night of 10/11-05-2019.

    A police party of PP Sidhra, led by I/C PP, SI Parvez Ahmed while on patrolling in Sidhra area, apprehended two persons who seemed to be suspicion. They were identified as, (1) Nazir Ahmed S/O Bashir Ahmed R/O Bharat Nagar, Udhampur, (2) Nawaz Sharief S/O Masoom Ali R/O Sidhra. On search, 45 intoxicant injections (Diazepam) were recovered from their possession.

    In relation to this, case FIR No. 202/2019 under relevant sections of law has been registered at P/S Nagrota and investigation of the case is going on.

    Jammu, May 11 (GNS): Around 16 passengers sustained injuries, after a vehicle met with an accident on highway at Jaggar Kotli, Udhampur.

    “Accident took place at 11:50 am when a passenger vehicle bearing registration number (JK02AP 0039) was on way from Udhampur to Jammu and hit a roadside parked truck ,” the police official said.

    The police official said all the injured were shifted to GMC Jammu for treatment.

    The Jammu and Kashmir state is having its boundaries with other countries and states of India in which majority of population is living in rural and mountainious regions . People living in rural areas do realize the importance of education but poverty does not allow them to send their children to private schools and hence they are left with no choice but to remain dependent upon government schools only resulting the fact they failed in board exams as they had not got their education in proper way.
    Noone can believe that hundreds of schools across Chenab Valley and particularly in remote areas of Kishtwar and Doda district are running under violation of requirement norms and modernization of education sector in this present era of technology where Prime Minister claims Digital India.
    There is no doubt that center and state government launches various schemes for poors and downtrodden students to avail benefits and receive education free of cost in government institutions and even when State Government was headed by Chief Minister Mehbooba Mufti in 2016, had waved off admission fees for girls students during resigm of PDP and BJP led government in state. As these schemes are implemented through a proper guidance and publicity through social, print and electronic media across the state . Mostly government is giving its top priority to Schedule Caste, Schedule Tribe and Other Backward Class students to receive quality education and increase literacy rate .
    Most of the students belonging from poor communities send off their studies as they are not having any source of income resulting that illiteracy rate increases of such students in remote regions of Doda Kishtwar district in Chenab Valley .
    Taking a look on modern educational system in chenab valley , ” No one can trust that what is happening in government institutions and what teachers are doing during their duties, Are students interested in learning lessons in class or not , Why results of board exams falls in chenab valley “.

    Being a resident of remote region Bunjwah , Opinioning the fact of above said points , ” That chenab valley became prey of irresponsible politics and corruption in offices soas maximum teachers remain attatched and had not even visited single times at original place of their posting. These teachers had completely destroyed the educational system under nook of some corrupt officials that starts from every corner to higher authorities. The corruption mafia is on glore in education system as some officers had fixed monthly 2000 to 5000 ration per teacher in across the Chenab Valley and particularly in Zone Drabshalla in Kishtwar district. As Chenab Valley had became hub of political parties and politicians who did nothing in modernisation of educational institutions and on behest of such politicians teachers had maintained their attachment in town as rural educational system had lost its value in remote areas. These self interested politicians opened hundreds of primary and middle schools to give benefits to their close party worker not to poor who were deserving. As the schools were opened through proper documentation and reports and those who were appointed as teachers through Rahber re Taleem or General Line rules accordingly . After opening of school , these schools were club combined and teachers were posted in combined school.
    It is time that schools in Kishtwar and Doda district are not having modern equipments of quality education and still some schools are opened on fake documents and reports submitted by concerned authorities during 2010.
    “I would like to ask , that if schools were opened for providing basic education to poor and downtrodden students in nearby schools through a proper criteria and guidelines , then what is the reason for club combining, was it only to benifit their own party workers , Was the documentation fraud when schools were opened, Who is responsible for the same?
    The poor and downtrodden public of chenab valley became prey of such issues that results the downfall of results in board exams.
    Beside all these , I have inspected various schools across chenab valley and particularly Doda and Kishtwar district, and see that mostly the schools are in defunct position and lacks shortage of proper accommodation, Kitchen shed , toilets, playground and many more and even some schools remains closed week together, if they are opened only 1 or 2 teachers visit their and perform their duties .
    As Govt. had taken various initiatives for increasing of literacy rate in rural areas by opening of various Center state runs Anganwadi and ICDS Center’s but it is unbelievable truth that hundreds of these centers remain closed for years together since from opening of these centers despite government is paying monthly crores of rupees on account of salaries of employees beside there is huge loss of state exchequer on account of essential commodities served in these centers.
    Revealing the fact “One who is teacher of government schools seek admission of his / her son or daughter in a private school and told that private school teachers teaches well to students beside government school ” . Opinioning the fact I would like to ask them that Why you as a teacher prefers to seek admission in private school, You are having source of income do so , What a poor father can do as He is not having better source of income.
    Happening so in government schools, students also didn’t pay any heed toward their studies as teachers are not interested to perform their duties due to behest of politicians and corrupt mafia .
    A week ago , I visited various middle primary schools of Chenab Valley, that sans infrastructure, accommodation and teaching staff and many more despite concerned authorities are well aware about these issues but didn’t pay any heed toward modernization of educational system . I would like to ask that why representatives didn’t take the issue of educational institutions on peak , Why they are in deep slumber ? If state government is paying crores of rupees on name of salary of teachers , why not they checkout their record of duties and schools .
    “Taking a look on current educational sector in Zone Drabshalla in Kishtwar district where more than 75 teachers are internally deployed and attached in various schools beside collecting hefty amount on deployment orders. Source revealed that Educational Zone Drabshalla has been suffering badly by the corrupt mafia officers from last three years and ZEO had crossed every limit to collect hefty amount and Office had now became den of Corruption”. There are hundreds of teachers who had not visited the school despite concerned authorities are well aware about this and ZEO Drabshalla had fixed monthly 5000/ head and same amount is transferred on account of few teachers who are running this corrupt mafia game in education system Drabshalla . Beside all this Social Activist Bashir Ahmad through Regd. Post file a RTI application in month of June 2018 and concerned authorities keep Activist in lure since long had failed to reply RTI application despite violation of RTI act 2009 .
    Source added that As per Govt. norms there is no transfer of a teacher weather GLT / RRET even than the corrupt officers had done dozens of internal deployment/ attachment after palm greased by more than 5000 to 2000 / head even more than 10000/head. While disbursement of teacher Grade II order ZEO Drabshalla had collected @500 / head at least from 252 teachers at that time.
    Beside all this , a tentative list of teachers revealed that more than 75 teachers are attached from their actual place of posting.     It is important to mention that there is huge embezzlement of mid day meal and disbursement of uniforms for students and even the schools are not having land acquired asper revenue record while construction of building beside ZEO Drabshalla had managed his contribution in all types of works and is monthly receiving more than 4lacs as Office had became den of Corruption.
    It is wonderful truth that newly elected Sarpanches, Panches failed in modernization of education sector and to holds meeting with school authorities regarding the issues being faced by them due to shortage of teacher staff, requirement norms , playground and even some Sarpanches Panches are involved in this mafia of absentee culture and attachment of teachers outside their original place of posting.
    Surprisingly my friend asked a 5th class students to spell the words that makes word ” Thursday ” he failed and didn’t know the spelling of Thursday . It is the condition of government school from where a teacher get its salary above 25000 per month .
    Several surveys and reports have shown that there are several issues in the elementary education in the rural areas of Chenab Valley in Jammu and Kashmir which includes poor school infrastructure. Most of the schools in villages lack proper infrastructural facilities. Students have to sit on the floor due to non availability of furniture. The school building lacks doors and windows and even do not have proper drinking water and toilet facilities. Majority of the Government schools lack basic infrastructure like toilets, washrooms, playgrounds , furniture, libraries etc. Many Government schools run out of rented buildings, often in dilapidated shape. Poor infrastructure continues to mar the performance of Government schools. Educational infrastructure in schools means suitable spaces to learn which include adequate infrastructure, sufficient space, construction methods that ensure the safety of children in school suited to natural hazards of the region, adequate separate sanitary facilities for boys and girls and for staff, adequate electricity etc. Inadequate infrastructure in schools is a big barrier to enrolment and participation. The over-crowded spaces lacking in adequate sanitary facilities and lacking water for hygiene not only result in dropouts but also have health implications and girls in particular are pushed out of school due to inadequate facilities.
    Resulting the same mostly the poor and downtrodden students remains illiterate and didn’t get benefit of government scheme that were launched in modernisation of educational sector in chenab valley . Will state government take issue on peak or not , it is yet to be mentioned .

    It is need of hour to check the quality education status of schools in remote areas of Chenab Valley in order to increase literacy rate otherwise there will be noone left who can even read a single line of sentence despite claims are made of Digital India.
