    The institutional failure of healthcare system in Jammu and Kashmir

    The two most important factors of public welfare in any nation state could be best judged by its education and healthcare which the state provides to its subjects , but unfortunately these two sectors in India have become highly privatized and commercial in nature. Whereas the Pharma industry is itself controlled by rich political elites of the country, the health care system in India is in shambles despite of hundreds of welfare schemes which are confined to paper work, advertisements and photo oops. The ground reality is far from mere sloganeering and hollow rhetorics.
    The recent case of tribal women in Kashmir jolted the whole country wherein the pregnant lady was thrown out of the hospital in sub zero temperature who consequently gave birth to a dead female child in the middle of the road. The irony of the fact is that many districts and voluntary organizations were also holding workshops and awareness camps on Ayushman Bharat and “Beti Bachao Beti Phado” , the flagship programme of government of India to save girl child and female mortality ratio on the dais day as well.

    Causes

    The biggest problem of the country and more specifically of Jammu and Kashmir is that of institutional failure and politicisation of health care system. The successive governments does not take the scientific and holistic view of schemes in totality before formulating any policy. The sanctioning of six AIIMS pattern hospitals were taken to ameliorate the sufferings of the people but nothing is being done to equip the existing hospitals and public health centers. The premier institutions like GMCs and other peripheral hospitals doesn’t cater to the huge rush of patients who rush to them despite of district hospitals in every district. The District Hospital and Public Health Centers are just bricks and walls for few employees to draw monthly salary. Thousands of women, new born and accidental patients die on daily basis in these hospitals.
    According to World Health Organization there is great disparity in doctor-patient ratio. The WHO recommends 1:1000 whereas its 1:2000 in india and Jammu and Kashmir at the lowest ebb of 1:3864. This disparity directly effects the lives of people which is further aggravated by sluggish system of recruitments and placements in the public sector.
    The district are themselves running short of doctors and specialized equipments needed for the critical cases.The Public health centers remain mostly close or open with no doctor to look after the patients. Thanks to political machinery and corrupt bureaucracy for devising the plans of attachments and need basis.
    The medical colleges in both the divisions doesn’t cater to the thousands of patients who throng them. Even in emerging wards multiple patients are accommodated in the same bed let alone the emergencyand accidental cases. Doctors more specifically junior doctors work at a stretch for more than fourth hours to treat thousands of patients in OPDs. Even the patients with serious ailments of kidney failures, cancer have to wait for months for their respective treatments and therapies. These dysfunctional peripheral and over crowded city hospitals are playing havoc with the health care of the state.
    Moreover the doctors who pass out every year from the medical colleges are not ready to serve in villages and their respective native place because of low career prospects and unprofessional environment which often leads to conflict even between the doctors and patients which is galore with the increasing rate of thrashing of paramedics , damage to hospital properties and scuffles between the patients and doctors. This uneven distribution of patients, ill equipped peripheral hospitals, huge ratio gap of doctors and patients,low career prospects and to the politicization of health department is becoming detrimental to the lives of the people .

    Need

    The need of the hour is to streamline the system. The biggest need of the time is equip the district hospitals and public health centers both in human resource and machinery which would eventually give respite to the doctors and patients as well. It must made mandatory for the doctors even at the entry level to serve their native places at-least for a decade both for experience to know the basic requirements and serve the people.The biggest problem which disturbs the whole equilibrium is that the doctors are not ready to serve outside the twin cities of Jammu and Srinagar. They prefer to go to other cities and foreign countries for better future and huge dividends. Even the specialized serving doctors spend decades in gulf in Europe despite on the government roll which itself is the depiction of our legal system and law enforcement mechanism. Let the trade of unethical practices of major chunk of doctors be not discussed in detail here.

    Onlyinfrastructural development won’t set right the track but other corrective measures needs to be taken away from pomp and show with result oriented policy , streamlining the induction and service rules, depoliticization of heath department, better supply of human resource and advanced equipments, strict check on spurious drugs and unethical practices of doctors can help a lot to streamline the healthcare of the state. Besides the doctors must bear in mind that he is next to god for a patient and people must not forget that they are human beings like all of us with their own needs and need and necessities though blots are present in every profession.

    Governor Satya Pal Malik Tuesday accused political parties of politicising an order mandating government employees to attend the Republic Day celebrations and said he stood by the order which was being issued since 2009. Malik said there was nothing wrong in the order. “I stand by this. This is not a new order. It has been issued since2009. This was there before me. Every year the same order is issued, not even with a change of comma or full stop,” he said. “I have the orders from 2009 to 2018 with me”, he said. As per the order issued by the state administration on January 15, employees were warned that failure to attend the function will…

    be construed as dereliction of duty and disobedience. “It is the duty of every government servant to attend the (Republic Day) function which commemorates an important turning point in the history of our nation,” stated the order issued by Deputy Secretary Chander Prakash. “All the officers and officials of the state government stationed at Jammu and Srinagar are, therefore, enjoined upon to attend the functions as part of their official duty,” it said. The governor said the order went to all employees of the state government. “There is nothing wrong in it. They have duty (on that day) and they should be present there. That is why it is being sent to them. There nothing like imposing nationalism on them.” “From where does nationalism come into this? They have to perform their routine jobs”, he said. Lashing out at political parties for politicising the issue, Malik said they had become defunct and were losing their base which was why they were resorting to communalism. “Please do not do such things. It is not good,” he added. The governor alleged political parties were politicising the issue and dividing the society by communalising it to gain votes. “This type of politics has des

    troyed Kashmir”, he added. PDP leader Waheed Para said nationalism could never be dictated. “There should be ‘will’ for such events, not forced diktats. This clears how things happen and are happening in the ‘integral’ part. Patriotism can’t be enforced it should be inherent,” Para tweeted. Independent MLA Engineer Rasheed termed it an “unconstitutional” order. BJP leader Ram Madhav supported the governor, saying the order should be accepted as a matter of pride. “It is a matter of pride for every Indian. We all have to participate in the Republic day parade,” he said in response to a question on political parties reportedly criticising the order.

    Srinagar, Jan 22: Peoples Democratic Party (PDP) has condemned the brutal assault on photojournalists as they were discharging their professional duties in south Kashmir’s Shopian on Tuesday.

    Former Minister and senior PDP leader Naeem Akhtar while wishing the injured scribes speedy recovery said in a statement that the photojournalists are on the opposite side of the crowd while covering the protests and if the pellets can hit them, they can hit anybody and it indicates a very wanton and indiscriminate use of the weapon.

    Akhtar said that this violence against journalists is an attack on the fundamental right of freedom of speech and expression of the media and press in the state.     Rajouri, Jan 22 : Deputy Commissioner Rajouri, Mohammad Aijaz Asad today chaired a meeting to finalize the arrangements for Republic Day celebrations. The meeting was attended by ADDC Sher Singh, SSP Yougal Manhas, Assistant Commissioner Revenue Mohd Ashraf, Chief Planning Officer, Assistant Commissioner Development, XEN PWD ,XEN PHE , ACD Rajouri, CEO Education, DYSO, District Informatics Officer, DSWO, Tehsildar Rajouri, DFO, DTO and other district officers.

    The Plan was finalised keeping in view the rainy season.
    It was decided that Asstt Labour Commissioner shall ensure the proper distribution of refreshment on the day of full day rehearsal.

    DDC directed ACD to provide chairs and Shamyanas for the function. EO municipality was directed to maintain cleanliness at the venue. He also directed the ACR to take special care of protocol in seating arrangements.
    Detailed disscussion was held on the proposed arrangements for the function like barricading,drinking water and power supply,sanitation,first aid,security,transport,traffic regulation,illumination of designated buildings,refreshment to students participating in the National Function.
    It was decided that the day would begin with playing of Shehnai Vadan by Information Department followed by flag hoisting by VIP at Parade Ground Rajouri and march past by District Police,NCC,CRPF, Schools and various educational institutions,Culture programmes,skits and physical display by School students would also be presented.

    DDC asked concerned officers to maintain coordination in making arrangements pertaining to their departments.He stressed upon the arrangement committee to prepare the plan under control coordination to ensure the completion of the process well in advance.

    Meanwhile DDC also took stock of essential services like water, power, roads, food etc. XEN PWD was directed to make a plan for snow clearance to ensure the proper functioning of roads in snow bound areas.

    AD Food informed the DDC that the ration for the month of january is being distributed and the DDC asked AD Food to monitor and ensure the proper distribution of kerosene oil to the last beneficiary. He also asked to check the illegal distribution of kerosene oil with the help of tehsildar and submit the final report to Assistant Commissioner Revenue.

    Rajouri,January, 22:- Revision of Below Poverty Line (BPL) list and sanctioned to pending cases of widow, old age and handicapped person has been demanded by Mr. Ashok Sharma, former legislator and Coordinator, AICC Vichar Vibhag while addressing One Day Convention of Block Doongi Congress workers held at Kaller in Rajouri District.

    Mr. Sharma while expressing serious concern over long pending of applications for pension to physically challenged persons, senior citizens and widows besides non-inclusion of thousands of deserving families in BPL list in Rajouri District and rest while in the State of J&K and sought personal intervention of State Governor Sh. Satya Pal Malik and his Advisors to redress the grievances of most deserving people living in harness.

    Mr. Sharma requested the party rank and file to prepare such list of deserving cases at an earliest for its further transmission to the government to ensure inclusion of those who have been deprived of benefits of National Welfare Policies due to non existence of their names in BPL survey list, during the day long convention.
